McNamara 8,1 Co. the lowest bid- ders for constructing the sewer in West Fifth Street. Ald. McLaughlin moved that the contract be awarded to C. B. Frith moved that the City Re- corder be instructed to notify Tibey Bros. to commence work for building the Bee Branch sewer. Carried. City Engineer Daniels reported Leonard & Lee the lowest bidders for improving West Fourteenth Street. Ald. Wallis moved that the contract be awarded to Leonard & Lee and their bond placed at one - fourth the amount of the contract. Carried. City Engineer Daniels presented Profile No. 784, • showing the grade of Carlotta Avenue from Alpine Street to Alta Vista Street. Ald. McLaughlin moved that the Profile be adopted and the Ordinance Committee instructed to draft an ordinance covering the same. Carried. City Engineer Daniels presented Profile No. 785. showing the grade of Cleveland Avenue from Dodge Street to 60 feet east of Plum Street. Ald. Saul moved that the Profile be adopt- ed and that the Ordinance Committee he instructed to draft an ordinance covering the same. Carried. Aldi McLaughlin moved to refer the ordinance "An ordinance for carrying into• effect certain additional rules, regulations • and provisions of the Board of Health of the City of Du- buque, and providing a penalty for violations thereof," to the Committee of the Whole. Your Committee on Streets would respectfully report that we have ex- amined the following improvements, namely: Janes Street from West Third Street to Peabody Avenue, the O'Farrell Contracting Co., contradtors; St. Ambrose Street from Willow Street to Arch Street, Wilmer Cook, con- tractor; West Eleventh Street from alt. ley first east of Grove Terrace to South Grove Terrace, Kenety & Lee, contractors, and South Grove Terrace from West Eleventh Street to Wilber Avenue, Kenety & Lee, contractors, We would respectfully report that said improvements be accepted and that the City Engineer be instructed to prepare a special assessment against the lots or parcels- of real estate subject to as- sessment for said improvements and file the same in the office of the City Recorder who will thereupon publish the notice of said assessment as re- quired by ordinance. Your Committee on Streets would respectfully report that we have ex- amined the brick paving on the alley between Iowa and Clay Streets from Ninth to Tenth Street, Leonard & Lee, contractors, and would' recommend- that said alley be accepted and that the 300 Regular Session, August 7, 1913 City Engineer be instructed to pre- pare a special assessment against the lots or parcels of real estate subject to assessment for said improvement and file the same in the office of the City Recorder who will thereupon pub- lish the notice of said assessment as required by ordinance. Singrin moved to purchase a self starter for the auto fire engine, provided that a guarantee will ac- company same for perfect operation for a period of two years. Carried. Ald. Singrin moved that the City Recorder advertise for the purchase of two horses for the Fire Department. Carried. Ald. Frith moved that the Commit- tee Clerk be instructed to advertise for bids for the papering and paint- ing of the Recorder's, Treasurers and Engineer's offices. Carried. Your Committee on Public Grounds and Buildings would respectfully re- port that we found the flag staff on the City Hall building had become de- cayed at the base, and was in danger of falling any moment to the peril of passers -by on the sidewalk below. We therefore had the staff tied to the roof as a temporary safeguard, and obtained a price of $100.00 from the Marshall Boiler Works for a new steel staff put in position and the removal of the old one. \Te respect- fully recommend that the slid firm be instructed to proceed with the work at the price specified. Frith moved that the Sprink- ling Supt. be instructed to notify the Union Electric Co. to thoroughly sprinkle the streets according to their contract. Carried. Ald. Saul moved that all appointed offlcers of the City be instructed to attend all meetings of the City Coun- cil. Alderman Heim offered the follow -' ing: Whereas, the contract heretofore entered into by the City of Dubuque for the • construction of a sewer as hereinafter described has been com- pleted, and the City Engineer has computed that the cost and expense of said improvement amount to $31 9.40 Therefore, Be it Resolved by the City Council of the City of Dubuque, That to provide for the cost of con- structing' a sanitary sewer in Twenty - Second Street from the alley between Jackson and Washington Streets, eas• terly to the westerly line of Elm Street, the Mayor be and he is hereby required to execute and deliver to the City Recorder, to be by him registered and countersigned, one bond for two hundred and fifty dollars and one bond for sixty -nine and 40 -100 dol- lars, numbered 1,785 and 1,786, dated August 30, 1913, payable on or before seven years after the date thereof and bearing interest at the rate of five per cent. per annum, payable semi- annually.
