PARK AND RECREATION COMMISSION MEETING

PRESENT: Jennifer Tigges, Josh Jorgenson, Robin Kennicker, Ron
Axtell, Jason Henkel and Lori 011endick.
ABSENT: Jess Ochoa
STAFF PRESENT: Steve Fehsal and Dan Kroger.
CALL TO ORDER: Kennicker called meeting to order at 4:32pm.
MINUTES APPROVED; VOTE:
It was moved by Axtell, seconded by Henkel, to approve the minutes of
the April 9, 2024, meeting. Unanimous.

Park Division Manager Fehsal presented the lease with no changes from
previous years. Tigges asked staff if this lease will continue to be renewed
even with the potential changes to the island coming in future years. Fehsal
responded that the lease will continue to reviewed annually until instructed
otherwise and that the group has been in discussions with the DRA and is
aware of potential changes. Axtell asked how the fee came about and
Fehsal believed that is was based off a % increase over the last 10 years. It
was moved by Tigges, seconded by Henkel, to approve the lease
agreement with the Dubuque Water Sports Club for the 2024 season.
Unanimous.
STAFFING UPDATE:
Recreation Division Manager Kroger shared the division is "full up" as far as
filling the temporary positions. We ended up with over 225 applications more
then in the previous year. Parks is still looking for a few Forestry positions. The
Department will be having our first Department Meeting/Training on June 6'" and
encouraged commission members to attend if possible. There is currently water
in the pool at Flora and Sutton is soon to follow.
PROJECT UPDATE:
Park Division Manager Fehsal shared that the 3 mini parks were currently out to
bid and the hope is to have the contracts approved at the 2nd Council meeting in
June. Cancer Survivor Park wall has been replaced. The Flora
Pickleball/Volleyball Courts should be completed in early June. The project is a
little behind schedule due to all of the rain. There is a consultant onboard for the
playground at Welu.
MANAGER REPORTS — COMMENTS AND QUESTIONS:
Recreation Division Manager gave a brief summary of the plan to staff Comiskey
during the summer to provide food for the youth as well as increase department
engagement with the community.
COMMISSION COMMUNICATIONS/QUESTIONS:
Kenniker asked staff if the pavilions at Flora were rentable and if so, she relayed
a request to improve signage that indicates the name of each location.
