The Dubuque Jaycees have applied for a permit for fireworks display for July 3, 2024.
Aerial Fireworks displays require the approval of City Council prior to permit issuance.
BACKGROUND
A permit application has been received for a fireworks display on July 3, 2024 at
approximately 9:30 p.m. with a rain date of July 4, 2024. The applicant has submitted all
required documentation including a certificate of liability insurance and qualification of
the pyrotechnics operator.
RECOMMENDATION
I recommend submittal to the City Council requesting approval to issue a permit to the
Dubuque Jaycees for a fireworks display on July 3, 2024.

1. How do you plan to track inclement weather?
Radio Dubuque staff and Dubuque Jaycees on site at the park will monitor the weather with their phones as
well as staying in touch with radio staff at the station. Radio Dubuque staff will also stay in communication with
the Air Show Boss/Airport staff who will be monitoring weather to keep the pilots in the air show safe. Radio
Dubuque is locked into the National Weather Service and any severe weather will automatically go over all
radio stations.
2. Who is responsible for getting the word out to attendees regarding inclement weather conditions and how
will they do it?
In the event of severe weather, the EAS System at Radio Dubuque will activate when there is a WATCH or
WARNING issued in our area. Radio Dubuque staff on site will be able to inform people of any serve weather
that is approaching live over radio as well as on an external sound system setup at the park. The Dubuque
Jaycees will have a sound system broadcasting a Radio Dubuque station at the corner of Kerper and
Hawthorne.
3. Where will your attendees seek shelter and has permission been granted for the space(s)?
We will highly encourage people to leave the area if there is severe weather as there isn't any space large
enough to house the size of crow the event brings.
4. Alternative rain date and/or contingent weather plan: No rain date is scheduled due to the logistics involved
with the FAA to reschedule the air show. If the pyrotechnic company feels they can safely set off the fireworks,
they will either advance or delay the time of the fireworks, depending on the weather conditions.
5. Other related information: For those who choose to go, we will have the Dubuque Jaycees and the City Police
force activating the traffic flow plan to release the vehicles in a safe and effective manner.

Honorable Mayor Cavanagh and Council Members:
The Radio Dubuque Stations of KDTH, KATF, KGRR and WVRE and the
Dubuque JayCees wish to conduct a fireworks display on July 3rd, 2024 from
9:00 p.m. to 10:30 p.m. The Fire Site will be located on Volunteer Road
between Hawthorne and Lime. Our rain date is July 4th.
The certificate of insurance will be sent to Fire Marshall for review of the
indemnity agreement. This will be done as soon as possible.
We will again be requesting the closing of Hamilton, Kilgore, and East
Roosevelt Extension form 6:00 p.m. to 1:00 a.m. to public traffic. We are also
requesting the use of AY McDonald Park as show center. The park would
need to be closed to all vehicular traffic from 10:00 p.m. July 2nd through
midnight July 3rd.

at our community fireworks on July 3, 2024.

This letter is being sent to you as a courtesy and at the request of the City of Dubuque Police and
Fire Departments. The Annual Dubuque Jaycees and Radio Dubuque Fireworks & Air Show will be
held on July 3`d at approximately 9:45 pm. The "Fire Site" will be in its usual location on the levee,
near the utility building.
The National Fire Protection Association (NFPA) recommends that an area 300 to 800 feet around
the fire site be designated as a safety zone in which NO people should be allowed. Your business is
either in or close to this zone. Realizing that we cannot keep you, your employees, or your guests
from your property, we feel an obligation to inform you of the NFPA recommended safety zone.
As in the past, we do not expect any problems at this year's event. We do however ask that you
exhibit caution when on your premises and to keep patrons from wandering through the safety
zone. Any persons or personal possessions on your property during the fireworks display other
than permanent structures are your responsibility and every action should be taken to protect
persons and property from potential fallout damage. The Dubuque Jaycees/Radio Dubuque and
the other sponsors of this fireworks display assume no responsibility for said preventable damage.
In addition, the City of Dubuque Fire Department will have zero tolerance for personal fireworks in
and around the event area on July 3rd. Police, Fire Department, and Security personnel will
confiscate any fireworks they find. We appreciate the support you have given us in the past and we
know that we can count on your support in the future.
There will also be a zero tolerance for persons who tamper with the snow fence, the caution tape,
or move barricades that are in place to protect the fire zone. That is a "permit area" and it will be
considered trespassing.
