INTRODUCTION
The purpose of this memorandum is to request a City Council work session to introduce
the newly established Office of Community Impact and to provide an update on the
equitable fines and fees service program. This session is proposed for November 18,
2024, from 5:15 p.m. to 6:30 p.m.
BACKGROUND
The Office of Community Impact was created to oversee several critical areas of
community engagement, including the Multicultural Family Center, AmeriCorps
programs, volunteerism, and equitable fine and fee prevention services. Since its
inception, the department has prioritized equity -driven initiatives aimed at reducing
financial burdens on residents and ensuring fair access to city services.
One of the key programs we have developed is the equitable fine and fee service
program, which focuses on addressing the disproportionate impact of fines and fees on
underrepresented communities. The program aims to create more accessible and just
solutions for residents facing financial penalties while expanding professional
opportunities and opportunities to serve within our community.
DISCUSSION
During this work session, we will provide an overview of the Office of Community
Impact's mission, scope, and current projects, emphasizing the equitable fine and fee
service program. We will present data on how the program has been designed to align

with the City Council's equity goals and offer opportunities for feedback to further refine
the services.
ACTION REQUESTED
I respectfully request that a City Council work session be scheduled on November 18,
2024, at 5:15 p.m. to introduce the Office of Community Impact and review the progress
of the equitable fine and fee service program.
