BACKGROUND The Final Plat of South Pointe #2 is the second phase of a 96-acre subdivision that is accessed from Rockdale Road on the south side of the City of Dubuque. The City Council reviewed and approved the first phase of the subdivision at the June 5, 2017 meeting. On January 16, 2018 the City Council approved the second phase which was, at that time, comprised of the remainder of the subdivision. However, the plat was never recorded by the developer and now requires new approval. Since that approval, the developer has elected to split the second phase into two phases, thus creating a total of three phases for the subdivision. The proposed Final Plat of South Point #2 is comprised of the southern half of the original second phase of the subdivision. The remaining third phase of the subdivision will require City Council approval in the future. DISCUSSION The Final Plat of South Pointe #2 creates thirty-two (32) residential lots and ten (10) letter lots for stormwater management, emergency access, park space, and street right-of-way. Many of these streets will be an extension of the already existing streets which were a part of the first phase of the subdivision. As part of the subdivision, the developer plans to construct and provide, at their cost, subdivision improvements including streets with longitudinal subdrains and concrete curb and gutter, paved temporary cul-de-sacs, sanitary sewer mains, water mains, a storm water detention basin, storm sewers and catch basins, boulevard street lighting, fiber optic conduit and vaults, accessible sidewalk ramps, concrete sidewalks, and appropriate erosion control devices, to the site and will need to construct and carry out any other activities associated with the project in accordance with City plans and specifications. The proposed subdivision can be adequately served with City water and sanitary sewer mains and the City does have capacity to serve the development when fully built out. Water and sanitary sewer connections already exist to the subdivision and were constructed during the first phase. Conformance with Comprehensive Plan: The Comprehensive Plan goals promote infill and mixed -use development. The City's Comprehensive Plan identifies the subject property area as Single -Family Residential land use which includes low -density, single- family homes, and related recreational, religious, and educational facilities that typically service a neighborhood population. Single-family residential land use encourages a mix of housing affordable for all segments of Dubuque's populations throughout the community, including options for those who might be saving for their first home. The proposed development would help to meet the following recommendations of the City's Comprehensive Plan: • Foster the development of new and additional housing products in suitable locations throughout the City. • Encourage a mix of housing affordable for all segments of Dubuque's population throughout the community. Pursuant to Article 11-10 (C) of the Unified Development Code (UDC), the subdivision must meet a minimum of 40 points for sustainability. As proposed, the Final Plat of South Pointe #2 development complies with the UDC's requirement for 40 points of sustainability. Solar Subdivision (70% of lots oriented for passive solar) 30 points Complete Streets 15 points Preservation of existing trees on the site 5 points Reduced grading of high slope areas 5 points LED street lights 5 points Stormwater management techniques 10 points Recreation Open Space 15 points Total Points = 85 Points RECOMMENDATION Planning staff recommends approval of the resolution for the Final Plat of South Pointe #2 as it is in compliance with the City of Dubuque's Unified Development Code and the Imagine Dubuque Comprehensive Plan and is in substantial compliance with the approved preliminary plat. That the final acceptance of the public improvements shall only occur upon certification of the City Engineer to the City Council that the public improvements have been completed in accordance with the approved improvement plans and City standards and specifications and accepted by City Council Resolution. That in the event South Pointe, LLC fails to execute the acceptance and furnish the guarantees provided hereof within 180 days after the date of this Resolution, the provisions hereof shall be null and void and the acceptance of the dedication and approval the plat shall not be effective.
