side of West Eleventh Street to the
south side of Jefferson Street, in ac-
cordance with the plans and specifi-
cations prepared by the City Engineer
and now on file in the office of the

It is estimated by the c11y Engi-
neer that said improvement wil re-

815 square yards of asphaltic maca-
dam on a 5 -inch concrete foundation.
The work to be paid for when said
work is completed and as prescribed
by Chapter XXXII of the Revised Or-

before the 15th day of November,
1913 Bidders must state price per
lineal foot of - new curb, price per

Each hid must he accompanied by

Gentlemen: The City of Dubuque
is the owner of a passage way from
Fenelon Place to the alley first
south thereof, which our maps at the
City Hall 'hrw to he but ten feet in
width. I find this to be an error as
the records show that this passage
way is twenty feet wide. Through
this diQcrenancy. Lot 41 in Prospect
Hill Addition, owned by C. W. Pow -
ers, has been charged for ten feet
more than it contains, for the im-
provement of Fenelon Place, and the
City of Dubuque for ten feet less
than it should be. I would, there-
fore, respectfully ask your honorable
body to correct said assessment by
increasing the amount against the
city for said passage away from $36.61
to $73.22, and reducing that against
Lot 41, in Prospect Hill Addition by
336.61.

that all the abutters on said portion
of said Street on either side thereof
have signified there willingness to
accept a 30 per cent rebate on the
assessment levied against them and
we respectfully recommend the City
Treasury he instructed to make said
reduction in said assessment,
Your Committee of the Whole would
respectfully report that we took the
claim of Maurice Glab, which was or-
iginally referred to the Committee on
Fire and, after due consideration, we
have •decided to allow said claim in full
in the amount of $34, the said amount
to be in full compensation of all dam-
ages or injuries sustained by him

Gentlemen: At the last regular
meeting of the City Council I was
instructed to investigate a deduction
from the bill of Thos. Hassett for
repairing the sanitary sewer in
Grandview Ave., amounting to $20.70.
I find that when the original bill was
made out in favor of Mr. Hassett
an amount of $300.00 was deducted.
On Sept. 21, 1911, a bill for this
$300.00 was made out in favor of
Mr. Hassett and $20.70 deducted to
pay the labor for repairing this
sewer. On Feb. 6, a bill for the
amount of the 5% retained was
made in favor of Mr. Hassett and the
amount of $20.70 was again deduct-
ed. Mr. Hassett has this amount due
him on account of being deducted

Honorable Mayor and City Council:
Gentlemen: With reference to the
question of the City's rights in and to
the property known as the "Dee fac-
tory" referred to me for investigation
I beg to report as follows:
Tinder the ordinance known as
Chapter 68 of the special ordinances,
the Second National bank is given the
use and occupancy of the premises on
which this factory is located, for a
period of 25 years beginning August
1st, 1896, at an annual rental of one
dollar per year, the condition being
that said bank operate said premises
during the term of the lease for manu-
facturing purposes. •
The premises in question is now
leased to E. P. Spahn for the manu-
facture of paper boxes and he em-
ploys about 16 hands in connection
with said work. For the purpose of
personal convenience Mr. Spahn has
placed some of his carriages in a por-
tion of the building not used by his
factory. The bank derives no addi-
tional rental for this use and will if
required ask Mr. Spahn to vacate the
building in so far as the livery busi-
ness is concerned. Mr Spahn has also
expressed his willingness to such va-
cation if ordered by the Council or by
the bank to do so.
Under the ordinances it is my opin-
ion that the bank is entitled to the
rental received for factory purposes
aforesaid, and there being no addi-
tional rental received from the livery

Your Committee on Fire, who were
instructed to make examination of the
hotels of the city and report to the
Council any recommendations in re-
gard to fire protection of the same,
would respectfully state that we have
examined the principal hotels and
would report and recommend as fol-
lows:
1. That in all hotels a rope fire -
escape be installed in all bed rooms
where not already installed.
2. We would state that we found
conditions in the Paris hotel satisfac-
tory, but would- recommend the instal-
lation of several additional cards indi-
cating the location of fire escapes.
3. In the case of the Merchants'
Hotel, we found conditions satisfac-
tory, except that we would recom-
mend the installation of drop ladders
en the fire - escapes in front and rear.

4. In the case of the Wales Hotel,
we would recommend that all chairs,
tables and other obstructions in pas-
sages leading to fire - escapes be re-
moved permanently, that the Fire
Chief's order in regard to fire escapes
be obeyed at once, that the signs "Fire
Escapes" be removed from stairways,
and the sign, "Stairway," he placed
there instead. We would further
recommend, on account of the age and
construction of the Wales Hotel build-
ing and the fact that it is a five -story
structure, that, as a protection to the
traveling public, the owner of said
building be ordered to install an au-
tomatic sprinkler system throughout
the entire building We would rec-
ommend that said owner be allowed
30 days in which to place an order for
such sprinkler system and an addi-
tional 90 days in which to have the
system installed and in working order.
Ald. Singrin moved that the report
of the Fire Committee be approved.

the purchase of caps for firemen at

for re- curbing and re- guttering West
14th Street from the westerly side
of Bluff Street to the westerly side
of Prairie Street, Leonard & Lee,
contractors.
Amount of Special Assessment
'$3,691.80, same to be assessed against
the abutting property upon and
along said streets.
And that there is a plat and sched-

Thursday, November 6th, 1913, for
the rebuilding of the retaining wall
and sidewalk at the Eagle Point Lime
Works, in accordance with the plans
and specifications prepared by the
City Engineer and now on file in the
office of the City Recorder. It is es-
timated by the City Engineer that it
will require 69 lineal feet of coping,
two (2) feet by eleven (11) inches,
62 feet of parrapet wall to be rebuilt,
18 "x32 ", and 25 cubic feet of retain-
ing wall to he rebuilt, also the recon-
struction of about 300 square feet of
cement walk.
The contractor shall bid the price
in a lump sum for the reconstruction
of the retaining wall, parrapet and
coping. Bid for the reconstruction
of the cement walk shall be unit price
per square foot.
Work to be completed on or before
December 5th, 1913. Each bid must
be accompanied by a certified cheek
for $50.00 on some Dubuque bank as
a guarantee that a contract will be
entered into if awarded. Check and
bid in separate envelopes.
