City Engineer Gus Psihoyos is recommending City Council approve the plans,
specifications, form of contract and estimated cost of $247,500.00 for the 2024
Pavement Marking Project through the adoption of the attached resolution.
As part of the 2024 Pavement Marking Project, the City is including as an alternate bid,
the installation of pavement markings for a downtown Bike Lane Pilot project. The
contemplated Bike Lane Pilot project will involve the establishment of a westbound bike
lane route on 10th Street along with an eastbound bike lane route on 9th Street. Both
streets would utilize a combination of shared bike lanes (bicyclists ride in mixed traffic)
and conventional painted bike lanes (bicyclists ride in a dedicated/exclusive space).
The routes for the Bike Lane Pilot project were determined based upon citizen input from
a significant community engagement campaign. The proposed Bike Lane Pilot project
has been shared with citizens and property owners along the corridor that would be
impacted with lane reconfiguration and parking removal.
Based on the alternate bid prices received for the Bike Lane Pilot project, the City will
then determine if there is sufficient funding in the Pavement Marking Capital
Improvement budget to incorporate the bike lane pavement markings as part of the
2024 Pavement Marking Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum requests the City Council conduct a public hearing for the 2024
Pavement Marking Project.
BACKGROUND
The pavement marking program is vital to our transportation system as it provides safety
to drivers and pedestrians on the public road system. Well-defined crosswalk stripping for
example provides areas where pedestrians can traverse a roadway safely.
The City contracts for a city-wide pavement marking project to furnish, install, maintain,
and remove permanent pavement markings to include Lines and Symbols and Legends
on City streets as directed by the Engineering Department.
DISCUSSION
The Pavement Marking Project is completed annually due to a more rapid deterioration
on higher volume, high vehicular movement roadways. Pavement markings are applied
using waterborne paint with a service life of approximately two (2) years.
As part of a cooperative Maintenance Agreement with the Iowa Department of
Transportation (Iowa DOT), the City will include portions of Iowa DOT jurisdictional
pavement markings with the City's annual pavement marking program. The Maintenance
Agreement includes all Symbols and Legends and a portion of center Lines on Iowa DOT
routes within the City. The Iowa DOT will reimburse the City for their share of project costs
after the project is completed and accepted.
BIKE LANE PILOT - ALTERNATE BID
As part of the 2024 Pavement Marking Project, the City is including as an alternate bid,
the installation of pavement markings for a downtown Bike Lane Pilot project. The

NOTICE OF PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF
CONTRACT, AND ESTIMATED COST FOR THE 2024 PAVEMENT MARKING
PROJECT
NOTICE IS HEREBY GIVEN: The City Council of the City of
Dubuque, Iowa will hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the 2024 Pavement Marking Project in accordance with the
provisions of Chapter 26, Code of Iowa, at 6:30 p.m., on the
3rd day of June 2024, in the Historic Federal Building Council
Chambers, 350 West 6th Street, Dubuque, Iowa. Said proposed
plans, specifications, form of contract and estimated cost arc
now on file in the office of the City Clerk. At said hearing
any interested person may appear and file objections thereto.
The scope of the Project is as follows:
Furnish, install, maintain, and remove permanent pavement
markings to include Lines and Symbols and Legends on City of
Dubuque streets as directed by the City Engineer. Also, to
include portions of Iowa DOT pavement markings as directed by
the City Engineer.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official agenda will be posted
the Friday before the meeting and will contain public input
options. The City Council agenda can be accessed at
https://cityofdubuque.novusagenda.conVAgendaPublic/ or by
contacting the City Clerk's Office at 563-589-4100,
ctyclei-k@cityofdubuque.org.
Written comments regarding the above public hearings may be
submitted to the City Cleric's Office via email at

City Hall, 50 W. 13th St., Dubuque, IA 52001, before said
time of public hearing. At said time and place of public
hearings the City Council will receive any written comments.
Copies of supporting documents for the public hearings are

through Friday between 8:00 a.m. and 5:00 p.m.

Dear Council Members:
I received notice that there are plans to remove parking in front of our Commercial Store front located
at 55 East 9th Street so that a east bound bike lane bike lane can be installed. (to help you visualize
the location the store front, it use to be 2nd hand Rose Antique store which closed a few years ago
shortly before the covid crises) The antique store had been there for 30 years.
Right now we use it as our office space and the parking needed at this time is not as great since we
dont have customers coming and going, however, we hope to someday again have (when and if retail
and businesses comes back ) a business back in there and the parking spaces would be a great and
necessary asset to most businesses like a coffee shop, retail store, antique store, attorney or
insurance agent office.
I am not opposed to having bike lanes however I do oppose taking away the parking located directly
in front of our commercial store unit. Having easy and quick access to a business can have a positive
financial impact along with getting customers to come in to the store. Taking all the parking away from
the property also de -values the property and its use.
Most businesses would prefer to have a place for their customers to pull up in front of their place than
not.
It will make it less desireable and more difficult to rent to potential business owners.
There is very little parking around this building for tenants and guests. I currently rent 2 spots in the
Mission parking lot for tenants.
I have tried to rent a couple of the meter parking spaces for full time tenants but was told it was not an
option.
I'm only trying to protect the value and usefulness of the property.
Several years ago the parking spaces directly across the street on 9th Street were removed for Semi
turning clearance and also one parking space directly in front of the building on white Street corner.
It was disappointing to see those spaces go away at that time also.
And now If the current parking spaces are taken away there will be no parking in front or the side of
the property.
I would like to propose a solution for everyone that a " shared bike lane or Sharrows" bike lane be
installed instead of a full bike line so that the parking can remain and would not impact the value of
the property and possible future businesses.
If this is a Pilot Program it would be much easier to test and start with the Sharrows bike lane than
taking away the existing parking spaces completely.
I attached pictures on 9th Street and I'm seeing that there may be room to keep the parking and still
install a bike lane or at the minimum a Sharrows bike lane. Could this be an option?
I'm hopeful this message gets to everyone prior to the next meeting and that my request makes
sense and is received as a reasonable request/proposal.
