Dubuque, Ia., Oct. 17, 1912.
To the Honorable City Council of the
City of Dubuque:
Gentlemen: With deep regret I
have to announce officially that there
is a vacancy in the Board of Library
Trustees, caused by the death of Hon.
B. W. Lacy.
The sterling qualities of the de-
ceased, his public spiritedness, enter-
prise and devotion to the best inter-
ests of the city, his self sacrifice in
behalf of the public, render his loss
to the Board of Library Trustees and
to the community at large a matter of
great moment, and the naming of his
successor on the board, something
that has required very careful consid-
eration in order that the work of the
board should suffer no deterioration,
and the interests of the patrons of
the library be preserved.
And now, gentlemen of the City
Council after having given my hest
though to the selection of a succes-
sor to the deceased, I beg', to an-
