CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on September 30, 2024,
in the second -floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick (attended virtually),
Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of conducting a work session on the Central Avenue and White Street
Corridor Traffic Study.

Central Avenue and White Street Corridor Traffic Study
Traffic Engineer Justine Hull introduced Bolton and Menk Senior Traffic Engineer
Jennifer McCoy and Urban Planner Andrew Dresdner, who presented on the progress of
the Central Avenue and White Street Corridor Traffic Study and outlined four potential
scenarios for traffic routing. The consultants addressed a range of questions from the City
Council, covering topics such as interpreting conflict points, congestion level timeframes,
state design standard requirements, connectivity, and the city's input on scenarios. In
response to questions, City Manager Van Milligen noted that the 14th Street overpass,
officially named the Building Bridges to Employment and Equity (B2E2) Project, is projected
for completion in 2030. He also mentioned that he advised the consultants not to request
any decisions from the City Council tonight, given that it was the first time the information
was being presented and the session was meant for discussion. Van Milligen indicated that
the timeline for implementing any updates to traffic routing is contingent on the funding
source, pointing out that any major changes will likely result in a projected completion date
of 2030. In response to a question about why costs were not included with each scenario,
the consultants explained that they deliberately chose not to present cost information at this
point in the study to focus on guiding principles. If the traffic routing scenarios are narrowed
down to two options, they will be able to share cost details at their next presentation to the
City Council on November 18th, 2024. The City Council offered feedback on several topics,
including gathering public input from various stakeholders, enhancing connectivity to key
locations and routes, addressing parking concerns, and determining how to achieve the
desired vehicle speeds.
