Introduction
The purpose of this memorandum is to share the Community Development Block Grant
(CDBG) 50th Anniversary Certificate of Appreciation and Recognition Letter to the City
of Dubuque from the U.S. Department of Housing and Urban Development (HUD).
Discussion
HUD's Office of Community Planning and Development recently sent the City of
Dubuque a 50th Anniversary Certificate of Appreciation and Recognition Letter. The city
has been a recipient of formula funding under the CDBG program for the past 50 years.
The CDBG program in Dubuque has implemented the CDBG goals of developing viable
urban communities by providing decent housing, suitable living environments, and
expanding economic opportunities principally for low- and moderate -income people.
CDBG funds have supported programs and projects that have benefited both individuals
directly and the broader Dubuque community. Some of these CDBG funded activities
are homeowner rehabs, rental assistance, recreation scholarships, small business
grants, Comiskey Park Phase 1 renovations and several community partner capital
projects including but not limited to partnering with Affordable Housing Network, INC,
Catholic Charities, Crescent Community Health Center, Dubuque Community YMCA,
Dubuque Food Pantry, Dubuque Rescue Mission, Four Mounds Foundation, Gronen-
Henry Stout Senior Apartments, Liberty Recovery Center, Lincoln Elementary School
Wellness Project, Marita Theisen Childcare Center, Mount Pleasant Home, St. Mark
Youth Enrichment, and Visiting Nurse Association. The City of Dubuque is proud to be
an entitlement community utilizing CDBG funds to help make Dubuque an equitable
community of choice.

RE: CDBG 50th Anniversary Recognition
As a recipient of formula funding under the Community Development Block Grant (CDBG)
Program, we want to thank you again for your partnership over the past 50 years!
Enclosed is your certificate of appreciation, which was presented during our quarterly meeting
on July 10, 2024. Due to a mix-up with the printer, we received multiple copies of the certificate
for each grantee, so we are sharing an extra copy with you to use as you wish.
Since we were unable to give the certificates to grantees in person, we request that you take a
photo of you and/or your staff with the certificate. Then, send it to me and your CPD
Representative electronically, so we can share it with HUD Headquarters.
Thank you again for all you do for your communities/states!
