Proof of Publication for City Council Proceedings of 10.7.24 Page 71 of 2498 PARK AND RECREATION COMMISSION MEETING Tuesday, September, 10, 2024 Eagle Point Park — Eagle's View Pavilion 2601 Shiras Avenue, Dubuque, Iowa 52001 PRESENT: Jennifer Tigges, Josh Jorgenson, Robin Kennicker, Ron Axtell, and Lori 011endick(via phone) ABSENT: Jess Ochoa, Jason Henkel STAFF PRESENT: Steve Fehsal, Dan Kroger, Marie Ware, and Angie Metcalf. CALL TO ORDER: Tigges called meeting to order at 4:37pm. MINUTES APPROVED; VOTE: It was moved by Axtell, seconded by Kennicker, to approve the minutes of the August 13, 2024, meeting. Unanimous. PUBLIC INPUT: None SCHMITT ISLAND DEVELOPMENT PLAN INFORMATION AND DISCUSSION: Director of Leisure Services Ware presented updates on the Schmitt Island Development Plan. Ware provided print copes of the City Council Work Session to the council members present and mailed print copies to Ochoa and Henkel. DISCUSS AND RECOMMENDATION OF 897 CENTRAL PARK SUBLEASE AND OPERATIONS AGREEMENT WITH DUBUQUE FORWARD LLC: Kinnicker made a motion to recommend 897 Central Park Sublease and operations agreement with Dubuque Forward LLC. Axtell seconded. Unanimous. CITY COUNCIL GOALS AND PRIORITIES REVIEW: Kroger reviewed City Council Goals Top Priorities and High Priorities related to Leisure Services. Committee had no questions. LEASE WITH STONE CLIFF WINERY TO USE THE ALLIANT AMPHITHEATER IN THE PORT OF DUBUQUE, RECENLTY UPDATED AND APPROVED BY THE CITY COUNCIL: Ware provided details regarding the new lease that was signed and implemented. Page 95 of 2498 PROJECT UPDATES: Fehsal provided updates on the 3 mini parks started and are remaining on track to be completed. Jefferson park wall should be mobilized this week and fully completed by mid to late October. Welu park, finalized structure based on community input and working on contracts and working with playground vendor to get playground purchased. Might not get completed by the end of this year. Working on the comprehensive plan RPF hopefully funded by ARPA and has to have a consultant hired by the end of the year. Hopeful to post that RFP the first week in October. Working with a vendor to replace the sand at Flora Park playground with rubber surfacing. October 7th is the date they will be on site. Jared will be back October 14th. MANAGER REPORTS: None. COMMISSION COMMUNICATIONS/QUESTIONS: Ware, Fehsal and Kroger provided detail on the upcoming discussion of dogs in parks that was brough up in the City Council Meeting on 9/3/2024. Further discussion with the Commission will occur during the October or November meeting with data provided from Fehsal and Kroger. Axtel asked if the Alliant Amphitheater will be large enough to accommodate the music that used to be housed at the Arboretum. Ware explained she asked the organizer about the number of attendees and did not see a concern ADJOURNMENT: It was moved by Axtell, seconded by Kinnicker, to adjourn the meeting 6:10 p.m. Unanimous.
