To Whom it May Concern:
The City of Dubuque, Iowa supports Crescent Community Health Center's (Crescent's) proposal for
the HRSA grant opportunity for Expanded Hours. As the Mayor for the City of Dubuque, I can attest
to the ongoing need for medical and dental services for Dubuque as evidenced by the increasing
numbers of vulnerable and ethnic/racial target populations. The city supports and encourages services
for these populations as we strive to be an equitable community of choice. However, they need some
extra support to succeed.
Years ago, the city partnered with Crescent and other community- based organizations to identify
medical and dental care as a key priority for this area's citizens. In particular, dental care services
continue to be lacking for those without insurance and resources and is well documented in the
"Dubuque Community Equitable Poverty Reduction & Prevention Plan" and the "Community Health
Needs Assessment & Health Improvement Plan for Dubuque County."
Crescent's proposal will expand medical and dental service hours into timeframes of high need for
target populations, including early morning and evening. The Dubuque area has a number of
manufacturing businesses that schedule shift work, and this expansion will offer time slots most
feasible for workers. It also will help add pediatric patients who can connect to a new pediatrician at
Crescent during hours that will not create school absences.
The city has worked closely and successfully with Crescent on several projects, including a facility
expansion, a diabetes wound care program, a community health worker program for Black/African
Americans, and more. We know Crescent is providing high -quality services and has the capacity to
grow. Our partnerships with Crescent have been instrumental in serving those who are in high -need
and at -risk of not accessing medical and dental care, while providing accessible and equitable care. The
health home at Crescent is empowering those with barriers to set and achieve their health goals and
make progress in improving their overall quality of life.
I encourage HRSA to support Crescent's expanded hours proposal, which will allow our community to
address our residents' health and dental needs.
