Ware, Leisure Services Director SUBJECT: Initiate Public Improvement Bidding Process and Set Public Hearing Jefferson Park Retaining Wall Project DATE: June 25, 2024 INTRODUCTION This memorandum requests the City Council initiate the bid process, set the public hearing, and adopt the resolution for the Jefferson Park Retaining Wall Replacement Project. BACKGROUND In November of 2023 a contract was approved with WHKS & Co. for design of the Jefferson Park Retaining Wall Project. WHKS has been working with Leisure Services staff to design and reconstruct an exisiting concrete/stone retaining wall within Jefferson Park, at 665 University Ave. DISCUSSION WHKS has prepared 100% plans and specifications for this project. This project involves the reconstruction of the existing retaining wall at Jefferson Park. Additionally, the project includes 92 SY of PCC concrete sidewalk and 69 feet of concrete steps. The project has two alternates. Alternate1 is for a plain faced PCC concrete retaining wall. Alternate 2 is for a PCC concrete retaining wall that has a textured face using a form liner. The pattern of the face is to simulate large limestone block a minimum 12 inches high. Jon Dienst, City of Dubuque Civil Engineer II has reviewed and approved the plans. The estimate of probable cost for the project is as follows: Construction estimate -base bid items $ 85,800.00 Bid Alternate #1-Plain faced wall $220,700.00 Bid Alternate #2-Textured face wall $233,200.00 There is $280,994 currently available in Jefferson Park Retaining Wall — Project # 3043000030-100 including design. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA THAT: Section 1. That the City Council will meet in the Historic Federal Building, Council Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m, on July 15, 2024, for the purpose of holding a public hearing and taking action to approve the Jefferson Park Retaining Wall Project. Said proposed plans, specifications, form of contract and estimated cost are now on file in the office of the City Clerk. The scope of the project is as follows: The extent of the work involved includes the reconstruction of an existing retaining wall. The estimated quantity for a new reinforced concrete retaining wall is 108 CY of concrete and 14,500 Ibs of reinforcement steel. Additionally, the project includes an estimated 92 SY of PCC concrete sidewalk and 69 feet of concrete steps. The project has two alternates. Alternate1 is for a plain faced PCC concrete retaining wall. Alternate 2 is for a PCC concrete retaining wall that has a textured face using a form liner. The pattern of the face is to simulate large limestone block a minimum 12 inches high. At the meeting, the City Council will receive oral and written comments from any resident or property owner of said City to the above action.
