Inclusive Dubuque
w
Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.
• Published guides focused on building
equitable, inclusive communities and
workplaces, including the Dubuque Cultural
Resource Guide, DEI Toolkit and Workplace
Disability Inclusion Guide.

Inclusive Dubuque
w
Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.
• Published guides focused on building

Inclusive Dubuque
w
Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.
• Published guides focused on building
equitable, inclusive communities and
workplaces, including the Dubuque Cultural
Resource Guide, DEI Toolkit and Workplace
Disability Inclusion Guide.

Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.

Inclusive Dubuque
w
Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.
• Published guides focused on building
equitable, inclusive communities and
workplaces, including the Dubuque Cultural
Resource Guide, DEI Toolkit and Workplace
Disability Inclusion Guide.

SCOPE OF WORK
The City of Dubuque is presently planning for a new, updated Facilities Plan for the
Water & Resource Recovery Center (WRRC). Greater Dubuque Development
Corporation has previously assisted the City with research, planning, and
implementation of sustainability and renewable waste -to -energy projects, with a focus
on public/private collaboration. To inform its new Facilities Plan, the City will retain
Greater Dubuque Development Corporation to undertake further research and analysis
into possible economic, environmental, and equity outcomes for the operation of the
WRRC. As part of that effort, Greater Dubuque Development Corporation will retain
such consulting services as required for the following work prior to and during the
development of the WRRC Facilities Plan:
• Analysis of the City of Dubuque's Climate Action Plan to maximize integration
into the new Facilities Plan.
• Analysis of the City of Dubuque Equitable Poverty Reduction and Prevention
Plan to maximize integration into the Facilities Plan.
• Analysis of the Energy and Emission data for the WRRC to:
o Determine maximum capacity to utilize existing and/or new renewable energy
sources at the WRRC.
o Determine ability to integrate multiple sources of renewable energy at the
WRRC.
o Examine potential costs, savings, and opportunities of implementing
alternative energy production strategies at the WRRC that could be
considered in the new Facilities Plan:
• Overall energy costs.
• Overall energy production capacity at the site.
• Ability to reduce the "demand charge" presently incurred by the WRRC.
• Revenue generation through the sale of renewable energy and/or the
credits associated with such energy.
• Cost savings possible through the use of self -generated energy to
replace commercially purchased products.
• City emission reductions through self -use of its renewable energy
resources.
• Improvements to the processing of high strength waste (HSW).
• Value-added options for handling post -processing digestate.
• Potential sources for funding of additional City investment in the WRRC
including, but not limited to, state and/or federal grants, tax credits, low
interest loans, and investment by private partners.
• On -going consultation with City staff sustainability and technical subject matter
experts.
• On -going consultation with the City's private consulting engineer as it relates to
informing the Facilities Plan.

Inclusive Dubuque
w
Everyone deserves to live in a place
where they are respected, valued and
engaged in civic life.
This philosophy guides the Inclusive
Dubuque network. Since 2012, our
diverse group of partners has worked
together to drive transformational
change in Dubuque by reimagining
systems, fostering a culture of inclusion,
and advancing justice and social equity
in all areas of community life.
Why It Matters
How It Works
Our region is growing more diverse. However,
many minority communities in Dubuque have
historically lacked access to resources that enable
them to thrive. Furthermore, residents of diverse
backgrounds have experienced hostilities that
make them feel unwelcome. To drive economic
growth, retain residents and affirm the humanity
of all people, everyone must feel welcome and
have the ability to achieve their full potential.
Our Unique Role
We are conveners and collaborators, facilitating
important conversations and developing systemic
solutions to equity issues, such as:
• Preparing minority and first -generation college
students for careers.
• Improving access to health and wellness
resources like brain health services.
• Bridging language and cultural barriers
so immigrants can fully participate in the
community.
• Preparing, attracting and retaining a diverse
workforce.
Hosted by the Community Foundation of Greater
Dubuque, Inclusive Dubuque leverages relationships
with nonprofits, government entities, businesses and
generous community members to realize a shared
vision for Dubuque: A vibrant and inclusive region
with resources and opportunities for all.
f
Relationships and community knowledge are
at the root of our work. Our partners are local
residents and leaders who, through meetings,
learning opportunities and workshops,
identify ways to drive equitable opportunities
for all people.
Our Accomplishments
• Created Dubuque's first Community Equity
Profile in 2015 and updated it in 2023;
engaged over 3,500 people in the process
across both years.
• In partnership with a group of local religious
sisters, led and published the Immigration
Community Assessment, looking at resources
available to local immigrant residents.
• Established the Rural Equity Network to
strengthen collaboration among community
partners to build informed and equitable
rural communities.
• Formed the Business Leader Equity Cohort
for local executives to build a diverse and
inclusive workforce.
• Published guides focused on building
equitable, inclusive communities and
workplaces, including the Dubuque Cultural
