Project Manager Steve Sampson Brown is recommending City Council approve the
plans, specifications, form of contract, and estimated cost of $250,000.00 for the Locust
Street Parking Ramp Repairs Project.
Repairs will address needed improvements to all three of the existing stairwells and
their adjacent landing/lobby areas. Specially, the stairwells will be repainted to create a
brighter interior walking space, degraded walk surfaces will be repaired, and stairwell
doors and other parts of the entrances will be either refurbished or replaced.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum requests the City Council conduct a public hearing for the Locust Street
Parking Ramp Repairs Project.
BACKGROUND
The Fourth Amendment to the Development Agreement between the City of Dubuque
and Roshek Property, LLC. requires the City to make pedestrian -related safety
improvements to the Locust Street Parking Ramp. Transportation Services and Engineering
Department personnel have collaborated on a ramp condition assessment evaluation of the
non-structural components of the Locust St. Parking Ramp with project architect 563Design.
A comprehensive list of improvements was created and prioritized.
DISCUSSION
This project covers a scope of work to make safety and aesthetic improvements to
the ramp's stairwells. Repairs will address needed improvements to all three of the existing
stairwells and their adjacent landing/lobby areas. Specially, the stairwells will be repainted to
create a brighter interior walking space, degraded walk surfaces will be repaired, and stairwell
doors and other parts of the entrances will be either refurbished or replaced.

CONTRACT, AND ESTIMATED COST FOR THE LOCUST STREET PARKING
RAMP REPAIRS PROJECT
NOTICE IS HEREBY GIVEN: The City Council of the City of
Dubuque, Iowa will hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the Locust Street Parking Ramp Repairs Project in accordance
with the provisions of Chapter 26, Code of Iowa, at 6:30 p.m.,
on the 15th day of July 2024, in the Historic Federal Building
Council Chambers, 350 West 6th Street, Dubuque, Iowa. Said
proposed plans, specifications, form of contract and estimated
cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections
thereto.
The scope of the Project is as follows:
? Repairs to the existing parking garage stairwells and
adjacent areas
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official agenda will be posted
the Friday before the meeting and will contain public input
