City Engineer Gus Psihoyos is recommending City Council adopt a resolution awarding
the construction contract for the 2024 Pavement Marking Project to Ostrom Painting &
Sandblasting, Inc. in the amount of $224,025.29 which includes the alternate bid items
for the proposed bike lane pilot project pavement markings.
The routes for the Bike Lane Pilot project were determined based upon citizen input from
a significant community engagement campaign. The proposed Bike Lane Pilot project
has been shared with citizens and property owners along the corridor that would be
impacted with lane reconfiguration and parking removal.
Based on the alternate bid prices received for the Bike Lane Pilot project in the amount
of $17,771.89, the City has sufficient funding in the FY25 Pavement Marking Capital
Improvement budget to incorporate the bike lane pavement markings as part of the 2024
Pavement Marking Project.

The attached resolution authorizes the award of the public improvement construction
contract for the 2024 Pavement Marking Project.
BACKGROUND
The annual pavement marking program is an essential component to our transportation
system. Well-defined pavement lane lines, symbols, and crosswalk stripping provides
safety to drivers and pedestrians on the public road system.
As part of a cooperative Maintenance Agreement with the Iowa Department of
Transportation (Iowa DOT), the City will include portions of Iowa DOT jurisdictional
pavement markings with the City's annual pavement marking program. The
Maintenance Agreement includes all symbols and legends and a portion of center lines
on Iowa DOT routes within the City. The Iowa DOT will reimburse the City for their
share of project costs after the project is completed and accepted.
The City contracts annually for a city-wide pavement marking project to furnish, install,
maintain, and remove permanent pavement markings to include pavement lane lines,
symbols, legends, and crosswalk stripping on City streets, intersections and portions of
Iowa DOT highway routes within the City as directed by the Engineering Department.
DISCUSSION
The Pavement Marking Project is completed annually due to a more rapid deterioration
on higher volume, high vehicular movement roadways. Pavement markings are applied
using waterborne paint with a service life of approximately two (2) years.
As part of the 2024 Pavement Marking Project, the City is including as an alternate bid,
the installation of pavement markings for a downtown Bike Lane Pilot project. The
contemplated Bike Lane Pilot project will involve the establishment of a westbound bike
lane route on 10th Street along with an eastbound bike lane route on 9th Street. Both
streets would utilize a combination of shared bike lanes (bicyclists ride in mixed traffic)
and conventional painted bike lanes (bicyclists ride in a dedicated/exclusive space).
Refer to the attached map for more details about what is proposed for the Bike
Lane Pilot project.

Project.
BID RESULTS
The City received one (1) bid on June 12, 2024, for the 2024 Pavement Marking
Project. Ostrom Painting & Sandblasting, Inc. of Rock Island, IL, submitted the low bid in
the base bid amount of $206,253.40 and a bid alternate in the amount of $17,771.89. A
summary of the bid proposal received is as follows:

RESOLUTION NO. 202-24
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2024 PAVEMENT
MARKING PROJECT
WHEREAS, sealed proposals have been submitted by contractor(s) for the 2024
Pavement Marking Project, (the Project) pursuant to Resolution No. 155-24 and Notice
to Bidders published on the City of Dubuque, Iowa website and plan room service with
statewide circulation on the 30th day of May 2024; and
WHEREAS, said sealed proposals were opened and read on the 121h day of June
2024 and it has been determined that Ostrom Painting & Sandblasting, Inc. of Rock
Island, IL submitted low bid in the amount of $224,025.28, and is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby awarded
to Ostrom Painting & Sandblasting, Inc. and the City Manager is hereby directed to
execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
