Steger, Housing and Community Development Director SUBJECT: 3000 Jackson, Dubuque Brewing and Malting Building Update DATE: August 15, 2024 INTRODUCTION This memorandum provides a status update on the Dubuque Brewing and Malting project at 3000 Jackson Street. BACKGROUND The demolition of 3000 Jackson was required due to structural issues that posed a significant risk to public safety. The City of Dubuque served the owner notice to remove the structure and work commenced at the end of April. DISCUSSION On June 6th, an order was issued to resume demolition activities on the site. That order required completion of demolition and stabilization of the remaining building, relocation of debris, and replacing the fencing to secure the site by June 21, 2024 with complete site clearance by August 31, 2024. Demolition activities have resumed on site. The following emails were received over the last few weeks from the demolition contractor: Wed 7/24/2024 12:32 PM The Engineer's report is basically the same as what was discussed on site when the work was performed, I will make arrangements to have the hanging portions of concrete removed early next week, I will move the brick materials around the perimeter into the site so the permanent fence could be installed. I won't have manpower available until 7/29/24. Mon 7/29/2024 8:33 AM Our plan for progress this week will be to mobilize a large excavator to the site to move the brick and rubble from between the curb and exterior wall of the structure further into the site. We will also be cleaning the existing sidewalk area and removing the cover/ protection from the utility pedestals. This will be taking place Tuesday/Wednesday of this week. We plan on mobilizing a manlift to cut the hanging portions of concrete per the engineers report. Once this is accomplished, we will be moving the fencing panels back behind the curb until such a time as permanent fencing could be installed. Thu 8/1/2024 6:39 AM During the cleanup yesterday, Wednesday, a portion of the first -floor brick outside perimeter wall has become unstable adjacent to the sidewalk area. I am concerned that this portion of the building might need to come down before we install the permanent fence, I don't believe it's going to stand in a stable condition That would allow for traffic to pass by. I am not sure if you want to have the engineer look at it as I think we all know what he is going to say. Please advise thanks. Thu 8/1/2024 9:24 AM Our dispatcher is going to send up the ultra high demolition excavator Monday of next week so we can take down two more bays of the rear structure which in my opinion will give it stability for a while, call with any questions thanks Note: I met on site with engineers from WHKS to assess the condition of the wall referred to in this email. The wall referred to in this email was unstable and was required to be removed. The wall and the floors above it have been demolished. Mon 8/5/2024 10:10 AM The High Reach has been mobilized, assembled and is sitting poised to work. RW Restoration is currently working on sealing openings on 3040. We will bring down the unstable portion of 3000 early Tuesday am before RW is on site. The drawing Justin sent you last Friday indicates by a red hatched area a place in which Bricks could be cleaned and palletized for the next few days following this portion of the demolition. Thu 8/8/2024 9:56 AM As you know, RW Restoration has been working this week on the stabilization and infill of the connection bridge between 3000 and 3040 area. Our demolition and cleanup activities have been intermittent due to the instability of the structures and the falling of pieces of bricks and other objects. This is a safety issue and should be noted that we will resume our activities beginning next week after he is finished with restoration in that area. I will contact you when he is finished so that you may want to complete an inspection of that area. Additionally, Mr. Emerson has made arrangements for brick salvage to begin early next week as well. I will be on site coordinating those efforts and assisting with movement of materials to accomplish this work in the most efficient manner. Tue 8/13/2024 9:50 AM: We are currently lining up a move to mobilize an excavator to begin sorting and loading materials today and tomorrow ( Wednesday). We are also making arrangements to haul materials to a solid fill site. We anticipate beginning hauling materials on Thursday 8/15, this week. The brick salvage people I spoke with indicated arrival on site end of this week as well. I will continue to cleanup and reinforce the temporary fence. Going forward, I really would like the City to consider allowing the temp fence to remain while doing the salvage operations to allow access. Additionally, when we demolish the remainder of the rear portion of the structure, the permanent fencing now in place will have to come down and be saved for reinstallation at a later date when that area has been salvaged and cleaned up. It is my intent to make continuous progress with the project as Mr. Emerson directs me to do so. Although slow, work has been progressing on site. Additional portions of the remaining building have been demolished in concert with brick salvage. RECOMMENDATION This memo is for information only. Prepared By: Michael Belmont, Asst.
