The construction project on the River's Edge Plaza is nearing the point where the
foundation system for the pavilion needs to be poured As staff looked at the design,
we wanted to bring one issue back to you.

INTRODUCTION
At a previous City Council meeting in June of 1998 on the construction of the River's
Edge Plaza, the City Council directed that the pavilion be moved from inside of the flood
-wall onto the mare center circular plaza area of the River's Edge Plaza. At that time,
COuncil approved the construction of a pavilion which was to have been 50-feet in
diameter.
DISCUSSION
Upon reviewing the proposed pavilion layout at the River's Edge Plaza, the main center
Circular plaza area is approximately 80-feet in diameter with red accent banding around
the perimeter. Staff is COncerned that the 50-foot diameter pavilion would cover a
significant portion of the Plaza and leaving only the outer 15-feet of the center plaza
uncovered. The 50-foot diameter pavilion would cover approximately 40% of the main
center plaza area.
Staff has also evaluated a 40-foot diameter pavilion, which would leave the outer 20-foot
of the center plaza uncovered and would only cover approximately 25% of the main
center plaza area.
For you.review, attached are plan drawings which graphical layout both the 40-foot and
50-foot pavilions with respect to the River's Edge Plaza main center circular plaza area.
Shouid council members wish to look at other pavilions to get some perspective on
structure size, the following is a list of pavilions constructed in City parks;

RECOMENDATION
The decision on the size of the pavilion needs to be made now because the contractor is
approximately 4 weeks away from constructing the center plaza area. The proposed
pavilion will require subgrade footings, which will begin next week, to be in-place pdor to
the placement of concrete for the main center cimular plaza area.
Based upon the graphical layout of a 50-foot diameter pavilion and the minimal amount
of uncovered, it is the recommendation of staff that a 40-foot diameter pavilion be
proposed in lieu of the odginal 50-foot diameter pavilion.
ACTION TO BE TAKEN
The City Council is requested to give direction to City staff on a 40-foot diameter pavilion
versus a 50-foot diameter pavilion to be located at the River's Edge Plaza, outside the
flood wall.
