dressed the Council.

tearing down of the "barracks" be
left in the hands of the State Fire

Communication of J. J. Nagle, rel-
ative to selling the old Moore mill
for the disposing property 1 g of the
night soil, presented and read. On
motion of AId. Andresen, the com-
munication was referred to the Night
Soil Committee.
Petition of P. McInerney, relative
to damages to his lots on Peirce
Street caused by the overflow of
water, presented and read. Ald. Wal-
lis moved to suspend the rules for the
purpose of allowing Mr. McInerney to
address the Council.

cil relative to the damaging of his

Petition of the resident' photogra-
phers relative to the passing of an
ordinance compelling transient non -
resident photographers and local
photographers who have no particu-
lar place of business to pay a license
of $10.00 per week, presented and
read. On motion of Ald. Saul, the pe-
tition was referred to the Committee
of the Whole.
Petition of J. Schroemen, relative
to the adopting of an ordinance gov-
erning future connections with the
sewer built by him on Delhi Street,
presented and read. On motion of
Ald. Saul, the prayer of the petitioner
was granted and the Ordinance Com-
mittee instructed to draft an ordi-
nance covering the same.
Petition of the committee repre-
senting the remonstrators on Kauf -'

Ald. Wallis moved that the City Re•
corder be instructed to re- advertise
for bids for the completion of the re-
taining wall on Seminary Street and
notify the Bondsmen of the present
contractor of the action of the Cdun-
cil. Carried.
Ald. Heim offered the following:
Be - it Resolved by the City Council
of the City of Dubuque, That it 1 s
deemed necessary and advisable to
construct a sanitary sewer in the alle,
between Peru Road and Milwaukee
Avenue, and it is hereby proposed tc•
construct such sewer as follows, to-
wit: an eight -inch tile pipe sanitary
sewer in said alley from Cooler Ave-
nue to the present sewer in Jackson
Street, and to assess the cost of said
sewer against the abutting property.
Ald. Heim moved the adoption of the
resolution.

Be it Resolved by the City Council
of the City of Dubuque, That the, City
h:i:gineer be and he is hereby directed
to prepare a plat and specifications for
an eight -inch tile pipe sanitary sewer
in th alley between Peru Road and
1Tilwaulce. Avenue, showing the loca-
tions and general nature of such im-
provement, the extent thereof,' the size
and kind of material to be used, and
to prepare an estimate of the cost
thereof and the amount assessable,
upon each lot or parcel of land adja-
cent to or abutting thereon per front
feet or square feet in area, and to file
such plat, specifications and estimate
in the office of City Recorder.
That after such plat is so filed, the
City Recorder shall cause to be pub-
lished notice of the intention of the
Council to make such improvement,
which notice shall be published in
three consecutive issues of the official'
paper of the City of Dubuque, stating
that such plat is on file„ and gener-
ally the nature of the sewer, its loca-
tion, size and kinds of material to be
used, and the estimate of its cost, and
fixing the time before which objec-
tions can be filed, which time shall
not he less than five days after the
last publication of said notice, and
after the completion of the publication
of such notice, he shall at its next
session, notify the Council thereof in
writing with a printed copy of such
notice accompanying the same.

of Dubuque, That the alley between

Twenty-Seventh street to Thirtieth

macadamizing the same in accordance
with th plans and specifications for
such improvement prepared by the
City Engineer and now on file in the
office of the City Recorder, and be it
further
Resolved, that said improvement
shall be completed on or iietore the
1st day of November, 1913, and shall
be paid for in the manner prescribed
by Chapter XXXII. of the Revised
Ordinance of the City of Dubuque for
the payment of the cost of street im-
provements.
The proposals for doing said work
shall be acted upon by the Council on
the 18th day of September, 1913, and
the City Recorder is hereby ordered to
give ten days' notice by publication
asking for proposals as provided by
ordinance.

enforce the automoile law in respect
to the obtaining and displaying of li-
censes, the speed limit. the prohibition
of the use of the muffler cutouts and
all the other provisions of the auto-
mobile law. Carried.

Stout Free Public Library.
The Honorable Jacob Rich, as you
are all aware, has passed to the great
- beyond. leaving a void in our midst
that will be hard to fill.
I have given much thought to the
question of appointing a successor to
Mr. Rich on the Board of Library
Trustees, and after full consideration
of the matter have determined to rec-
ommend Mr. Peter Itiauer to fill the
unexpired term of Mr. Rich, which
occurs July 1st, 1917.

was referred the matter of securing a
right of way for a sewer through the
property between Washington and
Elm Streets, would respectfully report
that we had a meeting with the abut-
ters, and. although it was thought for
a while that it would be possible to
open an alley through the premises,
It was found, when signatures were
required, that but few were willing to
dedicate the ground necessary for either
sewer or alley. We would therefore
recommend that the petition for said
sewer be received and filed and that
resolutions be adopted for a sewer in
Washington Street from Twenty -first
to Twenty - second Street.

respectfully report that we have ex-
amined the sanitary sewer constructed
in Lincoln Avenue from Middle Ave-
nue to Dock Avenue, Arilmer Cook,
contractor and would recommenr that
said sewer be accepted and that the
City Engineer be instructed to pre-
pare a special assessment against the
lots or parcels of real estate subject
to assessment for said improvement
and file the same in the office of the
City Recorder, who will thereupon
publish the notice of said assessment
as required by ordinance.

violating such ordinance and that
these officials have the assistance of
the Sewer Inspector and gang to carry
out the work, such work to begin in
ten days, the Chief of Police to notify
residents of such structures at once
that the buildings will be demolished
at the end of the 10 day period. Car-

Whereas, The contract heretofore en•
tered into by the City of Dubuque for
the construction of a sanitary sewer
as hereinafter described has been com-
pleted, and the City Engineer has com•
puted that the cost and expense of said
improvement amount to $3,233.39.
Therefore, Be it Resolved by the City
Council of the City of Dubuque, That
to provide for the cost of construct-
ing a sanitary sewer In West Locust
and Arch Streets from the end of the
present sewer in West Locust Street
at its intersection with Alta Vista
Street westerly to the dividing line
between Lots 41 and 42 in Finley Ad-
dition, the Mayor be and he is here-
by required to execute and deliver to
the City Recorder, to be by him reg-
istered and countersigned, twelve
bonds for two hundred and fifty dol-
lars each, and one bond for two hun-

ing was called for the purpose of act-
ing on the final resolutions for the
sanitary sewer in the alley between
Peru Road and Milwaukee Avenue
and the improving of Edina Street
and any other business that might
come before a regular meeting of the
City Council.
Ald. Heim offered the following:
Be it Resolved by the City Council
of the City of Dubuque, That a sani-
tary sewer of eight -inch tile pipe be.
constructed in the alley between Peru
Road and Milwaukee Avenue from
Couler Avenue to the present sewer
in Jackson Street, according' to the
plans and specifications of said sewer
prepared by the City Engineer and
now on file in the office of the City
Recorder, and be it further
Resolved, that said sewer shall be
completed on or before the first day
of November, 1913, and shall be paid
for at the time and in the manner
prescribed by Chapter XXXIV. of the
Revised Ordinances of 1901 of the City
of Dubuque for the payment of the
cost of constructing sewers. The pro-
posals for doing such work will he
acted upon by the Council on the 7th
day of October, 1913, and the City Re-
corder is hereby ordered to give ten
-days' notice by publication, asking
for proposals as provided by ordi-
