Stuter, Janice Esser, Tim Gau, Christina Monk, and Heidi Pettitt

CALL TO ORDER: The meeting was called to order by Chairperson Dement at 5:31 p.m.
MINUTES: Motion by Gau, seconded by Pettitt, to approve the minutes of the April 18,
2024 meeting as submitted. Motion carried by the following vote: Aye — Dement, Stuter,
Esser, Monk, Pettitt, and Gau; Nay — none.
ACTION ITEMS: None.

ITEMS FROM STAFF:
Dubuque Brewing & Malting — Planning Services Director Wally Wernimont provided
an update that since April Commission meeting, demolition was undertaken for the
building at 3000 Jackson Street, along Jackson and 30t"
Repeal of the Historic Building Code (HBC) — Staff Member Wernimont noted that no
staff were present from the Housing & Community Development department, but a
request from Mike Belmont, Building Official was included in the packet and it was
requested that the Commission provide their recommendation to City Council. Discussion
commenced around the history the code, its relevancy and its lack of use. Motion by
Monk, Second by Esser recommend to City Council repeal of the Historic Building Code
(HBC) for the following reasons :
1. The present HBC has not been updated since its adoption in 2002 (22 years ago).

2. The City has adopted the 2021 International Existing Building Code (IEBC) which
allows exceptions from code requirements when the building in question has historic
value just like the HBC.
3. The IEBC is part of International Codes that are regularly updated by the
International Code Council.
4. The HBC has been used very infrequently since its adoption.
5. The repealing of the HBC will remove a barrier to enforcement efforts to prevent
ongoing deterioration of historic properties.
Motion carried by the following vote: Aye — Dement, Rick Stuter, Janice Esser, Tim Gau,
Christina Monk, and Heidi Pettitt; Nay — none.
Election of Officers: Staff Member Wernimont reviewed the memo regarding the annual
election of officers for the Commission. Motion to recommend approval to repeal Historic
Building Code Motion by Monk, Second by Esser to approve the slate of officers, with
Thea Dement as Chairperson and Janice Esser as Vice -Chairperson. Motion carried by
the following vote: Aye — Dement, Rick Stuter, Janice Esser, Tim Gau, Christina Monk,
and Heidi Pettitt; Nay — none.
ADJOURNMENT: Motion by Dement, seconded by Esser to adjourn the June 20, 2024
Commission meeting. Motion carried by the following vote: Aye — Dement, Rick Stuter,
Janice Esser, Tim Gau, Christina Monk, and Heidi Pettitt; Nay — none.
