Petition of th Municipal Bathing
Beach relative to having the City En-
gineer make a survey of the river
front from the high bridge to the Con-
lin Ice House, so that they will have
power to remove the objectionable
shacks and boat houses on said river
front, presented and read. On motion
of Ald. Wallis the prayer of the peti-
tion was granted and the City Attor-
ney instructed to look up the titles
for said front.
Petition of the Dubuque club relative
to reducing the taxes on the Key City
Building Club for the years 1911, 1912,
1913 one -half presented. On motion of
Ald. Saul the petition was referred
to the Committee of the Whole.

Petition of Mrs. Elizabeth Buehler
relative to canceling the taxes for the
year 1913 against Lot 3, Sub. Lot 1,
Mineral 314, assessed at $800.00 and lots
lots 1, 2, 5 and 6, Sub. 1 of Mineral Lot
89, assessed at $200.00, she being en-
titled to same under soldiers' exemp-
tion law, presented and read. On mo-
tion of Ald. Frith the prayer of the
petition was granted and the City
Treasurer instructed accordingly.
Petition of F. J, Reinker, et al, rel-
ative to the laying of a sidewalk on
the south side of West Fourteenth
street, from Mt. Pleasant Avenue to
lot 9 in Maple Heights Add., presented
and read. On motion of Ald. Wallis
the prayer of the petitioners was
granted and the Sidewalk Inspector in-
structed accordingly.
Petiticn of Rose and Joseph Trudell
relative to refunding the personality
tax paid by them for the year 1912 aria
also canceling the personality tax as-
sessed against them for the year 1913
presented and read. On motion of Ald.
Singrin the petition was referred to
th Delinquent Tax Committee.
Petition of C. H. Eighmey, Trustee,
relative to reducing the valuation on
City Lots 569 and 570, owing to the fact
that the buildings on said lots were
destroyed by fire, presented and read.
On motion of Ald. Frith the petition
was referred to the Committee of the
Whole.
Petition of Nesler and Hammel rel-
ative to being granted permission to
excavate in the alley in the rear of
1050 Main Street presented and read.
Aid. Singrin moved that the Mayor
appoint a committee of three to view
the grounds and report back to the
Council. Carried. Mayor Lyons ap

Heim as the Committee.
Petition of M. Kassler & Son rela-
tive to the placing of an electric arc
light at the corner of Fifth and White
Streets presented and read. On motion
of Ald. Saul the petition was referred
to the Committee of the Whole.
Petition of G. A. Burrows relative to
being allowed the sum of $110.00 for
injuries sustained by falling on an
icy sidewalk about 50 feet above the
water fountain on Julien Avenue pre-
sented and read. On motion of Ald.
Frith the petition was referred to the
Committee on Claims and City Attor-
ney.
Claim of Edward Welsh in the sum
of $500.00 for injuries sustained by
falling on an icy sidewalk at 2491
Jackson Street presented and read.
On motion of Ald. Andresen the claim
was referred to the Committe on
Claims and City Attorney.
Notice of claim of John Lyons in
the sum of $5000.00 for injuries sus-
tained by falling on an icy sidewalk on
the West side of Colder Avenue be-
tween the Peru Road and Thirty -
second Street presented and read. On
motion of Ald. Andresen the notice
was referred to the Committee on
Claims and City Attorney.
Petition of the McFadden Building
Co. relative to canceling the assess-
ment on Lot 1 of the Sub. of 529 and
530 as same are exempt from taxation
for a period of ten years according to
the City Ordinance adopted June 18,
1909, presented and read. On motion
of Ald. Singrin th petition was re-
ferred to the City Attorney to report
to the Committee of the Whole.
Petition- of J. M. McFadden for
Catherine and Margaret R. McFadden
relative to canceling the assessment
of $1600.00 monies and credits for the
year 1913 presented and read. On mo -,
tion of Ald. Wallis the prayer of the
petitioners was granted and the City
Treasurer instructed accordingly and
also the City Assessor instructed to
correct same on his hooks.
Petition of Mary L. Casey relative
to canceling the taxes for the year
1913 on Lot 2, Finley Addition pre-
sented and read. On motion of Ald.
Wallis the prayer of the petitioner
was granted and the City Treasurer
instructed accordingly.
Statement of the Secretary and
Treasurer of the Dubuque Bathing
Beach Commission presented and read,
On motion of Ald. McLaughlin the re-
port was approved.
Petition of the Steam Fire Engineers
and Assistants for the Fire Depart-
ment relative to being granted an in-
crease of ten per cent in their wages
presented and read. On motion of Ald.
Saul the petition was referred to the
Committee of the Whole.
Petition of F. G. Siege et al rela-
tive to being given better sprinkling
service on West Locust Street and ad-
joining streets presented and read.
On motion of Ald. Frith the petition
was referred to the Committee of the
Whole .and notify Mr. Walker of the
Union Electric Co. to be present and
also that the Committee Clerk be in-
structed to prepare a copy of the
sprinkling contract now in force with
the Union Electric Co.
Communication of a daily passerby
relative to the City Council ordering
a sidewalk laid in front of Mr. Heitz -
man's property at 2760 Calder Avenue
presented and read. On motion of Ald.
Frith the communication was referred
to the Sidewalk Inspector to investi-
gate.
Petition of Mrs. Ida Wurst relative
to having canceled the taxes levied
against her property in Stafford's Ad-
dition presented and read. On motion,
of Ald. Frith the prayer of the peti-
tioner was granted and the City Treas-
urer instructed accordingly.
City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to vacate the westerly twenty
feet of Cox Street from West Four-
teenth Street to West Seventeenth
Street. Also the written remonstrance
of G. F. Teal et al. Ald. Wallis moved
to suspend the rules for the purpose
of allowing the interested parties to
address the Council.
Carried by the following vote:

Gentlemen: I am returning to you
'herewith Abstract of Title to Lot No.
33 in Mt. Pleasant. I have examined
the same and find therefrom that the
title to said lot rests in Margaret
LaBoytea.ux and that the same is free
from incumbrance except that there
seems to have been a certain oral and
vn ilten leases given by her covering
the mining rights and also the right
to arse the surface incident to conduct_
Ina such mine; and also a mechanic',
lien against said lot filed by the Peter
J. Seippel Lumber Co., a suit to fore-
close which lien is now pending
against the Aguanico Mines and De-

Petition of the Chicago, Burlington
& Quincy R. R. Co., relative to the
vacating that part of Market Street,
Bell Street, and alley which lies south

pital, and bond No. 979737. I would
suggest that this bond be made to date
as of the date of the contract for the
ensuing year, which is March 1st,

Telephone Company in the sum of
One Thousand dollars, covering in-
demnity for damage caused by dyna-
miting on West Locust Street, and find

To the Honorable Mayor and City
Council of the City of Dubuque:
Gentlemen: On April 14th, 1911,
there was filed in the office of the
Clerk of this Court the petition of
James R. Pickley vs. City of Dubuque,
being No. 16926 Law. This action was
brought to recover an amount plaintiff
claimed due him as salary while act-
ing as a Chief of Police of the City of
Dubuque from May 1st, 1908, to May
lst, 1910, the basis of his claim be-
ing that on the 21st of March, 1907,
the City Council adopted an Ordinance
fixing the salary of Chief of Police at
$1,500 a year which ordinance was not
repealed during his time of service.
During his term of service he was
paid on the basis of $1,200 a year,
this due to action taken by the City
Council. on April 16th., 1908, when the
Council adopted the report of its Com-
mittee of the Whole in which report
the salary of th Chief of Police was
fixed at $1,200 per annum, Which latter
action by the Council was void be-
cause under the law an ordinance
could only he repealed by an act of
similar dignity, or in other words, by
another ordinance.
The case -vas called for trial at the
present term of the District Court and
a jury was about secured when the
attorneys representing the admin-
istrator of James R. Pickley, who died
'since the commencement of the ac-
tion, offered to compromise the claim
in the sum of $150 and costs. Your
committee believing under the circum-
stances, the defense of the City being
a purely legal one which in all prob-
ability would carry the case into the
Supreme court, that it was to the
best intehests of the City to accept the
proposition of settlement, therefore
auhorized the City Attorney to effect
a settlement on that basis.
We therefore recommend that the
Council approve our action and the
action of the City Attorney and that
warrants be ordered drawn to cover
the amounts, the costs amounting to
$19.70.

Council of the City of Dubtuque:
Gentlemen: On June 1st, 1912, there
was filed in the District Court of Du-
buque County, the petition of Emma •
Kruse vs. City of Dubuque, being an
action to recover damages in th sum
of $5,000 alleged to have been sus-
tained by her from personal injuries
suffered resulting from a fall on a
slippery sidewalk located on North.
Booth street and which leads north
from the intersection of Julien Ave-
nue, on the 12th day of March, 1912.
Plaintiff claiming that her right
shoulder was bruised and strained, the
muscles thereof torn lacerated and
discolored, her spine wrenched and
injured, spinal cord bruised and
strained causing extreme nervous
headaches, loss of sleep, the ribs of
her right side being bruised, de-
pressed and injured and internal in-
juries causing female weakness, dis-
placement of the womb and other in-
ternal injuries.
The City Attorney has negotiated a
settlement of this action in the sum of
$100 and costs, we therefore recom-
mend that the City Attorney be au-
thorized to Settle the case upon that
basis and that warrants be ordered
drawn covering the amounts,

Council of the City of Dubuque,
Iowa, for the vacation of the alley ex-
tending from Nevada St., easterly to
a north and south alley and being be-
tween Langworthy Ave. and Solon St.,
in Julia L. Langworthy's Addition to
the City of Dubuque in which you
claim an interest. A plat of said pro-
posed vacation has been filed in the
office of the City Engineer of said
City, and you are hereby notified that
at a session to be held at he City
Hall of said City on the 2nd day of
April, 1914, it will be determined
whether said proposed vacation will
be made and you are hereby notified
to appear before said Council at said
session nd show cause, if any you
have, why proposed vacation should

Notice is hereby given to all con-
cerned that a Reassessment as pro-
vided by law will be levied at a ses-
sion of the City Council of the city
of Dubuque, Iowa, to be held Thurs-
day, March 19th, 1914, to pay for im-
proving Couler Avenue with Creosoted
Wood Block Paving in front of Lot
1 and 2 of 16 of J. King's 1st Add.
Amount of Reassessment $442.31,
same to be Reassessed against the
abutting property upon and along said
street.
And that there is a plat and sched-
ule on file in the office of the City Re=
corder of said City of Dubuque,
showing th street in which said im-
provement was made and the separate
lots and parcels of ground or specified
aortions thereof subject to Reassess-
ment for such improvement, the name
of the owner thereof as far as prac-
ticable and the amount 'to be as-
sessed against each lot or parcel of
ground, which plat and schedule are
subject to public inspection.
And that any and all persons ob-
jecting to said Reassessment or to
said plat must file his or their objec-
tions in writing with the City Re-
corder of said City of Dubuque 'on or

Notice is hereby given that the reg-
isters of election, duly appointed to
register voters in the City of Dubuque,
Iowa, will be in attendance at the
places hereinbelow mentioned, for the
purpose of correcting the registry list
of names of such electors as. may he
entitled to vote at the City Election
to be held on Monday, April 6th, 1914.
Said registers will meet at their re-
spective places on Thursday and Fri -

Seventy -six, both Inclusive:
The Board of Waterworks Trustees
has directed that Dubuque Water-
works bonds, numbered from Three
Hundred and Thirty -six (336) to
Three, Hundred and Sixty -nine (369),
both inclusive, and from Three Hun-
dred and Seventy -one (371) to Three
Hundred and Seventy -six (376), both
inclusive, dated June 1st, 1900, be re-
deemed in accordance with the ordin-
ance and contract entered into by the
City of Dubuque and the holders of
said bonds.
The above bonds should he present-
ed at the City Treasurer's office, Du-
•buque, Iowa, on the first day of June,
1914, for, payment. All interest ceases
on above bonds 'June 1st, 1914.
