Bids for the improvement of Mont-
rose Terrace presented.
On motion of Ald. E. E. McEvoy,
bids were ordered opened.
Kenety & Lee —New curbing, 15c
per lineal foot; resetting old curb, 15c
per lineal foot; concrete, per square
yard, $1.35.
O'Farrell Contracting Co.— Grading,
50c per cubic yard; concrete paving,
$1.12 per square yard.
Ald. E. E. McEvoy moved that the
bids be referred to the City Engineer,

Petition of Mrs. Mary A. Dolan,
asking that the taxes on the W. 1 /2
of Lot 62, Union Add., for the year
1910 be canceled, was presented.
Ald. Saul moved that the prayer
of the petitioner be granted. Carried.
Petition of Mrs. W. Ballard, asking
that the taxes for year 1910 against
W. 1 /2 of Lot 3 of Mineral Lot 149 be
canceled, was presented.
On motion of Ald. Saul, prayer of
the petitioner was granted.
Petition of Mrs. John Crunion, ask-
ing that the taxes for the year 1910
on Lot 9, Summer Hill Add., be can-
celed, was presented.
Ald. Saul moved that the prayer of
the petitioner be granted. Carried.
Petition of Isabelle Metcalf, asking
that the assessed valuation on Lots 9
and 10, in Quigley's Sub., be reduced
from $1,500 to $700, was presented.
Ald. Singrin moved the matter be
referred to the Committee of Whole.
Carried.
Petition of Michael Adam, asking
that the four payments made on the
special assessment against Lot 11 of
Out Lot 709, Quigley's Sub, be accept-
ed in full payment and balance can-
celed.
On motion of Ald. Singrin, referred
to City Attorney.
Statement of German Trust & Sav-
Savings hank et al., that they would
be satisfied to be assessed on their
capital stock only for the year 1911
was presented.

Ald. Sauer moved it be referred to
Committee of the Whole.
Statement of George Mollart that
he was assessed for $700 personal
property that he does not cwn and
asking that same be erased from the
tax list, was presented.
Ald. E. E. McEvoy moved matter be
referred to Committee of the Whole.
An agreement signed by Henry Gil-
bert in reference to sewer adjacent to
his property wag presented.
Ald. E. E. McEvoy moved that the
agreement be made a matter of rec-
ord with the county at the expense of
Mrs. H. Gilbert. Carried.
Invitation from the Dubuque Indus-
trial Corporation to be present at the
Dubuque Club Friday, Nov. 3rd, and
listen to an address by Mr. John A.
Fox, director of the National Rivers
and Harbors Congress, was presented.
Ald. J. W. McEvoy moved the in-
vitation be accepted with thanks and
as many as possible to attend.
A complaint by R. Fuller et al., that
Mr. Frank Schwietering and heirs
have built a shed and fence that pro-
jects over onto the public lane direct-
ly west of his lot and asking that he
be notified to remove said shed and
fence to the lot line, was presented.
Ald. E. E. McEvoy moved that the
prayer be granted and the mayor ad-
vise with the City Engineer and Street
Commissioner and report at next
meeting of Committee of the Whole.
Statement of Lacy, Brown & Lacy,
stating that they had three claims
against the city incurred by old wa-
terworks trustees as follows: Hawk -
eye Compound Co., $42.64 with in-
terest; E. P. Smith Electric Contract-
ing Co., $13.40, with interest; and
Westinghouse Airbrake Co., $115.25,
with interest.
Ald. O'Rourke moved that a war-
rant be drawn to cover the amount
due the Hawkeye Compound Co., and
the statement referred to the Commit-
tee of the Whole. Carried.
City Recorder Geiger presented and
read the notice, certified to by the
Publishers, of the City Council's inten-
tion to construct an 8 -inch sanitary
sewer in Nevada Street from a point
opposite Lot 36 in Julia Langworthy's
Add., southerly to Dodge Street; also
read the remonstrance of John H.
Murphy.
Ald. Saul moved that the notice be
received and filed and the remon-
strance be referred to the Committee
of the Whole. Carried.

rules be suspended for the purpose of
Permitting anyone present to address
the Council.

W. Watkins and anyone else interest-
ed be notified to appear before the
Committee of the Whole when the
matter of vacating said street is to be
considered. Carried.

City Electrician Hipman reported as

Gentlemen: I herewith submit my
report of defective lights for the month
of October, 1911. I find from the re-
ports of the Police department that
the total hours that 47 lamps failed to
burn would equal 1 1 -2 lamps burning
fcr one month, or $7.50.

riate the balance over and above

Montrose Terrace as per contract let
tonight. Carried.
Ald. E. E. McEvoy presented an
amendment to the Traffic Ordinance
and moved the same be referred to
the Committc e of the Whole. Car-

whom was referred the petition of
Fuhrman Bros., asking that the
name of Main Street be changed,
would respectfully recommend that
said petition be received and filed.
Your Committee of the Whole, to
whom was referred the petition of
Bridget Costello, stating that she had
been over - assessed on horses, cows
and vehicles for the year 1910 and
asking the Treasurer be instructed
accept the taxes on said personal
property for said year on a valuation
of $150.00, would respectfully recom-
mend that the prayer of the petition-
er be granted and that the Treasurer
be instructed accordingly.
• Your Committee of the Whole, to
whom was referred the annual re-
port of the Dubuque Bridge com-
pany for the year ending April 30,
1911, together with the report of the
auditing committee thereon, would
respectfully recommend that said re-
ports be received and filed.
Your Committee of the Whole, to
whom was referred the petition of
the Dubuque Altar Mfg, Co., asking
that its taxes for the year 1910 be
accepted in accordance with the ac-
tion of the City Council of April 2,
1908, would respectfully recommend
that the prayer of the petitioner be
granted and that the City Treasurer
be instructed to cancel the taxes on
all machinery, personal property and
improvements, not including real
estate assessed against said company
for the year 1910.

met in regular session on October
30th, 1911, with the following per -

tig, Simon Miller, Assistant Attorney

Linehan and Sanitary Officer Paul
Bewer.
Mr. J. 13. Murray and Mrs. E. P.
Ternes asked for an extension of
time for making sewer connections,
same was not allowed; and it was re-
solved that the following named per-
sons shall connect their property
with sanitary sewer in accordance to
law: J. B. Murray, Mrs. E. P.
Ternes, F. Fosselman, Herman Zer-
necke, Maggie Hirsch, Minnie and
M. A. Kemler. The matter pertain-
ing to cess pool on the premises of
Mr, Lunbeck was referred to the
Sanitary Officer with full power.
The Sanitary Officer and Sewer
Inspector are to investigate the
storm sewer on Hill Street and ascer-
tain if there are any sanitary connec-
tions therewith.

AId. J. W. McEvoy stated that there
had been one meeting of the Council
and Board of Supervisors and it was
decided to meet again on Tuesday,
Nov. 7, at 2 p. m. at the court house.
Alderman Specht offered the fol-
lowing:
Be it Resolved by 'the City Council
of the City of Dubuque, That it is
deemed necessary and advisable to im-
prove Columbia Street from Pleasant
Street to the north end of said street
and it is hereby proposed to grade,
curb, gutter and macadamize said por-
tion of said street and to assess the
cost of said curbing, guttering and
macadamizing against the abutting
property.
Ald. Specht moved the adoption of
the resolution.
Carried by the following vote:

Alderman Specht offered the follow-
ing:
Be it Resolved by the City Council
of the City of Dubuque, That the city
engineer be and he is hereby directed
to prepare a plat showing generally the
location, nature and extent of the pro-
posed improvement on Columbia
Street from Pleasant Street to the
north end of said Columbia Street, and
the kind of material to be used, and
an estimate of the entire cost thereof,
and the amount and cost of such im-
provement, and the amount assessable
upon any railway or street railway
company, the amount and cost there-
of, to be paid by the city, if any, and
the cost thereof and amount assessable
upon each lot or parcel of land adjacent
to or abutting upon such improvement
per front foot, and to file such plat and
estimate in the office of the city record-
er; that after the filing of said plat and
estimate in his office, the city recorder
shall publish in three consecutive is-
sues of a newspaper published in this
city, a notice stating that such plat
and estimates are on file, the location
and nature of the improvement, kind
of material to be used, and an esti-
mate of its cost, and the time before
which objections thereto can be filed,
and the time fixed for hearing, which
time shall not be less than five days
after the last publication of such no-
tice, and after such publication shall
have been made, the city recorder
shall, at the next regular session of the
City Council, notify the Council there-
of in writing, with a printed copy of
such notice accompanying the same.
Ald. Specht moved that the resolu-
tion be adopted.

Alderman E. E. McEvoy offered the

Be it Resolved by the City Council
of the City of Dubuque, That it is

wit: an eight inch tile pipe sanitary

against the abutting property.

tion of the resolution.

office of the City Recorder.
That after such plat is so filed, the
City Recorder shall cause to be pub-
lished notice of the intention of the
Council to make such improvement,
which notice shall be published in
three consecutive issues of the official
paper of the City of Dubuque, stating
that such plat is on file, and generally
the nature' of the sewer, its location,
size and kinds of material to be used,
and the estimate of its cost, and fixing
the time before which objections can be
filed, which time shall not be less than
five days after the last publication of
said notice, and after the completion
of the publication of such notice, he

Section 1. That a grade on the west
curb- of Elm Street from Twenty -fifth
street to Twenty - seventh street be and
the same is hereby established and
adopted as shown by the profile of
said street and grade prepared by the
City Engineer and accepted by the
City Council on the 30th day of Octo-
ber, 1911, being Profile No. 707, and
marked "Grade of the West Curb of
Elm Street from Twenty -fifth Street
to Twenty- seventh Street, B. M. Door
Sill 2829 Pine Street, ele. 35.90." Said
grade begins at the south property
line of Twenty- seventh street, which
is station 0, elevation 24.60, thence to
station 9+23.5, which is the north

Ald. O'Rourke, chairman of the
Finance committee, reported as fol-

In relation to the $26,500 refunding
bonds, which become due to Decem-
ber 1st, 1911, we recommend that
$10,500 be paid out of the sinking
fund and $16,000 worth of refunding
bonds be issued to run for a period of
15 years and bear 4 /Z per cent. inter-
est, and the City Treasurer to adver-
tise said bonds for sale, bids to be re-
ceived up to November 22, 1911.
Ald. O'Rourke moved that the rec-
ommendations be accepted and com-
plied with. Carried.
City Engineer Baumgartner report-
ed as follows:
To the Honorable Mayor and City
Council:
Gentlemen: Obedient to instruc-
tions, I have made an examination of
the approach to Eagle Point high
bridge and of North First street from
Tenth Avenue to the river.
To widen the approach to full width
of 50 ft. will require a cutting of 5,000
cubic yards approximately almost solid
rock and to fill North First Street to
grade, shown in accompanying profile,
would require 4,300 cubic yards and to
construct landing as shown would
amount to about $600.

coming year, it would be impossible
for them to grant the request.

respectfully recommend that a boat
landing be constructed at North First
street and that the street be improved
sufficiently to render it passable for
teams. We further recommend that
the rock and filling necessary to do
said work be taken from the approach
to the Eagle Point high bridge and the
work be done by the Eagle Point Lime
Works at the price already agreed up-
on. The entire work, both in the wid-
ening of the approach to the Eagle
Point high bridge and in the construc-
tion of the street and landing to be done
in such manner as the City Engineer
may direct and to the satisfaction of
this committee.

lot line of Pleasant street to end of

Ald. O'Rourke offered the following:
Be it Resolved by the City Council
of the City of Dubuque, That the ac-
tion taken by this body at its last ses-
sion in instructing the City Treasurer
to advertise for bids for an issue of
$16,000.00 refunding bonds. to refund
the unpaid balance of an issue of
$26,500.00 becoming due on December
2, 1911, be and the same is hereby re-
scinded.
Be it further Resolved, that in lieu
of said proposed issue of $16,000.00 re-
funding bonds, loan warrants be issued
in said amount, one -half to become
due March lst, 1912, and the balance
March 1st, 1913. Said warrants to bear
interest at the rate of five per cent
per annum, and to be paid from the
proceeds of the levy for sinking fund
purposes.

pared by the City Engineer and now
on file in the office of the City Record-

Resolved, that said improvement
shall be completed on or before the
lst day of May, 1912, and shall be paid
for in the manner prescribed by Chap-
ter XXXII of the Revised Ordinance
of the City of Dubuque for the pay-
ment of the cost of street improve-
ments.
The proposals for doing said work
shall be acted upon by the Council on
the 7th day of December, 1911, and the

City Engineer Baumgartner present-
ed profile showing proposed grade of
Custer street. Ald. Saul moved it be
referred to the Committee of the
Whole. Carried.
Ald. O'Rourke moved that the Ice
Harbor and Lake Peosta be held open
and managed the same as last winter
in favor of the general public and that
the chairman on Police and Light
Committee try and have the Union
Electric company furnish light same
as last year. Carried.
Ald. Specht moved that the City En-
gineer and Street Commissioner in-
struct the contractor to hurry along
with the construction of Sanitary
sewer in alley between Garfield and
Rhomberg avenues. Carried.
Ald. Saul moved that the matter
of grading North First Street be re-
ferred to the Committee of the
Whole and in the meantime the City
Engineer prepare plans and specifi-
cations and get Mr. Fengler's prier
for doing said work. Carried.
Ald. Singrin moved that the dis-
posing of the warrants ordered by
the resolution offered by Ald.

ing to the plans and specifications of
said sewer. prepared by the City En-
gineer and now on file in the office of
the City Recorder, and be it further
Resolved, that said sewer shall be
completed on or before the 15th day of
May, 1912, and shall be paid for at
the time and in the manner prescribed
by Shapter XXXIV. of the Revised Or-
dinances of 1901 of the City of Du-
buque for the payment of the cost of
constructing sewers.' The proposals
for doing such work will be acted up-
on by the Council on the 7th day of
December, 1911, and the City Recorder
is hereby ordered to give ten days' no-
tice by publication, asking for pro-
posals as provided by ordinance.

Ald. Sauer stated he had heard

Delinquent Tax Committee, moved that
the City Treasurer be instructed to ac-
cept taxes from Mrs. D. Norton for
the year of 1910 on the valuation of
$1,200.00. Carried.

To Whom It' May Concern:
You and each of you are hereby no-
tified that it is the intention of the
City Counci of the City of Dubuque,
Iowa, to construct an 8 -inch tile pipe
sanitary sewer in Kaufman Ave.
That a plat of said proposed sewer
is now on file in the office of the City
Rer.
It corde is estimated by the City Engineer
that it. Will require
20.20 lineal feet 8 -inch tile pipe.
8 manholes,
and will cost the abutting property
owners $1,886.00.
Any person having objection to the
construction of said sanitary sewer
are hereby notified to appear before
the City Council at its regular ses-
sion, Nov. 22nd, 1911, or to file their
objections in writing with the City Re-
corder on or before the 22nd day of
November, 1911.

Sealed proposals will be received at
the Council Chamber, City Hall, by the
City Recorder, until 8:00 p, m., Thurs-
day, December 7th, 1911, for the con-
struction of an 8 -inch tile pipe sani-
tary sewer in Kaufman avenue, from
present manhole about opposite the
westerly line of Lot 10 in Cushing's
Add., westerly to Kane street, in ac
cordance with the plans and specifica-
tions prepared by the City Engineer
and now on file in the office of the
City Recorder.
It is estimated by the City Engineer
That it will require:
2020 lineal feet 8 -inch tile pipe.
.8 manholes.
The work is to be paid for when said
work is completed and as presented by
Chapter XXXIV. of the Revised Ordi-
nance of 1901 of the City of Dubuque.,
work to be completed on or before May
15, 1912.
Bidder will state the price per lineal
foot for 8 -inch tile pipe, also state price
per manhole.

was called for the purpose of consid-
ering the establishing of a grade on
Seventh street, Main to Iowa.
City Engineer presented profile No.
709 showing the proposed grade of
Seventh street, Main to Iowa street.
Ald. E. E. McEvoy moved the grade
be accepted and the proper ordinance
be offered. Carried.
