Petition of F. Bentin et al., resi-

buque City Baseball League relative
to the City Council giving a sufficient
appropriation for the completion of
the new public baseball park, pre-

Petition of P. J. Kenneally et al.,
relative to the placing of an electric
light on Grandview avenue about
1,200 feet west of Southern avenue,
presented and read. On motion of
Aid Andresen, the petition was re-
ferred to the Committee of the Whole.
Communication of the Union Elec-
tric Co., relative to the rates charged
by said company for Light and power,
presented and read. On motion of
Ald. Wallis, the communication was
referred to the Committee of the
Whole.
Petition of Chas. Hollnagel, relative
to having paid his 1 -7 of his as-
sessment for the improving of Couler
Avenue, and asking that he be re-
funded the 20 per cent discount al-
lowed the property owners along said
street, presented and read. On motion
of Ald. Andresen, the prayer of the
petitioner was granted and a warrant
in the sum of $13.55 was ordered
drawn to cover the same.
Petition of A. E. Gmehle, relative
to being reappointed collector of De-
linquent Personal Taxes for the years
1912 and prior, presented and read.
On motion of Ald. McLaughlin, the
petition was referred to the Commit-
tee of the Whole.
Communication of J. E Ward, rel-
tive to giving a demonstration with-
out charge for the maintaining of
liquid asphalt pavements, presented
and read. On motion of Ald. Singrin,
the communication was referred to
the Committee of the Whole.
Petition of St. Joseph's college rel-
ative to providing a drainage for the
overflow water at the corner of Four-
teenth and Cox streets, presented and
read. On motion of Ald. Wallis, the
prayer of the petitioner was granted,
providing the City has necessary
funds for the appropriation.
Petition of Mr. John Witt, relative
to having the taxes canceled on a
piano assessed against him, he not
being an owner of a piano, presented
and read,
Ald. Andresen moved to refer the
petition to the City Assessor to view
the home and ascertain if Mr. Witt is
the owner of a piano. Ald. Saul
amended Ald. Andresen's motion to
grant the prayer of the petition.

Petition of Mrs. Minnie Starr, rela-
tive to a mistake being made in the
special-assessment for the improving
sf Irving Avenue in not dividing Lot
2 of 1 of Mineral Lot 172 and asking
to have same changed, presented and
read. On motion of Ald. Wallis, the
petition was referred to the City En-
gineer to make proper correction.
Petition of the Sisters of Charity,
B. V. M., relative to canceling the
taxes on the West 15 and 7 -100 acres
of Mineral Lot 190, presented and
read. On motion of Ald Wallis, the
petition was referred to the Commit-
tee of the Whole.
Communication of the Union Elec-
tric Co., relative to the City purchas-
ing an additional sprinkler for use in
sprinkling streets presented and `read.
On motion of Ald. Saul the communi-
cation was referred to the Committee
of the Whole.
-Bond of the Iowa Telephone Co. in
the sum of $1,000.00 for excavation pur-
poses .presented and read. On motion
of Ald. Saul the bond was referred to
the City Attorney.
Petition of Augusta A. Henderson
objecting to the Special Assessment
levied against Lots 32, 35, 36, 38, 39, 40,
41, 43 and 45, being part of Lot 2 of
Lot 1 of the Sub. of Mineral Lot 186,
University Place, for the improvement
of West Locust Street, and also the
petition asking the City Council to
make sort of adjustment and equit-
able assessment for the improvement
made, presented and read. On motion
of Ald. Wallis the petitions were re-
ferred to the Committee of the Whole.

Streets, relative to the opening of a
new street to connect Seminary Street
with West Locust Street, presented
and read. On motion of Ald. Wallis
the petition was referred to the Com-

grounds and the City Engineer in-
structed to prepare a plat to show
the grade for the new street.
Petition of the Dubuque Benevolent
and Humane society relative to being
granted $300.00, their annual appropri-
ation for the e nsuing year. presented
and read. On motion of Ald. Singrin
the petition was referred to the Ap-
propriation Committee.
Petition of Mrs. C. Mathis relative to
the canceling of the special assessment
for the improving of Kaufmann Ave-

Petition of Margaret Streletzky rela-
tive to canceling the taxes on the piano
assessed against her and Which she
does not own, presented and read. On
motion of Ald. Andresen the petition

the home and ascertain if she is the

Petition of Louisa Hein relative to
the City Council allowing her such sum
as theY deem fair for injuries sustain-
ed by being run into by a horse be-

& Co.. presented and read. On mo-
tion of Ald. Wallis, the City Auditor
was instructed to withhold the sum
of $500.00 from the money due C. B.
McNamara & Co. for improving West
Locust Street until further instruc-
tions from the Council.
Petition of the Lieutenants of the
several engine companies of the Fire
Department, relative to being grant-
ed an increase of $5.00 per month in
their salaries. presented and read.

Ald. Singrin moved that the City
Recorder be instructed to advertise
for bids for the furnishing of hay and
oats for the City horses. Carried.

corder be instructed to advertise for

Dubuque, Iowa, Jan. 22, 1914
To the Honorable Mayor and City
Council:
I would respectfully report that
through an oversight, no netation was
made on the assessment roll showing
that Mrs. Phoebe Elmer was entitled
to the Soldiers' Widows' exemption. I
would therefore respectfully ask your
honorable body to correct said error
and instruct the City Treasurer to al-
low her a reduction of $1,200.00 in the
assessed valuation of her homestead,
Lot 30 in Drihelbie's Addition.

port of the City Assessor was approv-
ed.
Your Committee on Delinquent
Taxes, to whom was referred the pe-
tition of Mrs. J. Madl, owner of Lot
249 Davis Farm Add., stating that she
is a widow and entirely dependent on
the small earnings of her daughter for
support, and asking therefore that the
assessment levied against the said lot
be canceled for the year 1912, would
respectfully recommend that the
prayer of the petitioner be granted
and that the City Treasurer be in-
structed accordingly.

Your Committee on Delinquent
Taxes, to whom was referred the peti-
tion of Mrs. Katharine Brinkmueller,
owner of Lot 798 in McDaniel's Subdi-
' vision, stating that she is the sole
support of four minor children, and
asking therefore that the taxes assess-
ed against her said lot be canceled for
the year 1912, would respectfully re-
commend that the prayer of the peti-
tioner be granted and that the City
Treasurer be instructed accordingly.

aged and totally blind and has no in-

Trustees of St. Luke's Methodist
Episcopal church and of A. A. Cooper
asking that a reduction be made in
the amount of the assessment levied
against their properties for the brick
paving of the alley between Main and
Locust Streets because of that portion
of said alley abutting their lots being
occupied by sidewalk and areaways.
and therefore not requiring anv pav-
ing, would respectfully report that the
assessment on said alley was levied
in accordance with the benefits con-
ferred and not by the square foot. In
computing the amount assessable upon
each lot along said alley, the City En-
gineer took the total cost of the im-
provement and divided said cost by
the total length, and levied the assess-
ment equally on each lineal foot of the
improvement, and as the lots in ques-
tion derive as much benefit from the
improvement as do all others along
said alley, we respectfully recommend
that said petitions be received and
filed.

Original Notice of suit of Mary Hut-
ter vs. City of Dubuque in the sum of
$1000.00 presented and read. On motion
of Ald. Wallis the notice was referred
to the City Attorney.
Quarterly statement of receipts and
disbursements of the City 'rater
Works from October 1st., to December
31st, 1913, presented and read. On
motion of Ald. Singrin the Mayor ap-
pointed a committee consisting of Aids.
Andresen, McLaughlin and Saul to
audit the report.
It is hereby agreed by and between
the United Cigar Stores Company, a
corporation, of the State of Illinois,
party of the first part, and the City of
Dubuque. Iowa, party of the second
part, as follows:
That whereas, the said United Cigar
Stores .Company has petitioned the
City Council of said City for leave to
construct a coal chute in the sidewalk
adjacent to its stores at the northwest
corner of Main and Eighth Streets in
said City, (which coal chute is to he
located on the lot line, and about forty
feet westerly from the corner of the
building in which said stores are lo-
cated, and is to be 2'6" wide by 3'
long) ;
Therefore, in consideration of per-
mission granted by said City to the
said party of the first part to con-
struct said coal chute, the said party
of the first part hereby agrees as fol-
lows:
Said coal chute is to be constructed
in such manner as to fully protect the
sidewalk- surrounding the same, and is
to have an iron cover with corrugated
surface, the said cover to lie absolutely
and perfectly flush with the sidewalk,
and to remain at all times on an ab-
solute level with said sidewalk, and
no part of said cover or the hinges or
fastenings belonging to same are to
protrude or extend beyond the surface
of said sidewalk nor are any other
obstructions to travel over and upon
the said cover to be maintained, and
the said coal chute when open is to
be carefully guarded, protected and
barricaded so that the same will at
all times be kept in a safe condition
against accident.
The said party of the first part
agrees to maintain said coal chute and
cover thereon in the condition above
specified, and ,to protect and save
harmless the said party of the second
part as to any damages or liabilities,
together with costs accruing out of
same, if any, which may arise at any
time by reason of the existence of the
said coal chute and in any action
which may be brought in the event of
such injury or claim for damages the
said party of the first part agrees to
defend and fully protect the said City •
as to all expense which may be in-
curred.
This agreement may be terminated
at any time by the City Council and
when so terminated the said party of
the first part hereby hinds itself to
remove the said coal chute and to re-
store the sidewalk to the same condi-
tion in which same was found before
the construction of said chute, and on
failure of said first party to make such
removal and repair within a reason-

The detailed account of the heroic
death of Quincy H. Wylie, who lost his
life by drowning in the Mississippi
river trying to rescue a companion, de-
sired by the Carnegie Hero Commis-
sion, presented and read. On motion

and the City Recorder instructed to
transmit same to the Carnegie Hero
Commission.

Whereas, The contract heretofore
entered into by the City of Dubuque
for the improvement of a street as
hereinafter described has been com-
pleted, and the City Engineer has com-
puted that the cost and expense of
said improvement amount to $2,320.45.
Therefore, Be it Resolved by the
City Council of the City of Dubuque,
That to provide for the cost of curb-
ing, guttering and macadamizing Arch
Street from the easterly line of the
alley first east of St. Ambrose Street,
westerly to St. Ambrose Street, the
Mayor be and he is hereby required to
execute and deliver to the City Re-
corder, to be by him registered and
countersigned, eight bonds for two
hundred and fifty dollars and one bond
for thre hundred and twenty and
45 -100 dollars, numbered 3009 to 3017.

That to provide for the cost of curb-
ing, guttering and macadamizing Mus-
catine Street from Gay Street to Prim-
rose Street, the Mayor be and he is
hereby required to execute and deliver
to the City Recorder, to be by him
registered and countersigned, 'seven-
teen bonds for two hundred and fifty
dollars each and one bond for two
hundred thirty and 91 -100 dollars,
numbered 3018 to 3035, inclusive, dated
February 16, 1,914, payable on or be-
fore 'seven years after the date there-
of, and bearing interest at the rate of
five per cent. per annum, payable semi-

Mayor Lyons stated that this meet-
ing was called for the purpose of can-
vassing the vote of the Primary
Election held Monday, February 23,
1914, and to consider any other bus-
iness that may come before a regu-
lar meeting of the City Council. •
Ald. Singrin moved that a commit-
tee of three aldermen be appointed
by the Mayor to canvass the vote of
the Primary Election and report to
the Council. Mayor Lyons appointed
Aids. McLaughlin, . Andresen and
Singrin.

Mayor Lyons stated that this meet-
ing was called for the purpose of
making the appropriations for the en-
suing year and the considering of any
other business that might properly
come before a regular meeting of the
City Council.
Ald. Wallis moved to place on the
appropriation list the sum of $1,000.-
00 as part of the cost for the revision
of the City Ordinances. Carried by
the following vote:

Ald. Wallis moved that the approp-
riation for the Police Fund be placed

the balance left in the Rosedale Ave-
nue Funcl, said money to be paid

as follows:
To the Honorable - Mayor and City
Council:
Gentlemen: I herewith submit my
report of defective lights for month
of February, 1914. I find from the
report of the Police Department that
the total hours that 68 lamps failed
to burn would equal 2 1 -3 lamps
burning for one month; or $10.11.
Ald. Frith moved that the City Au-
ditor be instructed to deduct, $13.11
from the Union Electric Co.'s ' bill.
Carried.
Ald. Frith moved that on account
of a tie vote for Precinct Committee-
man in the Second Precinct of the
Fifth Ward, the Mayor appoint a
committee of three aldermen to draw
by lot the nominee. Carried. Mayor
Lyons appointed Alds. Singrin, Frith
and McLaughlin as the committee.
Ald. Frith moved that Peter Schiltz
be declared by lot the Precinct Com-
mitteeman of the Second Precinct of
the Fifth Ward on the Democratic
ticket. Carried.

act on it in the Council. Carried.

ative to vacating the alley extending
from Nevada street easterly to a north
and south alley and being between
Langworthy avenue and Solon street,
in Julia L. Langworthy's Addition,
presented and read. On motion of
Ald. Saul, the prayer of the petition-
ers was granted,
Resolution for City Council:
Whereas, Paul Arduser and others
have filed their petition asking for the
vacation of the alley extending from
Nevada streea easterly to a north and
south alley and being between Lang -
worthy avenue and Solon street, in
Julia L. Langworthy's Addition to the
City of Dubuque, 'Iowa, said petition-
ers representing that they are the
owners of all the land abutting the
said alley so asked to be vacated.
Now, therefore,
Resolved, That the City Engineer
be directed to make a survey and plat
of the said alley proposed to be va-
cated to be filed in said Engineer's
office, subject to public inspection and
to give The notices required by ordin-
ance to the owners of property
abutting said ground Proposed to be
vacated and to publish the notice re-
quired by ordinance. of said proposed
vacation. Ald. Saul moved the

Whereas, the City Council of the
City of Dubuque has dedicated the
public square in Dubuque Harbor
Improvement Company's Addition for
an athletic field and has donated a
considerable amount of the public
funds for the purpose of making said
grounds available for such use, there-
fore,
Be it Resolved by the City Council
of the City of Dubuque, that such
grounds shall be open to the public,
free from all charges, whenever the
local team of a recognized league shall
be off making its regular tour.

To All Who Are Named Below:
You are hereby notified that in ac-
cordance with an ordinance of the
City of Dubuque. Iowa, for removing
snow and ice from sidewalks by the
City during the months of January
and March, 1913, that a special assess-
ment will be levied for the expense
thereof at the regular meeting of the
City Council to be held February 19th,
1914, upon all lots and parcels of land
on said improvement owned by you,
being subject to such special assess-
ment. And you are hereby notified to
appear at said meeting of the Council
to be held February 19th, 1914, and
show cause if any you have why said
assessment should not be levied.

from Nevada Street easterly to a
north and south ally and being be-
tween Langworthy Avenue and Solon

dition to the City of Dubuque, Iowa,

Petition of th IVlunicipal Bathing
Beach relative to having the City En-
gineer make a survey of the river
front from the high bridge to the Con-
lin Ice House, so that they will have
power to remove the objectionable
shacks and boat houses on said river
front, presented and read. On motion
of Ald. Wallis the prayer of the peti-
tion was granted and the City Attor-
ney instructed to look up the titles
for said front.
Petition of the Dubuque club relative
to reducing the taxes on the Key City
Building Club for the years 1911, 1912,
1913 one -half presented. On motion of
