SUGGESTED Suggested Disposition: Receive and File DISPOSITION: ATTACHMENTS: Description Type Before and After School Programming Supporting Documentation Well No. 11 Source Water Project Supporting Documentation MEMORANDUM OF UNDERSTANDING August 23, 2023 Dubuque Community Schools Before and After School Programming Memorandum of Understanding August 23, 2024 - June 30, 2025 Program: The Dubuque Community School District, hereinafter referred to as District, and the City of Dubuque Leisure Services are entering into this Memorandum of Understanding for the purpose of providing financial support and before/after school programming in a collaborative effort to provide a safe and engaging environment for students while accommodating parents work schedules and/or schooling. Our Mission: Our Wrap Around Program strives to provide quality childcare and an environment that promotes collaboration between family and school to give your child the highest quality experience. Our Wrap Around Program is organized to provide school care. Our Goal: Provide well -trained staff who care about our students and who communicate care through kindness and individual attention. Duration of Memorandum of Understanding: The term of this Memorandum of understanding shall be from August 23, 2024 to June 30, 2025. The parties may renew this Memorandum of Understanding for subsequent school years upon the written agreement of the parties. Either party may terminate the Memorandum of Understanding with or without cause upon sixty (60) days written notice to the other. All proper documentation must be submitted by the termination date. All correspondence to the District must be sent to: Executive Director of Elementary Education, Dubuque Community School District, 2300 Chaney Road, Dubuque, Iowa 52001. As Dart of the Before/After School Programming, the District agrees: To communicate with Leisure Services regarding availability of spaces through the building principals, executive director of elementary education, and/or facilities scheduler. In the spirit of partnership and increasing services at each building, principals will assure that Leisure Services receives a rotating schedule of available spaces to provide Leisure Services and each program in the building opportunities to fully use spaces. Before school staff will be recruited and hired by the building principal and will be encouraged to use existing staff in the building to fulfill this need. The school will train and provide clear expectations and resources. Staff will clock in with the DCSD project code to be paid for time worked. DCSD will closely monitor expenditures to stay within the allocated budget costs presented by Leisure Services. DCSD will invoice Leisure Services at the end or shortly before the end of each trimester for before school childcare salaries. Buildings will work with all opportunities of programs and help identify students/families that best fit the programs offered, including but not limited to Leisure Services. • Buildings will support the enrollment and eligibility procedures laid out by the family handbook. • Office staff will work with Leisure Services on communication of program attendees. Building staff will know and prepare for Leisure Services programming one hour before the arrival bell each school day and immediately following the dismissal bell until 5:30 p.m. each school day. Building staff understands that program will not operate on weather related late arrivals, early releases, or closures. Principals will support the Leisure Services behavior reporting procedure. As part of the Before/After School Programming. the City of Dubuuue Leisure Services agrees: • To request use of the gym through the facilities scheduler. • To communicate with the building principals any needs related to space and programming. • To work within a rotation of spaces to enable of variety of programming to take place to meet family/student needs. • After school staff will be hired by Leisure Services. Staff will be trained, monitored, and paid by Leisure Services. • Leisure Services may provide materials and activities for both before and after school programming. • Leisure Services will follow the procedures in the family handbook regarding behavior incidents and accidents/injuries. • Will work with the building office staff on communication of program attendees. • Will cotrununicate with building principals any needs, incidences, behavior procedures, accidents/injuries, and enrollment/eligibility. • Will financially support before school programming by reimbursing $30,000 to DCSD for costs associated with before school programming. Indemnity; Insurance. The 2003 28E Agreement between City and District shall apply to this agreement. City agrees to maintain its membership in the Iowa Communities Assurance Pool during the performance of the Memorandum of Agreement. And to provide District with evidence of coverage as a member. District agrees to provide City with evidence of insurance in a form and with coverage satisfactory to City and to maintain such insurance during the performance of this Memorandum of Agreement.
