A posted speed limit reduction from 45 mph to 35 mph on Peru Road from Roosevelt Street to the City Limits (Tanzanite Drive) based on the presence of two-way traffic and the number of driveways and subdivision entrances on this section of roadway. Keeping the posted speed limit at 35 mph also eliminates confusion created by having too many speed limit changes in a short length. The speed limit on Peru Road from Sheridan Road to Roosevelt Street will remain 35 mph. BACKGROUND After receiving two complaints from property owners along Peru Road between Roosevelt Street and City limits (Tanzanite Drive), the City conducted a traffic speed study and placed traffic counters at three different locations along Peru Road on Tuesday, July 25, 2024, to Thursday, July 27, 2024. They were placed in three different speed limit areas, tracking the volume and speed of vehicles. The first section being between Louise Lane and Sheridan Road (30mph), the second section from Sheridan Road to Roosevelt Street (35mph), and the final section from Roosevelt Street to City limits (Tanzanite Drive) (45mph). DISCUSSION Based on the traffic speed study results and data that was collected, the 85th percentile speed of vehicles was compared to the posted speed limit for each section. To determine a change in speed limit, the US Limits Speed Zoning Report calculates what the posted speed limit should be based on the 85th percentile speed, peak volume, and crash data. Vehicles traveling southbound from the City limits are traveling at a speed near the 45 mph posted speed limit. The 85th percentile of vehicles traveling in the northbound lane show a steady increase in speeds, with a speed change differential of 10.34 mph along Peru Road. A large volume of vehicles turn from both the southbound and northbound lanes at Sheridan Road. This intersection has a history of crashes, and from 2020-2024, there have been 26 crashes between Sheridan Road to Roosevelt Street (35mph). There have been 14 crashes along Peru Road from Roosevelt Street and City Limits (Tanzanite Drive) (45mph). After reviewing the US Limits Speed Zoning Report recommendation, it was recommended that the speed limit on Peru Road be lowered to 40mph, see attachments. However, upon further evaluation, Engineering staff recommends that the speed limit be lowered to 35 mph which would be the same as the section of roadway from Sheridan Road to Roosevelt Street. The recommended 35 mph speed limit change would create a uniform and consistent speed limit along Peru Road. The current speed limit on Peru Road between Roosevelt Street and City Limits (Tanzanite Drive) is 45 mph, which with the existing traffic volumes, the existing driveways and subdivision entrances is an excessive speed for this section of roadway. Peru Road is a collector road for various businesses and residential homes along with access to Dubuque County. A reduced speed limit to 35 mph on Peru Road from Roosevelt Street and City Limits (Tanzanite Drive) will improve the safety of this roadway. RECOMMENDATION I recommend a posted speed limit reduction from 45 mph to 35 mph on Peru Road from Roosevelt Street to the City Limits (Tanzanite Drive) based on the presence of two-way traffic and the number of driveways and subdivision entrances on this section of roadway. Keeping the posted speed limit at 35 mph also eliminates confusion created by having too many speed limit changes in a short length. Section 9-7-321.285 of the City of Dubuque Code of Ordinances is hereby amended to read as follows: 9-7-321.285: LIMITS GENERALLY: C. "When signs are erected giving notice thereof, the following shall be the lawful speed on the streets or portions thereof designated herein: Thirty five (35) miles per hour: Peru Road, Sheridan Road to northerly city limits.
