The 2024-2025 contract was presented, passed, and signed by the Dubuque
Community School District School Board.

INTRODUCTION
This memo will discuss the finalization of the School Resource Officer (SRO) between
the City of Dubuque and the Dubuque Community School District (DCSD) for the 2024-
2025 school year.
BACKGROUND
The City of Dubuque (City) and the Dubuque Community School District (DCSD) have
partnered for decades for Dubuque Police Department (DPD) SRO's in the district's
schools. In FY2019 and prior years, there were 4 SRO's and 1 DARE Officer. After
many years of discussions, the City and the DCSD agreed to expand the SRO program.
Beginning in FY2020, the parties agreed to expand the SRO program by adding three
additional SRO's. The total goal is to have eight (8) SRO's. Due to police staffing
issues this has not come to fruition. However, the Police Department has maintained
six (6) SRO's, which includes the supervisor, with the plan to add #7 in this school year
if staffing allows.
In 2024-2025, the DCSD has determined that the DARE curriculum or curriculum similar
could be taught within the district and not by SRO's. This allowed for the transition of
the DARE officer into a full-time SRO role. Also new this school year, is the
requirement that each high school be assigned an SRO that generally is not split
between other schools. A new agreement was also created for reimbursement
schedules, with a final arrangement of a 50/50 split between the parties for the SRO's
and the DCSD paying 75% of 50% of the SRO supervisor.

The City and DCSD enter into an annual contract for reimbursement. The annual
contract for SRO for the 2024-2025 school year is up for renewal.
The 2024-2025 contract was presented, passed and signed by the DCSD School
Board.
With the DCSD in agreement on the contracts, the contracts now await the City's
agreement and signatures.
CONCLUSION
The longstanding partnership between the City of Dubuque, DPD, and DCSD remains
strong for providing the safest learning environment possible for Dubuque's children,
and the district's staff. The current contract provides for continuation of the existing
levels of services for the current school year. Subsequent years will hopefully show the
continuation of the expansion plan as well as any recommendations from the committee
to improve equity.
ACTION REQUESTED

SCHOOL YEAR 2024-2025
This Agreement, dated for reference purposes the 201h day of August 2024, is
made and entered into by and between the City of Dubuque, through its Police
Department (City) and the Dubuque Community School District (School District).
WHEREAS, School District and City have a strong desire and commitment to
continue the services of the School Resource Officers (SRO); and
WHEREAS, it is necessary to define the roles of the parties in providing such
services to the elementary, middle, and senior high schools.
NOW, THEREFORE, it is agreed by and between the parties as follows:
SECTION 1. ROLE OF SRO.
1.1 Five (5) SRO and one (1) SRO supervisor will be assigned by City to School District
if Police staffing levels allow. SRO will, at the sole direction of the Chief of Police:
(a) Act as liaison between the law enforcement community and the School
District;
(b) Maintain campus awareness, identify imminent problems, and serve as
safety consultants far the School District;
(c) Visit classrooms;
(d) Make presentations and answer questions;
(e) Instruct D.A.R.E. (Drug Abuse Resistance Education Cooperative Program)
curriculum if requested to do so by the School District;
(f) Inform school officials and staff of current police involvementwith students
and/or student's families;
(g) Investigate appropriate cases involving students as victims or suspects
except those cases handled by a specialized unit;
(h) Assist with prevention patrol for students in route to and from school;

(i) Take appropriate action with respect to on -site occurrences, including but
not limited to, fights, vandalism, theft, accidents, traffic violations, disorderly
conduct, narcotics offenses, weapons, unauthorized persons on school property,
and oth er occu rren ces as appropriate;
0) Assist with in -servicing other School District security staff;
(k) Interact with patrol and investigativedivisionson matters of mu tu a[ con cern,
including but not limited to, indecent exposure, gang activity, traffic hazards, sex
offenses, suspicious persons, and other matters as appropriate;
(1) Attend School Districtstaff and faculty meetings andtraining sessionswhen
requested;
(m) Act as a resource person to School District staff;
(n) Attend School District sponsored extra-curricularactivities when requested;
(o) Interact with students to promote and reinforce basic life skills, self-control,
and accountability;
(p) Maintain confidential records on student contacts;
(q) Maintain working knowledge of Dubuque Community School Board policies,
School District Administrative Regulations and Student Handbooks; and
(r) Conduct other duties as approved or assigned by the Chief of Police.
1.2 The hours and work day of SRO will be determined by the Chief of Police based
on School District building schedules and extra-cu rricu laractivities. Uniformswill be worn
at the discretion of SRO and the Chief of Police.
SECTION 2. COMPENSATION. School District will pay to City, support costs as follows:

Personnel and Support costs reflect approximately the same staffing levels as 2023-2024
but there has been a change to the structure of the unit. - In April 2024, SRO #3 left the
unit dropping the total number of traditional SROs to three plus the DARE SRO position
(SRO #6) and the SRO Supervisor (SRO #5). City anticipates filling the vacant SRO #3
position in October 2024.
Additionally, the School District request that the DARE SRO position (SRO #6) becomes
a traditional SRO position and no longer teaches DARE curriculum/ The 2024-2025
school year will then start with four traditional SRO positions and one SRO supervisor
(SRO #1, SRO #2, SRO #4, SRO#6 & SRO #5) with thevacantSRO #3 position filled in
October.
A planned expansion of the School Resource Officer program, SRO #7 and initial training
funding and support of the next SRO position may occur in the 2024-2025 school year
but will depend on other departmental staffing. SRO#8 will be delayed until at least City
of Dubuque Fiscal Year 2026. Position equipment is specific to the SRO position, and
support costs includes personal equipmentand transportation costs. This will need to be
funded as positions are added.
School Districtwill pay to City fifty percent (50%) of the salary of five (5) SRO's, seventy-
five percent (75%) of fifty percent (50%) of the SRO Supervisor, in the total amount of
Three Hundred Forty -One Thousand, Nine Hundred Ninety -One dollars ($341,991.00),
payable as follows:
(a) City will invoice to School District by November 13 2024
School District payment to City by December 13 2024.
Amount due is 50% of the Agreement ($170,995.50)
(b) City will invoice to School District by March 1, 2025.
School District payment to City by April 14, 2025.

SECTION 3. TERMINATION. School District or City may cancel th isAgreementby giving
the other party not less than thirty (30) days written notice of intentto cancel. However,

under emergency or exigent circumstances, either party may cancel this Agreement by
giving the other party not less than ten (10) days written notice.
SECTION 4. TERM. The term of this Agreement is from August23, 2024, through June
14, 2025.
SECTION 5. APPLICABLE LAWS. City and School District will not engage in
discriminatory hiring or any other employment practices that conflictwith any local, state,
or federal laws.
SECTION 6. INSURANCE AND INDEMNIFICATION.
6.1 City must maintain its membership in the Iowa Communities Assurance Pool and
add School District as an Additional Member. If City discontinues its membership in ICAP,
City must provide proof of a policy of commercial general liabilityform coverage in the
amountof $2,000,000, naming School District as an additional insured on a primary and
non-contributory basis.
6.2 School District must provide proof of a policy of commercial general liabilityform

6.3 City will indemnifyand hold School District, its staff, and students harmless from
and against any and all claims, liability, and causes of action arising from or related to
City's negligence in the performance of this agreement and the negligence by City
