Housing & Community Development Director Alexis Steger is recommending City
Council approve the FY2025 Annual Action Plan Amendment #1.
The Community Development Advisory Commission reviewed this amendment at their
September 4, 2024, meeting and approved Purchase, Rehab, Resale as an activity in
FY25 Annual Action Plan Amendment #1 with $350,509.79 allocation.
FY25 Amendment #1 includes lowering our Administration costs. The City of Dubuque
is obligated to keep planning and administration funds under 20% of the CDBG
allocation plus an estimated amount of program income. The Amendment includes
carryover funds from projects that were not viable in FY24 and FY25 and are no longer
active. The Amendment also includes carryover funds from unexpended but completed
FY24 projects. Lastly, the Amendment includes carryover funds from projects that are
still viable, active, and will be completed in FY25. These projects include Ecumenical
Tower Elevator Replacement and Lincoln Wellness Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The attached memorandum transmits information regarding proposed changes to the
FY2025 CDBG Annual Action Plan for public hearing scheduled for September 16,
2024.
Discussion
FY2025 Annual Action Plan Amendment #1 includes lowering our Administration costs
under the obligated amount of 20% of the CDBG allocation plus an estimated amount of
program income. The FY2025 Annual Action Plan Amendment #1 also includes
activities with carryover from previous years' allocations and reallocated funds. These
carryover and reallocated funds will allow the following projects to be completed FY25.
Activities approved in FY24 with carryover funds include:
• Ecumenical Tower Elevator Replacement: $312,434
• Lincoln Wellness Outdoor Project: $584,358.31
Activities approved in FY25 with carryover funds from the FY24 include:
• Homeowner Rehab: $174,585
• Lead and Healthy Homes: $160,597
• Low -Mod Income Parks (Comiskey): $276,851
Activity approved in FY25 Annual Action Plan Amendment #1 using reallocated funds
include:
• Purchase, Rehab, Resale: $350,509.79

Recommendation

A RESOLUTION ADOPTING THE FISCAL YEAR 2025 (PROGRAM YEAR 2024)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
AMENDMENT #1
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2025 (Program Year 2024) Community Development Block
Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -
housing needs in the community; and
Whereas, the Community Development Advisory Commission reviewed the first
amendment to the Fiscal Year 2025 (Program Year 2024) Community Development
Block Grant Annual Action Plan; and
Whereas, all services provided will be to a minimum of 51 % low/moderate
income residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2025
(Program Year 2024) Annual Action Plan Amendment #1, attached hereto and by this
reference made a part hereof, is hereby approved.
Section 2. The City Manager or his designee of the City of Dubuque is hereby
authorized to directed staff to prepare and submit to the United States Department of
Housing and Urban Development the Fiscal Year 2025 (Program Year 2024) Annual
Action Plan Amendment #1 with all related documents, for the use of Community
Development Block Grant funds based on this adopted budget and execute standard
contracts and agreements.
Passed, approved, and adopted this 16th day of September 2024.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
The City of Dubuque distinguishes between four different but complementary areas of program
development in its overall CDBG program: Housing Development, Economic Development,
Neighborhood and Community Development and Planning & Administration. The following
description of activities summarizes the projects to be completed in the FY 2025 Annual
Action Plan with the use of CDBG funds.
RESOURCES
CDBG Entitlement FY 2025 $1,035,721
CDBG Entitlement Unexpended Funds $1,337,311
Program Income $108,142
Program income projects are based on forecast for loan repayments based on the loan portfolio and
program income generated from CDBG funded programs.
TOTAL RESOURCES $2,481,174
PLANNING AND ADMINISTRATION $228,773
CDBG regulations limit expenditure on planning and administrative funds to 20% of the current year
program income plus the current entitlement. The proposed resources for administration support the
plan's current requirements.
CDBG Planning, Monitoring, & Budgeting $119,079
Staff support for general management. Oversight and coordination of the Community Development Block
Grant program; assures compliance with federal regulations and reporting requirements.
Housing & Community Development Administration $109,693
On -going staff support for general management, oversight, and coordination of the Community
Development Block Grant housing programs.

This project creates a microenterprise assistance program that assists low- and moderate -income business

assistance is for the Lead and Healthy Homes grant awarded in 2021.

Public Services activities are restricted to 15% of the previous year program income and the current year
entitlement. Public Service activities in this plan represent 15% of the proposed expenditures.
Neighborhood Recreation Programs $132,754
Targeted and enhanced recreation offered in the City's older low -and moderate -income neighborhoods to
meet the needs of at -risk youth, promote self-esteem, and build community. Activities include after -
school programs, open gym, basketball league, music lessons, mobile recreation, scholarships, and
summer day camp.

PROPOSED FISCAL YEAR 2025 ANNUAL ACTION PLAN AMENDMENT #1
FOR USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
Notice is hereby given that the City of Dubuque City Council
will conduct a public hearing on Monday, September 16, 2024 at
a meeting to commence at 6:30 p.m. in the City Council
Chambers on the 2nd floor of the Historic Federal Building,
350 W. 6th Street, Dubuque, Iowa.
The City Council will consider a proposed Fiscal Year 2025
(Program Year 204) Annual Action Plan Amendment #1 for the
Community Development Block Grant (CDBG) Program.
At the meeting, the City Council will receive in -person and
virtual comments from any resident or property owner of said
City to the above action. The official agenda will be posted
the Friday before the meeting and will contain public input
options. The City Council agenda can be accessed at
https://cityofdubuque.novusagenda.com/AgendaPublic/ or by
contacting the City Clerk's Office at 563-589-4100,
ctyclerk@cityofdubuque.org. At said time and place of public
hearings all interested citizens and parties will be given an
