SUBJECT: Parking Access and Revenue Control System (PARCS) equipment
purchase

Director of Transportation Services Ryan Knuckey is recommending approval to replace
the current Parking Access and Revenue Control System (PARCS) equipment in the
city's six parking ramps that is past its useful life through vendor Amano McGann who
was selected and recommended in the City's formal RFP process.
The City of Dubuque solicited competitive sealed proposals from qualified vendors to
update PARCS equipment at all six (6) of its downtown free-standing parking ramps.
The city also requested proposals from qualified vendor(s) for an integrated and
automated gated PARCS consistent across all six parking ramps. The end solution(s)
needed to fully integrate with third party mobile parking payment applications.
Seven (7) vendors responded to the City's request for proposals. The evaluation
committee reviewed the proposals based on the vendor evaluation and selection
process as outlined in the RFP. The review team unanimously recommended to move
forward with Amano McGann as the PARCS equipment vendor of choice. Amano
McGann has been providing ramp equipment across the country since 1964 and is
known for its cutting -edge hardware, dependable equipment and reliable customer
service.
$3,174,500 in funding has already been approved for the project: The Amano McGann
proposal of $1,339,403.00 is within the estimated budget for the project allowing for
adequate funding for on -street parking equipment to be purchased at a later date as
originally planned.
I concur with the recommendation and respectfully request Mayor and City Council
approval to proceed with negotiations and enter into an agreement with Amano McGann
to purchase PARCS equipment.

BACKGROUND:
The purpose of this memo is to request your approval to replace the current Parking
Access and Revenue Control System (PARCS) equipment that is past its useful life
through vendor Amano McGann, who was selected and recommended in the City's
formal RFP process. The City's current PARCS equipment in the parking garages
("ramps") is past its useful life with some of the parking ramp equipment vendors being
obsolete making it a major challenge to repair any damaged equipment. Other ramps
have equipment that the City is unable to utilize due to software updates
not being available for the PARCS equipment.
City Council approved City Staff to distribute an RFP to hire a consultant to assist the
City in choosing new technology in December of 2021. Walker Consulting was awarded
the project and has worked with the City based on the below guiding principles.
Guiding principles developed for this project include:
• Parking is a key ingredient for keeping the downtown economically viable.
• Parking needs to be a partnership between the public and private sectors.
• Equitable and inclusive mobility solutions are one of the core components of a
community's livability because it provides access to living wage jobs, healthcare
services, quality education, cultural institutions, and recreation opportunities.
• Parking access and any updated policies need to meet the needs of diverse
groups of users.
• Parking must be fully integrated with Transit and other forms of transportation
system mobility in order to maximize efficiencies and customer experience.
• Parking and transportation mobility is not free, and an equitable revenue fee
structure needs to be established.
• Parking and mobility solutions need to utilize the most up to date technology and
must be simple to use and manage across all platforms.
• To the maximum extent feasible, parking and subsequent modes of travel to final
points of destination must feel "safe" for customers.
• A business strategy that works in a post -pandemic environment needs to be
developed.
After research and public input was collected, Walker Consulting and the City's core
group reported back to City Council with an update on the Smart Parking Mobility
Management Plan in September of 2023. This plan outlined equipment upgrades,
branding and communication, policies and operations, revenue outlook and next steps
for the plan. This information discussed in the work session was incorporated into the
Parking Access and Revenue Control System (PARCS) Equipment Procurement RFP
approved by City Council in February of 2024 that had a submittal deadline date of April
16, 2024, at 2:00 p.m.
DISSCUSSION:
The City of Dubuque solicited competitive sealed proposals from qualified vendors to
update PARCS equipment at all six (6) of its downtown free-standing parking garages
("ramps"). The City also requested proposals from qualified vendor(s) for an integrated
and automated gated PARCS consistent across all six parking ramps. The end
solution(s) needed to fully integrate with third party mobile parking payment
applications. The six (6) downtown parking ramps as follows:
• Central Avenue Ramp (471 spaces): 975 Central Avenue
• Five Flags Ramp (377 spaces): 100 West 4th Street
• Intermodal Ramp (291 spaces): 351 East 9th Street
• Iowa Ramp (530 spaces): 701 Iowa Street
• Locust Street Ramp (407 spaces): 830 Bluff Street
• 5th Street Ramp (600 spaces): 501 Iowa Street
Seven (7) vendors responded to the City's request for proposals. They included:
SKIDATA, Metropolis, HUB, Heartland-WPS, Flash, DESIGNA, and Amano McGann.
The evaluation committee reviewed the proposals based on the vendor evaluation and
selection process as outlined in the RFP. The review team unanimously recommended
to move forward with Amano McGann as the PARCS equipment vendor of choice.

is known for its cutting -edge hardware, dependable equipment and reliable customer
service.
BUDGET IMPACT:
$3,174,500 in funding has already been approved for the project:
Project number 4683000005 was approved in FY24 and will be carried over into FY25
through an amendment in the amount of ($1,217,500). Project number 4683000005
was approved in FY25 in the amount of ($1,957,000).
The Amano McGann proposal of $1,339,403.00 is within the estimated budget for the
PARCS equipment for this project. The remaining $1,835,097 will be used for on -street
equipment including parking lots and metered areas as originally planned.
REQUESTED ACTION:
I respectfully request your approval to proceed with negotiations and enter into an
agreement with Amano McGann to purchase PARCS equipment.
