INTRODUCTION
The purpose of this memorandum is to establish the date for the public hearing and to initiate
the public bidding procedure for the Well No.7 Rehabilitation Project 2024 — Phase 2.
BACKGROUND
The City of Dubuque budgets for and conducts routine well maintenance. The work includes
repairs and rehabilitation associated with the City's groundwater supply (wells, pumps, and
motors) including source water protection of the well field and the raw water transmission lines
from the wells to the treatment plant.
The City draws from both shallow and deep wells and each well should be inspected routinely or
when capacity drops. The current practice is to evaluate the capacity of wells annually and pull
the equipment and inspect the wells every 5 years, barring any known issues.
DISCUSSION
Well No. 7 is pumping below its design capacity and is pumping sand, which can lead to
premature wear and tear of pump impellers, possible plugging of the well transmission main and
increase overall electricity expenses.
During Phase 1 of the project, the well was taken out of service and inspected by Cahoy Pump
Service in December 2022, to determine what rehabilitation may be necessary along with a
completion of a condition assessment of the column piping, pump, and motor.
Cahoy's findings were as follows. A large volume of sediment was discovered at the bottom of
the well reducing the overall well depth by 488 vertical feet. The suction pipe and strainer were
missing and not attached to the pump intake. This could be for two reasons; they were either not
installed or could be at the bottom of the well in the 488 feet of sediment. The shafting,
couplings, column pipe and spider bearings also showed significant wear and tear, and most
notably, the pump was detached from the column pipe.
Based on Cahoy's findings regarding the sediment and the impact, the depth of sediment may
have on the well capacity, we are looking to bid removal of the sediment and conduct a pumping
drawdown test to determine the well capacity, followed by installation of a replacement pump,
motor and well appurtenances. Following sediment removal and the pump test, the city and
contractor will review the specified replacement pump and motor and confirm the pump and
motor sizing based on the available capacity of the well, including confirmation of the pump
depth, suitable sand prevention method, and create a future well maintenance schedule.
The scope and bidding documents have been prepared and are ready to advertise for bidding.

THE WELL NO. 7 REHABILITATION PROJECT 2024 — PHASE 2
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF
CONTRACT, AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING
ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED
COST; AND ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost
for the Well No. 7 Rehabilitation Project 2024 - Phase 2 in the amount of
$540,000, are hereby preliminarily approved and ordered filed in the office of the
City Clerk for public inspection.
A public hearing will be held on the 19th day of August, 2024, at 6:30 p.m.
in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street,
Dubuque, Iowa, at which time interested persons may appear and be heard for or
against the proposed plans and specifications, form of contract and estimated cost
of said Project, and the City Clerk be and is hereby directed to cause the attached
notice of the time and place of such hearing to be published in a newspaper having
general circulation in the City of Dubuque, Iowa, which notice shall be published
not less than four days nor more than twenty days prior to the date of such hearing.
At the hearing, any interested person may appear and file objections to the
proposed plans, specifications, form of contract, or estimated cost of the Project.
The Well No. 7 Rehabilitation Project 2024 - Phase 2 is hereby ordered to
be advertised for bids for construction.
The amount of the security to accompany each bid shall be an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
The City Water Department Director is hereby directed to advertise for
sealed bids for the construction of the improvements herein provided, by publishing
the Notice to Bidders to be published on the City of Dubuque website and a
contractor plan room service with statewide circulation, which notice shall be
published not less than thirteen but not more than forty-five days before the date
for filing bids before 2:00 p.m. on the 22nd day of August, 2024. Bids shall be
opened and read by the City Clerk at said time and will be submitted to the City
Council for final action at 6:30 p.m. on the 3rd day of September 2024, in the
Historic Federal Building Council Chambers (second floor), 350 West 6th Street,
Dubuque, Iowa.

public hearing on the proposed plans, specifications, form of contract and estimated
cost for the Well No. 7 Rehabilitation Project 2024 - Phase 2, in accordance with the
provisions of Chapter 26, Code of Iowa, at 6:30 p.m., on the 19th day of August 2024, in
the Historic Federal Building Council Chambers (and/or by virtual means), 350 West 6th
Street, Dubuque, Iowa. Said proposed plans, specifications, form of contract and
estimated cost are now on file in the office of the City Clerk. At said hearing any
interested person may appear and file objections thereto.
The scope of the Project is as follows:
The project consists of removing sediment from existing deep well No.7, conducting a
pumping drawdown test to determine the well capacity, followed by installation of a
replacement pump, motor and well appurtenances.
