City rolls out bicycle lanes, with `sharrows' on the way Pilot project is expected to last up to 2 years in Dubuque. BY CHRIS GRAY rhris.grav@ihntedia.com Dubuque's first bicycle lanes on city streets are taking shape downtown with new eastbound -marked lanes on Ninth Street in place for two -wheelers to navi- gate and automobiles to acknowledge. They'll be followed in the next week with dedicated lanes on l Oth Street for bicyclists headed west, along with "shar- rows" on Main Street and Eighth Street that indicate cars and bikes should share the road. The city of Dubuque will be collecting data on the bicycle lanes with traffic cam- eras and compare usage. On Track Deron Muehring Three Bee Branch Watershed alleys are to be reconstructed as green alleys in FY25. The Bee Branch Stormwater Pumping Station Project is tracking to be under construction by early 2025 and substantially complete by the end of 2026. The $28 million in proposed improvements will help protect over 220 residential properties and over 120 nonresidential properties from flooding. The FY24-25 CIP budget includes $725,000 to continue the site cleanup and move into design for the Bee Branch Maintenance Facility (former Blum site). It also includes $125,000 to design floodproofing measures at the Water Plant that would help ensure the availability of potable water for the Dubuque community even under extreme flooding conditions. The FY25-29 5-year CIP budget also includes funding to start designing the North End Storm Sewer Improvements in FY28. 2.1.2 Continue to implement the Catfish Creek Watershed Management Plan to protect creeks, sensitive ecological habitats, and promote conservation -minded development. The four programs are Healthy Homes, Lead Paint Hazard Control, Older Adult Home Modifications and Housing Rehabilitation. These programs are all income -qualifying for the residents. From April 2024- June 202413 homes have experienced improvements to enhance the health of families in Dubuque. 2.3.2 Continue to implement the Emerald Ash Borer Readiness Plan to maintain safe and healthy neighborhoods. The $60,000 cost is shared equally and supports experiential education in astronomy, conservation (wetlands, prairie, nature. woodlands) and biology, with excursions to both City and County parks. (June 2021) • National Mississippi River Museum & Aquarium's variety of programming is available for all age groups, including pollinator education with a newly erected greenhouse; river and wetland history and ecology; and a variety of animal, fish, birds and insect programs. (June 2021) • Dubuque County Conservation, in partnership with ISU Extension & Outreach, host all elementary students from preschool through 5th grade (4,700 students) at Dubuque Community Schools in Outdoor Adventures. It's an outdoor setting and students have new experiences that connect with their science curriculum. A 4th grade teacher voiced, "Just getting outside and experiencing things that we have talked about in the classroom and making the real -world connections was fantastic!" DCC's programs are highlighted in their newsletter. • Programming through Swiss Valley Nature Center and Mines of Spain serve thousands of children and school groups through year-round programming. (June 2021) • City of Dubuque/Four Mounds/Dream Center partner for the Adventure Day Camp, bringing engaging outdoor activities to urban youth. The Southwest Arterial was completed in August 2020, becoming designated as US Highway 52 and providing an important highway connection between US Highway 20 and US Highway 61/151. The rehabilitation and reconstruction of the Northwest Arterial from US20 to JFK Road was completed in August 2023, to bring it into a state of good repair as part of its transfer of jurisdiction from the Iowa DOT to the City of Dubuque following the completion of the Southwest Arterial. In 2022, the City received a $2.3 million RAISE Planning Grant to assist with the $4.4 million planning and design costs of the B2E2 project. The Dubuque Racing Association (DRA) provided a $750,000 contribution as a local cash match to make the planning grant a possibility. In June 2024, the City was awarded a $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Infrastructure Implementation Grant from the U.S. Department of Transportation. The total construction cost for the initial phases of the B2E2 project is estimated to be $38.7 million. In addition to the $25 million RAISE grant, Dubuque Metropolitan Area Transportations Study (DMATS) will contribute $9.2 million, the City will contribute $3.6 million, and the Canadian Pacific Kansas City railroad will contribute $1 million. With the $4.4 million dollars in planning and engineering costs, the total expenditure for the project will exceed $43 million. On Track Bob Schiesl The Dubuque Metropolitan Area Transportation Study and Regional Planning Affiliation 8 completed a Passenger Rail Feasibility Study that examines the establishment of a Rockford -to -Dubuque route, providing an important part of the planning if Chicago to Dubuque service is to be realized. Illinois anticipates completing the first leg of service, reinstating Chicago to Rockford service by 2025. Ride the Rail is a citizen -led group working to advocate for rail service from Chicago to Dubuque and educate the community about benefits from the service and progress toward achievement. In June 2022, US Route 20 was downsized in the City of East Dubuque from four lane to three lane in order to develop shoulders and a center turning lane. This change addressed safety concerns. This project allows for the transfer of jurisdiction of the Northwest Arterial, Central Avenue, and White Street from the State of Iowa to the City of Dubuque. In 2022-2023 the City completed a major rehabilitation and reconstruction of the Northwest Arterial from Highway 20 to John F. Kennedy Road. Dubuque's STREETS Project leads nationally with continued improvements to traffic efficiency and safety. Continued improvement of traffic with roundabouts throughout the city, with emphasis on safety and flow for vehicles, bicycles and pedestrians. In 2022, the City received a $2.3 million RAISE Planning Grant to assist with the $4.4 million planning and design costs of the B2E2 project. The Dubuque Racing Association (DRA) provided a $750,000 contribution as a local cash match to make the planning grant a possibility. In June 2024, the City was awarded a $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Infrastructure Implementation Grant from the U.S. Department of Transportation. The total construction cost for the initial phases of the B2E2 project is estimated to be $38.7 million. In addition to the $25 million RAISE grant, Dubuque Metropolitan Area Transportations Study (DMATS) will contribute $9.2 million, the City will contribute $3.6 million, and the Canadian Pacific Kansas City railroad will contribute $1 million. With the $4.4 million dollars in planning and engineering costs, the total expenditure for the project will exceed $43 million. Construction will be completed in phases from 2027 to 2030.
