Regular Meeting
Commissioners Present: Nicholas HALDER (chair); Shirley DAVIS-ORWOLL; Franco
MENCHACA; Doug DONALD; Sue RIEDEL;
Commissioners Absent: Tom ROBBINS;
Staff Present: Bonnie SPURLING (Arts & Cultural Affairs Manager); Mike WILLIAMS (Intern)
Public Present: Ali Levasseur;
HALDER called the meeting to order following staff assurance of Iowa Open Meeting
compliance at 3:36 PM.
Roll Call & Review of Minutes
Roll call was skipped due to familiarity with commissioners, City staff and public present.
RIEDEL motions to accept minutes of July 2024 minutes with changes, DAVIS-ORWOLL
seconds. Vote unanimously passed. No further discussion.
MENCHACA abstained from voting due to absence.
Officer and Committee Appointments
Commission discussed officers and sub -committee makeup. Commissioners are ok with
current assignments, HALDER will meet with MENCHACA to explain commission strategic
plan.
Status Reports from Staff
SPURLING reports for Office of Arts & Cultural Affairs:

Creative Cafe committee will be meeting to re -ignite and plan upcoming Creatives Caf6.
The public Art policy working group has a draft they will be meeting and sharing with
Dubuque's City Manager.
SPURLING advises she will be submitting a very similar improvement package for the Office of
Arts & Cultural Affairs.
Updates From Master Plan Working Groups
None
Old Business — Commission Strategic Plan Goals — Reporting and Discussion
Grants committee had recent meeting.
New Business
Commission meeting for December was rescheduled from December 24t" to December 17tn
Grants Eligibility Requirements
HALDER reports grants subcommittee has met recently and reviewed feedback received
regarding eligibility for Operational Support Grants.
Grants Final Reports
SPURLING reported three organizations who have received grants have not submitted their
final reports before the deadline.
Commission discussed whether organizations are eligible for future grants, HALDER verifying
with Iowa Arts Council for options on how to deal with this issue.
Public Comment/Correspondence
SPURLING read personal letter to commission from Dubuque Chorale, The Dubuque
Children's Choir, and the Dubuque Symphony Orchestra, thanking the Commission for their
recent support through grant awards.
Levasseur with the Fine Art Society also thanks commission for grant award, and also
suggests commission could extend deadline for final reports to keep organizations in good
standing.

RIEDEL advises Bell Tower Theatre will be showing new play "Love, Lies and the Lottery"
showing from October 11-27.
