BACKGROUND Keymont Drive east of Keyway Drive was previously constructed in 2009 as a sustainable subdivision. All of the pavement was constructed using permeable pavers. The homes were constructed using sustainable and energy efficient practices. The subdivision was developed in two phases. Keymont Drive was the first phase of the subdivision. Keymont Court was the second phase that was developed a couple of years later. Recently, the existing street pavers on Keymont Drive have been degrading and breaking down. Public Works has done a lot of maintenance of the pavers to maintain the street. The pavers have degraded to the point that the complete replacement of all the pavers in this phase is the most cost-effective way of fixing the pavement. The permeable pavers are an integral part of the storm water management of the street. Abutting property owners have complained about the state of the street pavement. Many chips and depressions have formed due to the degrading brick. This has resulted in concerns for potential tripping hazards. Engineering staff have talked to multiple contractors that install permeable pavers. This particular paver brand has had material breakdown issues and is no longer produced. Other cities had similar issues with this paver. The contractors recommended using the same paver manufacturers the city uses in its green alleys. DISCUSSION This project will remove the existing permeable paver bricks and setting bed with new more durable paver bricks set on granite chips with granite chip infill. All of the existing curb and gutter and driveway approaches will remain in -place. I further recommend establishing the date of the public hearing and authorizing the Engineering Department to advertise for bids for the Project. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The Keymont Drive Pavement Rehabilitation Project is hereby ordered to be advertised for bids for construction. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. The City Engineer is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the Notice to Bidders to be published on the City of Dubuque website and a contractor plan room service with statewide circulation, which notice shall be published not less than thirteen but not more than forty- five days before the date for filing bids before 2:00 p.m. on the 5th day of September 2024. The scope of the Project is as follows: Removal of deteriorated concrete interlocking pavers on Keymont Drive east of Keyway Drive and replacement with new interlocking concrete pavers. Work includes: The removal and replacement of approximately 15,000 SF of permeable interlocking concrete pavers. Existing pavers are to be removed and disposed of. Old limestone setting bed to be removed and disposed of. New 2" setting bed with 3/8" granite chips to be furnished and installed. Infill between pavers is to be'/4" granite chips. New interlocking permeable pavers (County Material H2O Pro Pavers or Unilock Eco Optiloc Pavers) placed in a 90-degree herringbone pattern.
