Services Description: Preliminary design, well siting, funding assistance, design, bidding -related, and construction -related services - Scope of Services ENGINEER will provide the following services to OWNER. Preliminary Design 1. Attend one kickoff meeting at the Eagle Point Water Treatment Plant (WTP) to establish communication protocol and gather information. 2. Prepare a preliminary engineering report (PER), including the following, for the project. a. Current and 20-year design water demands based on OWNER -furnished information and population projections. b. Well facility design criteria and layouts, including conceptual building layout, site layout, OWNER equipment preferences, electrical service, and controls. c. Raw water main routing. d. Power availability and standby power alternatives. Impact of new well on the water treatment plant and operation of existing wells. Opinion of probable costs and potential schedule of construction. g. Well Siting Analysis as described below. 3. Prepare Well Siting Analysis for inclusion in the PER. The Well Siting Analysis will include the following: a. Review of available background information on existing wells, historic groundwater levels, and surrounding hydrogeology to support a 3.5 million gallons -per -day (mgd) production well. SRK sem I. Review of existing public and private well locations for potential impact on each well's cone of depression. c. Review of existing OWNER -provided water infrastructure and geographical information system data. d. Review of potential contamination sources within one mile of potential sites. e. Review of parcel and land use maps, including aerial photography. f. Perform one trip to visit potential well sites to review access, egress, overhead and w dcrgrotmd-utilities; space-available-foi welt -drilling, se' vice Urttc-ks anzl storage of material to drill the well and direct discharge water from drilling operations and establish sediment removal criteria. g. Update to the existing statewide Jordan aquifer model with recent well pumping and water level information and perform modeling of the recharge area and potential impacts to existing wells. Modeling results will assist OWNER in reviewing the potential need for a test well. h. Review of existing OWNER -furnished technical documents on well site locations. i. A summary of possible well locations to OWNER for review and selection. 4. Submit PER to OWNER for review. Attend one meeting with OWNER to review documents and finalize site selection and raw water main routing. Address OWNER comments, as appropriate, and finalize reports. 5. Prepare a Well Water Pollution Prevention Plan and submit to the Iowa Department of Natural Resources (IDNR). 6. Prepare exhibits for OWNER to use in the purchase of land or obtaining easements for the well site. 7. Conduct a topographic survey of the well site and raw water main route. Correspond with utility marking company to locate underground utilities prior to topographic survey. 8. Assist OWNER with procurement of geotechnical services for borings at well site and raw water main route. Funding Assistance 1. Prepare and submit, upon authorization from OWNER, an Intended Use Plan (IUP) application including the viability self -assessment and environmental review checklist to the IDNR. The PER will be included in the submittal with the IUP. 2. Prepare and assist OWNER with the Iowa Finance Authority documents as needed for the Drinking Water State Revolving Funding (SRF) loan program. 3. Prepare and submit to OWNER pay requests in accordance with Iowa Finance Authority documentation criteria. Prepare and submit change orders to the IDNR for loan modification, as needed. 5. Prepare and submit project closeout documents to the IDNR for loan completion. 6. Assist OWNER with construction phase SRF American Iron and Steel (AIS) Act compliance monitoring, including review of contractor submittals and documentation for compliance with AIS Act, communication with state officials and contractors on material criteria, and attendance at one site visit. 7. Assist OWNER with Davis Bacon compliance monitoring including review of the contractor's and subcontractors' weekly payrolls for compliance with the issued wage decisions. If requested by OWNER, conduct up to one trip with four on -site interviews of contractor's employees. Well No. 11 Drilling Design, Bidding-, and Construction -Related Services 1. Prepare Bidding Documents using Engineers Joint Contract Documents Committee C-700 Standard General Conditions of the Construction Contract, 2018 edition; technical specifications; and engineering drawings. The technical specifications will include the construction of one new deep Jordan aquifer well with a target design capacity of 3.5 mgd. The drawings will include a site plan with property lines, contours, potential building location, and a cross section of the anticipated well construction. Bidding Documents will include the SRF forms. 2. Submit draft Bidding Documents to OWNER for review and input. 3. Prepare a prebid opinion of probable construction cost (OPCC) for the well drilling project and submit to OWNER. 4. Review the draft Bidding Documents with OWNER; incorporate review comments, as appropriate; and submit final copies of the Bidding Documents to the OWNER. 5. Submit drawings, technical specifications, and applicable construction permit application forms to the IDNR for review and approval. 6. Prepare and submit City of Dubuque Soil and Erosion Control permits for review and approval. 7. Distribute Bidding Documents electronically through QuestCDN, available at www.strand.com and www.questedn.com. Submit Advertisement to Bid to OWNER for publishing. Publishing costs shall be provided by OWNER. 8. Prepare addenda and answer questions during bidding. 9. Attend bid opening, tabulate and analyze bid results, and assist OWNER in the award of the Construction Contract. 10. Prepare two sets of Contract Documents for signature. Provide contract administrative services including attendance at preconstruction conference, review of contractor's shop drawing submittals, review of contractor's periodic pay requests, attendance at up to three virtual construction progress meetings, periodic site visits, and participation in project closeout. 12. Provide resident project representative (RPR) for part-time observation of construction, including grouting operations, test pumping, and alignment tests. A total of ten visits are included. Well No. 11 Well House Design, Bidding-, and Construction -Related Services 1. Prepare Bidding Documents using Engineers Joint Contract Documents Committee C-700 Standard General Conditions of the Construction Contract, 2018 edition; technical specifications; and engineering drawings. Bidding documents will include the SRF forms. The technical specifications and engineering drawings will include civil, architectural, mechanical, electrical, structural, landscaping, and process items and generally will include the following: a. Masonry well house with main pump room; electrical gear; heating, ventilation and air conditioning (HVAC); and process piping. b. Landscape and grading. c. Site utilities including water main, sanitary sewer, fiber, and electrical. d. Driveway. e. Deep turbine well pump with a capacity of 3.5 mgd. f. Supervisory control and data acquisition (SCADA) monitoring, alarms, and controls. 2. Review OWNER's existing SCADA system for Well No. 11 communication. Prepare functional descriptions of the water system monitoring, alaniis, and controls. Review proposed SCADA equipment with OWNER. 3. Review OWNER -selected fiberoptic routes and design criteria with OWNER. Design, installation, and fiber network configuration shall be by OWNER. 4. Submit draft Bidding Documents to OWNER for review and input at 60 and 90 percent design. 5. Prepare a prebid OPCC for the well house project and submit to OWNER. 6. Review the draft Bidding Documents with OWNER; incorporate review comments, as appropriate; and submit final copies of the Bidding Documents to the OWNER. 7. Submit drawings and technical specifications to the IDNR for review and approval. 8. Prepare and submit City of Dubuque Soil and Erosion Control permit and building and HVAC permits, for review and approval. Submit drawings through the City of Dubuque Development review process. Provide contract administrative services including attendance at preconstruction conference, review of contractor's shop drawing submittals, review of contractor's periodic pay requests, attendance at ten construction progress meetings, periodic site visits, and participation in project closeout. 12. Provide RPR for part-time observation of well house construction. A total of 40 visits are included. 13. Perform one visit after contractor's substantial completion request and prepare a list of items to be completed or corrected. Perform one follow-up visit to observe contractor's completed work. 14. Provide record drawings in electronic format from information compiled from contractor's records. ENGINEER is providing drafting Services only for record drawings based on the records presented to ENGINEER by contractor and OWNER. ENGINEER will not be liable for the accuracy of the record drawing information provided by contractor and OWNER. 15. Update existing SCADA graphics and reports and provide site acceptance testing for additions. 16. Organize operations. and maintenance manuals for the facility based on materials submitted by contractor. Raw Water Main Design, Bidding-, and Construction -Related Services 1. Prepare Bidding Documents using Engineers Joint Contract Documents Committee C-700 Standard General Conditions of the Construction Contract, 2018 edition; technical specifications; and engineering drawings. Bidding documents will include the SRF forms. The Bidding Documents will include 1,000 linear feet of raw water main located within already established right-of-way or utility easements. No railroad crossing and associated permitting is included. 2. Submit draft Bidding Documents to OWNER for review and input at 60 and 90 percent design. 3. Prepare a prebid OPCC for the raw water main project and submit to OWNER. 4. Review the draft Bidding Documents with OWNER; incorporate review comments, as appropriate; and submit final copies of the Bidding Documents to the OWNER. 5. Submit drawings, technical specifications, and applicable construction permit application forms to the IDNR for review and approval. Provide RPR for full-time observation of raw water main construction. Perform one iteration of staking of the raw water main. A total of 250 hours are included for construction observation and staking. 13. Provide record drawings in electronic format from information compiled from contractor's records. ENGINEER is providing drafting Services only for record drawings based on the records presented to ENGINEER by contractor and OWNER. ENGINEER will not be liable for the accuracy of the record drawing information provided by contractor and OWNER. Compensation OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus expenses an estimated fee of $840,400. Schedule Services will begin upon execution of this Task Order, which is anticipated the week of August 5, 2024. Services are scheduled for completion on June 30, 2027.
