DISCUSSION Bolton and Menk were hired by the City of Dubuque to study the one-way corridor that is Central Avenue and White Street to have a plan to reinvent the corridor. This work session will be presenting what alternatives were created from the collection of public input of proposed design elements being considered for the Central Avenue and White Street corridor. RECOMMENDATION A PowerPoint presentation will be given by Bolton and Menk. No formal action is required per this memorandum. CENTRAL & WHITE • A cycle track on White Street can be part of any of the alternatives • Two -Way Streets require left turn lanes at all signalized intersections and a two-way left turn lane (3-lane section) from 8th to 12th which impacts parking • High Volume turns at truck focused intersections at 9th, 11th, and 14th can be accommodated with a small impact on parking with any alternative Bolton-Menk.com Side Streets The Central / White Zipper is a series of blocks — not just two streets Side Street enhancements can support the corridor with - Additional parking - Public spaces and plazas - Greenspace and public Art Bolton-Menk.com Side Streets Additional parking Plaza Space Greenspace Bolton-Menk.com Putting it All Together: • Corridors are part of a larger transportation system — Local and regional • Connections to and across the corridor is as important as connection along its length • Being an older city with constrained rights of way, there will be potential tradeoffs • 14th Street overpass and Pine Street will re-route freight traffic, which will reduce traffic on the south end and 9th and 11th. • Side Streets are important: 18th Street Plaza should be pursued as residents desire outdoor community spaces • A North -South bike facility is important.
