Housing & Community Development Director Alexis Steger is recommending City
Council adopt the attached resolution setting a public hearing for the City of Dubuque
Community Development Block Grant FY24 Annual Action Plan Amendment #1 on
September 16, 2024, at 6:30 p.m.
FY25 Amendment #1 includes lowering our Administration costs. The City of Dubuque
is obligated to keep planning and administration funds under 20% of the CDBG
allocation plus an estimated amount of program income. The Amendment includes
carryover funds from projects that were not viable in FY24 and FY25 and are no longer
active. The Amendment also includes carryover funds from unexpended but completed
FY24 projects. Lastly, the Amendment includes carryover funds from projects that are
still viable, active, and will be completed in FY25. These projects include Ecumenical
Tower Elevator Replacement and Lincoln Wellness Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memorandum requests the City Council set a public hearing on September 16,
2024 at 6:30pm for the attached proposed changes to the FY2025 Annual Action Plan
Amendment #1 for the use of Community Development Block Grant funds.
Background
The City of Dubuque receives Community Development Block Grant (CDBG) funds on
an annual basis from the U.S. Department of Housing & Urban Development on an
entitlement basis. The City must use a public process to plan for, use, and evaluate the
impact of these federal resources in the community. The City uses CDBG funding to
provide decent, affordable housing, create economic opportunity, and suitable living
environments. City staff and partner organizations in the community deliver programs
and activities designed to increase affordability, accessibility, availability, and
sustainability of resources in the community. On an annual basis, the City holds a
series of public meetings designed to receive input on the planned use of CDBG
resources.

RESOLUTION SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2025
(PROGRAM YEAR 2024) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ANNUAL ACTION PLAN AMENDMENT #1
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2025 (Program Year 2024) Community Development Block
Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -
housing needs in the community; and
Whereas, the City desires to hold a public hearing to receive comment on the
proposed first amendment to the Fiscal Year 2025 (Program Year 2024) Community
Development Block Grant Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building,
Council Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m. on
September 16, 2024 for the purpose of holding a public hearing and taking action to
include the Fiscal Year 2025 (Program Year 2024) Community Development Block
Grant Annual Action Plan Amendment #1 in the City Budget.
Section 2. That the City Clerk is hereby authorized and directed to publish a
notice of such public hearing and the City Council's intent to review and take action on
the Fiscal Year 2025 (Program Year 2024) Community Development Block Grant
Annual Plan Amendment #1.
Passed, approved, and adopted this 5th day of August 2024.

PROPOSED FISCAL YEAR 2025 ANNUAL ACTION PLAN AMENDMENT #1 FOR
USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
Notice is hereby given that the City of Dubuque City Council will conduct a public hearing
on Monday, September 16, 2024 at a meeting to commence at 6:30 p.m. in the City
Council Chambers on the 2nd floor of the Historic Federal Building, 350 W. 6th Street,
Dubuque, Iowa.
The City Council will consider a proposed Fiscal Year 2025 (Program Year 204) Annual
Action Plan Amendment #1 for the Community Development Block Grant (CDBG)
Program.
At the meeting, the City Council will receive in -person and virtual comments from any
resident or property owner of said City to the above action. The official agenda will be
posted the Friday before the meeting and will contain public input options. The City
Council agenda can be accessed at

Office at 563-589-4100, ctyclerk@cityofdubuque.org. At said time and place of public
hearings all interested citizens and parties will be given an opportunity to be heard for or
against said proposal.

Clerk's Office via email at ctyclerk@cityofdubuque.org or by mail to City Clerk's Office,
City Hall, 50 W. 13th St., Dubuque, IA 52001, before said time of public hearing. At said
time and place of public hearings the City Council will receive any written comments
received by the City Clerk's Office before said time of public hearing.

Office, Carnegie -Stout Public Library, 360 W. 11 th St., Dubuque, IA 52001, Multicultural
