This Green Alley Project will include the reconstruction of three alleys in the downtown area. These alleys include the reconstruction of the alleys (2) between Iowa Street and Central Avenue from 15t" to 17t" streets. The third alley will be reconstructed between Central Avenue and White Street from 17t" to 18t" streets. The project will include replacement of water and sewer utilities in the corridor, including replacing private services for water and sewer. The private water services that are lead will be replaced from the main to the buildings. The alley between Iowa Street and Central Avenue from 15t" to 16t" streets is planned to have special design for the pavers. Voices Studio approached the city to consider installing the pavers in this alley using a mosaic look. This mosaic pattern was developed by regional artists to pay respect to the native people of the land Dubuque occupies. BACKGROUND To date the city has reconstructed 81 alleys using interlocking concrete pavers to create "Green Alleys". Green Alleys help allow for water infiltration thus reducing runoff from rain events. The alleys also help with reducing total suspended solids, nitrogen and phosphorous from enter the storm sewer system in Dubuque. The green alleys have historically been funded with clean water state revolving funds (SRF). The funds are leverage from sanitary sewer projects the city completes. In the past $9.4 million was leveraged from the reconstruction of the Water Resource Recovery Center. DISCUSSION This Green Alley Project will include the reconstruction of three alleys in the downtown area. These alleys include the reconstruction of the alleys (2) between Iowa Street and Central Avenue from 15t" to 17t" streets. The third alley will be reconstructed between Central Avenue and White Street from 17t" to 18t" streets. American Rescue Plan (ARPA) funds will be used for the utility work planned. The SRF funds were leverage from the Bee Branch RR Culvert Project. PUBLIC ENGAGEMENT City staff have sent letters to the abutting property owners in this corridor and held individual meetings with property owners requiring permanent easements. According to State Code Section 384.62, the assessment shall not exceed twenty-five percent of the value of the lot as shown by the plat and schedule approved by the council. There is no assessment for this project that meets these criteria. Abutting properties can pay assessment balances in excess over $500 over a 15-year period with 3% interest. Abutting property owners can pay their assessment balances to the City Engineer within the first 30 days after receiving the final notice of special assessment to avoid interest charges. The alleys are located between Iowa street and Central Avenue from 15th to 17th streets (2 alleys) and between Central Avenue and White Street from 17th to 18th Street (1 alley). All three alleys will have all pavement removed, complete reconstruction of the water main and sanitary sewer with associated private services. Excavation to allow for 3 feet of porous stone, installation of a subdrain, connections to storm sewer, concrete bands and brick pavers suited for permeable pavement. There is an existing Lumen fiber duct bank that needs to be worked around on the alley between Central Avenue and White Street. The alley between Central Avenue and Iowa Street from 15th to 16th Street will have permeable pavers installed in a unique design pattern.
