INTRODUCTION.
The purpose of this memo is to request a work session of the City Council to review and
discuss the City of Dubuque's strategy and plans for the implementation of Microsoft
Co -Pilot.
BACKGROUND.
As we continue to explore innovative solutions to advance our operations and services,
through a lens of being an equitable, data -driven high-performance government, the
integration of Microsoft Copilot presents a significant opportunity to enhance our
capabilities.
Microsoft 365 Copilot for Government Community Cloud (GCC) leverages large
language models (LLMs) with an organization's data to enhance productivity for
government entities. This AI -powered assistant is designed to automate routine tasks,
provide data -driven insights, and enhance collaboration, allowing staff to focus on what
matters most —serving residents effectively. Through integration with the Microsoft
applications already used by staff, Copilot offers real-time intelligent assistance to boost
creativity, productivity, and skills.

During this work session, we will:
1. Review the potential benefits and applications of Microsoft Co -Pilot across
various city departments.
2. Discuss an approach to best practices and policy using resources from other
cities and organizations such as the National League of Citoes.
3. Discuss the proposed implementation timeline and key milestones.

4. Address any questions or concerns regarding the integration process and its
impact on current workflows.
5. Outline the training and support plans for city staff to ensure a smooth
transition and optimal utilization of the new system.
RECOMMENDATION AND ACTION REQUESTED.
I would respectfully request that a work session be scheduled for Monday November 4,
2024, at 5.30 pm to discuss Microsoft 365 Copilot for Government Community
Cloudand related items outlined in this memo.
