Van Milligen, City Manager FROM: Antonio J. Mouzon, Community Impact Manager Dubuque All -America City LIIIr 2007.2012 2013.2017 SUBJECT: Work Session for Introduction to the Office of Community Impact and Review of the Equitable Fine and Fee Service Program DATE: November 12, 2024 INTRODUCTION The purpose of this memorandum is to provide information for the City Council work session to introduce the newly established Office of Community Impact and to provide an update on the equitable fines and fees service program. This session will be held November 18, 2024, from 5:15 p.m. to 6:30 p.m. BACKGROUND The Office of Community Impact was created to oversee several critical areas of community engagement, including the Multicultural Family Center, AmeriCorps programs, volunteerism, and equitable fine and fee prevention services. Since its inception, the department has prioritized equity -driven initiatives aimed at reducing financial burdens on residents and ensuring fair access to city services. One of the key programs we have developed is the equitable fine and fee service program, which focuses on addressing the disproportionate impact of fines and fees on underrepresented communities. The program aims to create more accessible and just solutions for residents facing financial penalties while expanding professional opportunities and opportunities to serve within our community. DISCUSSION During this work session, we will provide an overview of the Office of Community Impact's mission, scope, and current projects, emphasizing the equitable fine and fee service program. We will present data on how the program has been designed to align Page 14 of 1454 with the City Council's equity goals and offer opportunities for feedback to further refine the services. cc: Anderson Sainci, Office of Shared Prosperity and Neighborhood Support Manager Marie Ware, Leisure Services Manager Jenny Larson, Chief Finance Officer Alexis Steger, Housing and Community Development Director Miranda Onofre, Community Diversion and Development Coordinator Brittney Hayes, Community Service and outreach Coordinator LaMetra Murdock, MFC Director Sarah Berna, AmeriCorps Program Coordinator Anne Marie Greenwood, Community Impact Administrative Assistant 2 Page 15 of 1454 • 4-J Ol a 0 f V Or Page 16 of 1454 E Q) • O Q) -1-- O Q) a- Q) E ) \O O . 4— C— CC E >, U Q) •O L W 'CL0 E Q) L- L- Q) I O O CO l a--J D -0.0 (1) a O C Q) cz co °6 O 4-) :i U O UE Ec j E E O Q U U w • • • • • • • • Page 17 of 1454 I L O °o O U 4J U_ C 2 V) O O U c - c U ML c W C L O Z3 ice L Y O O U >1 a E cz LL O O 4, O J U 2-1 Page 18 of 1454 a V v (1) 3 u +, 5 -- p v LnN + Q v fl- i O Ul E Q) c +, +' > O to O U - Q N -0 N O v O O O v c v O O6 E O . _ O a4-1 O + +' O 4-1 u 0 v Ln v ' O J1 W l..J 0 Ln co O W( /1 V Ln j Q) 0 cs N • N 0- Ln - 5 Qi O V Ul (/ > O v > I 0 E O 0 + - uq O-C p 0 O u Ul O > V i C) •N 'O 6 0 +' O N O JN O CC > U i i E i > Page 19 of 1454 O O CD 4-J c + O +- a ► , a O Al o o ° o N °' ao ,v > ' n ii JJ > lJJ N 0 a > o C + U ¢o Ln .i 4)4) NO O .V O .— O O 0 V) V Q Q v X V NC O 6 i O >, C O E N , O Qi L.i V J CL O Ul - ZS + c a v O a) Q v O A Page 20 of 1454 _L L 3 _o 0 a 0 E a) 0 a) N 0 a ° a) a a) c C 0 c ° ►] a) ° m L 0 c N L 3 L 0 0 L U D E c _0 U D L c J LU cN c O 1 a V LM 3 LO 0 3 L Q L 3 °) c 0 Y 0 D 3 c Q1 Q1 :3 N L 0 c 3 a3i u V a Q m c C3 O a 0 C: 4-j V) E o p a) p 0 E a 0 aJ > Ln c Q c O a U c c Ln N p N ° C: ?
