Connors, Economic Development Director SUBJECT: Application to ECIA for Brownfields Assessment Funds for Newt Properties DATE: July 15, 2024 This memorandum requests permission for me to sign an application to ECIA for the use of its brownfields grant funds to support the eventual redevelopment of Newt properties in the South Port. In meetings with City staff and a property owner (Newt) and its development consultant, it was determined that the best approach to jumpstart the redevelopment of Newt -owned properties in the South Port would be to use brownfields assessment funds from ECIA to assess Carter Newt's loco and Diamond Jo buildings for asbestos and lead based paint to support private commercial development of those buildings. Cost estimation for remediation of identified hazardous substances is also being requested to support potential future grant applications. Newt is not eligible to apply under EPA rules, but the City would be. This funding is not a loan to Newt or the City. The money would flow from ECIA to Newt's contractor to do the work. The City is simply acting as a vehicle for the purpose of site eligibility in the eyes of the EPA. RECOMMENDATION I respectfully request permission to sign the attached application requesting brownfields assessment funds for the Newt properties listed in the application in order to support redevelopment of the sites.
