AIRPORT COMMISSION MINUTES
Commissioner Blocker moved to approve the minutes of the August 27, 2024, meeting,
and Commissioner Brotherton seconded the motion. This motion passed unanimously.
OLD BUSINESS
Director Dalsing mentioned that aviation fuel sales were down slightly from the previous
year.
NEW BUSINESS
ACTION ITEMS
02. CEDAR VALLEY PROERTIES, LLC PUBLIC HEARING RESOLUTION
Commissioner Brotherton made a motion to open the public hearing for the proposed
lease assignment with Cedar Valley Properties, LLC. Commissioner Blocker seconded the
motion. This motion passed unanimously.
After discussion, Commission Brotherton made a motion to close the public hearing and
Commissioner Blocker seconded this motion. This motion passed unanimously.
Commissioner Kurtz Weber made a motion to accept Resolution No. A800-2-2024
Proposed Lease Assignment with Cedar Valley Properties, LLC. Commissioner
Brotherton seconded the motion. This motion passed unanimously.

This authorizes a 35-year land lease agreement with Cedar Valley Properties, LLC where
they have constructed a large corporate aviation hangar.
03. TITLE VI APPROVAL RESOLUTION
Commissioner Blocker made a motion to accept Resolution No. A1300-1-2024 Authorizing
the Airport Director to Sign Federal Aviation Administration (FAA) Civil Rights Act of 1964
Title VI Plan for the Dubuque Regional Airport. Commissioner Clemenson seconded the
motion. This motion passed unanimously.
As a recipient of Federal financial assistance, DBQ is required by the FAA to comply with
statutory obligations to ensure against discrimination. An approved Title VI plan is required
to remain eligible for Federal grant funding.
Commissioner Kurtz Weber asked if we would be liable if an airline flying into DBQ
commits a violation of this act. Yes, we would.
DISCUSSION
04. AIRPORT PROJECTS UPDATE
Director Dalsing reported that the GA Apron construction project is going well and is
scheduled to be completed by December. A ribbon cutting will be held for the public on
October 9th for the recently completed terminal solar project.
Denver Air Connection's first flight is scheduled for November 4t" on a 50-seat regional jet.
This will be once a day, for seven days a week to/from DBQ/ORD. Commissioner Kurtz
Weber noted that the DBQAir team is continuing to have conversations with other regional
airlines. The current flight time was the best that was offered and there are several
connecting flights available from ORD during the late afternoon. Airport Director Dalsing
mentioned that one-on-one educational meetings are being held with close to 60 local
businesses regarding the new service.
The University of Dubuque is hosting a flight competition with other aviation programs the
week of October 14t"
07. CORRESPONDENCE RECEIVED SINCE JUNE 6, 2024, COMMISSION MEETING
There were several articles about the upcoming Denver Air service.
NEXT COMMISSION MEETING
The next scheduled Commission meeting tentative date is October 22, 2024.
Commissioner Blocker moved to adjourn the meeting, and the motion was seconded by
Commissioner Clemenson. This motion passed unanimously.
