AFFIDAVIT OF COMPLIANCE: Staff presented an AfFidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL ~rO ORDER: The meeting was called to order by Commissioner Chris Wand at 5:05
p.m.
MINUTES: Motion by Guinn, seconded by Henson, to approve the minutes of the April 19,
2001 meeting as submitted. Motion was approved by the following vote: Aye - Kringle,
Bradford, Wand, Guinn, and Henson; Nay - None.
DESIGN REVIEW: Application of Jeff & Julie Wagner for a Certificate of
Appropriateness for property located at 555 Arlington Street to replace aluminum siding
with vinyl siding and add an attached garage with vinyl siding to the existing house in
the W. 11t~ Street Historic Preservation District.
JeffWagner presented his proposal to the Commission. Mr. Wagner said that he is in
the process Df putting the house up for sale and feels that constructing an attached
garage would help with the sale of his home. Mr. Wagner stated that the garage
addition would have the same siding as the siding already currently located on the
home. He stated that the garage will be one story high and will have an internal access
tO the first floor level of the home. He stated that his property is terraced and that he
will need to provide fill in order to make it level. Mr. Wagner said the pitch of the roof
was created so that it would not block the windows located on the home. Mr. Wagner
stated that the garage roof pitch would not be the same as fha house roof pitch.
Commissioner Guinn stated that she would like to see the garage roof pitch mimic the

pitch on the roof of the house. The Commission discussed the location ofthe garage in
respect to the garage. Mr. Wagner stated the reason why the house is located towards
the front is because he did not want to block the windows located toward the rear of the
home. Commissioner Wand questioned the amount of foundation that would be
exposed. He also stated that he would like to see the roof angle on the garage match
the roof angle on the house.
NOTE: Jim Gibbs arrived at 5:15 p.m.
Motion by Bradford, seconded by Wand, to allow aluminum siding to be replaced with
vinyl siding, and to add an attached garage with vinyl siding to the existing house with
the conditions that the ground surrounding the foundation by landscaped to hide the
foundation and the garage roof pitch attempt to match the roof pitch on the house.
Motion was approved by the following vote: Aye - Kringle, Gibbs, Wand, Guinn and
Henson; Nay - Bradford.
DESIGN REVIEW: Application of Rudy Vera for a Certificate of Appropriateness for
property located at 970 Olive Street to replace roof with new design in the W. 11"~ Street
Historic Preservation District.
Mrs. Vera explained her husband's proposal before the Commission. She explained
that previous owners acquired a building permit to re-sheet and re-shingle the roof of
the home at 970 Olive Street. She stated that in the process of re-sheeting the roof,
they noticed there was fire damage. Their contractor recommended that the roof be
rebuilt to repair the damage. Mrs. Vera explained that there were negative pitches on
the roof. Mr. Vera also explained that there were also variant roof heights. Mr. Vera
passed photos to the Commission showing the new roof and the roof on the front of the
building. Mr. Vera stated that the roof on the front of the building has already been re-
sh~t¢d and shingled and that the roof pitoh has not ohangad. Mr. Vera stated that the
siding would match the current siding, which is stucco. Commissioner Gibbs stated that

the home has been cobbled together to adjust to a multi-family building.
Motion by Kringle, seconded by Guinn, to approve the new design for the roof located
at 970 Olive Street. Motion was approved by the following vote: Aye - Kringle, Wand,
Guinn, Henson; Nay - Gibbs and Bradford.
DESIGN REVIEW: Application of Robert & Carol Fry for a Certificate of Appropriateness
for property located at 267 W. 17t~ Street to build a detached garage at the rear of the
property in the Jackson Park Histodc Preservation District.
Robert and Carol Fry and their contractor, Ken Nelson, reviewed their application. The
Commission thanked the applicants for submitting a thoroughly documented application.
Commissioner Gibbs stated that he would like to see more windows in the garage design.
He also explained that he would like to see the tdm header board located before the soffit.
Motion by Gibbs, seconded by Guinn, to approve the construction of a detached garage
located at the rear of the property at 267 W. 17th Street with the condition that a header
trim board be placed below the soffit. Motion carried by the following vote: Aye - Kringle,
~Gibbs, Bradford, Wand, Guinn and Henson; Nay - None.
DESIGN REVIEW: Application of Gerald Lazore for a Certificate of Appropriateness for
property located at 504 Bluff Street to install a new sign '~n the Cathedral Historic
Preservation District.
~Gerald Lazore presented his application to the Commission. Mr. Lazore said that the sign
would be almost identical to the sign that currently exists on the property.
Motion by Wand, seconded by Bradford, to approve the installation of a new sign at 504
Bluff Street as submitted. Motion was approved by the following vote: Aye - Kringla,
Gibbs~ Bradford, Wand, Guinn and Henson; Nay - None.

DESIGN REVIEW: Application Marlyn Langewn for a Certificate of Appropriateness for
property located at 421 W. Third Street to replace asphalt siding with vinyl siding in the
Cathedral Historic Preservation District.
Ms. Langevin presented her case to the Commission. She stated that she needed new
siding because of animals burrowing through her existing siding. Ms. Langevin explained
that there is currently wood siding located under the asphalt siding. She stated the wood
siding is damaged and unrepairable. The Commission questioned if Ms. Langevin has
-checked into any alternatives other than vinyl siding. Ms. Langevin stated she would
encase the asphalt siding with vinyl siding because it is cheaper. The Commission stated
they would iike to see estimates and comparisons with wood siding on the structure. The
Commission also questioned if it would be possible to see if the wood located underneath
.the asphalt siding is damaged. The Commission also discussed funding alternatives to
help fund the installation of wood siding instead of vinyl siding. Ms. Langevin stated that
she would like vinyl siding because it is easier to maintain than wood. Commissioner
Gibbs stated that encasing the asphalt siding with vinyl siding would not solve the problems
-of the holes located in the structure. The Commission recommended Planning staff send
inf0,rr/na~tion regarding funding for historic properties.
Motion by Wand, seconded by Guinn, to table the application for a Certificate of
.Approp[iatene~ss until quotes on wood siding could be obtained and funding alternatives
ex. plpy~d. Motion was approved by the following vote: Aye - Kringle, Gibbs, Bradford,
Wand, Guinn and Henson; Nay - None.
ITEMS FROM PUBLIC: Mary Lou Baal, facilities manager for Cottingham and Buffer, Jeff
Morton, architect, and John Gronen requested advice from the Commission on the
restoration of the Town Clock building. They explained the condition of the building and
their plans for restoration to the Commission.

Clark Wolff requested advice about a fire escape located on the building at 378 Main
Street. He stated that he is in the process of receiving a fagade grant and that he would
need to receive historic preservation approval. The Commission recommended that Mr.
Wolff recommend Rich Russell, Building Services Manager, to seek advice about the
removal of the fire escape. The Commission also asked Planning staff to send Mr. Wolff
information on historic preservation incentives.
ITEMS FROM COMMISSION: Commissioner Gibbs presented a liaison report on the
Downtown Planning Committee.
ITEMS FROM STAFF: Planning Staff member Laura Carstens presented status reports
about National Historic Preservation Week, Historic Preservation Revolving Loan Fund,
expansion of Urban Revitalization Districts, the Iowa legislative issue, the Shot Tower
Study, the process of developing the design review guidelines manual and the Historic
Architectural Survey Evaluation Phase 2 Study.
