Gentlemen: The City of Dubuque is the owner of a passage way from Fenelon Place to the alley first south thereof, which our maps at the City Hall 'hrw to he but ten feet in width. I find this to be an error as the records show that this passage way is twenty feet wide. Through this diQcrenancy. Lot 41 in Prospect Hill Addition, owned by C. W. Pow - ers, has been charged for ten feet more than it contains, for the im- provement of Fenelon Place, and the City of Dubuque for ten feet less than it should be. I would, there- fore, respectfully ask your honorable body to correct said assessment by increasing the amount against the city for said passage away from $36.61 to $73.22, and reducing that against Lot 41, in Prospect Hill Addition by 336.61. Gentlemen: At the last regular meeting of the City Council I was instructed to investigate a deduction from the bill of Thos. Hassett for repairing the sanitary sewer in Grandview Ave., amounting to $20.70. I find that when the original bill was made out in favor of Mr. Hassett an amount of $300.00 was deducted. On Sept. 21, 1911, a bill for this $300.00 was made out in favor of Mr. Hassett and $20.70 deducted to pay the labor for repairing this sewer. On Feb. 6, a bill for the amount of the 5% retained was made in favor of Mr. Hassett and the amount of $20.70 was again deduct- ed. Honorable Mayor and City Council: Gentlemen: With reference to the question of the City's rights in and to the property known as the "Dee fac- tory" referred to me for investigation I beg to report as follows: Tinder the ordinance known as Chapter 68 of the special ordinances, the Second National bank is given the use and occupancy of the premises on which this factory is located, for a period of 25 years beginning August 1st, 1896, at an annual rental of one dollar per year, the condition being that said bank operate said premises during the term of the lease for manu- facturing purposes. • The premises in question is now leased to E. P. Spahn for the manu- facture of paper boxes and he em- ploys about 16 hands in connection with said work. For the purpose of personal convenience Mr. Spahn has placed some of his carriages in a por- tion of the building not used by his factory. The bank derives no addi- tional rental for this use and will if required ask Mr. Spahn to vacate the building in so far as the livery busi- ness is concerned. Mr Spahn has also expressed his willingness to such va- cation if ordered by the Council or by the bank to do so. That in all hotels a rope fire - escape be installed in all bed rooms where not already installed. 2. We would state that we found conditions in the Paris hotel satisfac- tory, but would- recommend the instal- lation of several additional cards indi- cating the location of fire escapes. 3. In the case of the Merchants' Hotel, we found conditions satisfac- tory, except that we would recom- mend the installation of drop ladders en the fire - escapes in front and rear. We would further recommend, on account of the age and construction of the Wales Hotel build- ing and the fact that it is a five -story structure, that, as a protection to the traveling public, the owner of said building be ordered to install an au- tomatic sprinkler system throughout the entire building We would rec- ommend that said owner be allowed 30 days in which to place an order for such sprinkler system and an addi- tional 90 days in which to have the system installed and in working order.
