INTRODUCTION
The purpose of this memorandum is to request approval to apply for 2025 Track 3
Maintenance and Advancement Base Grant and a Capacity Building Grant.
DISCUSSION
National Environmental Health Administration — Food and Drug Administration
Development Base Retail Flexible Funding Model Grant provides for funding for health
departments to improve, meet and maintain the Voluntary Standards. These standards
are best practices for food safety inspection programs. They are voluntary from the
Food and Drug Administration but mandated under the city's contract with Iowa
Department of Inspection, Appeals and Licensing (IDIAL)

Continue work on the National Voluntary Retail Standards, which are required by IDIAL.
Obtain federal pass -through funds to three-year funding for maintenance, attainment
and self assessment of the standards for the food inspection acitivity. The funding is
used for education and training, along with staff time necessary to complete the
standards. Future opportunities to reapply for these funds will be available.
Capacity Building Optional Add -On Grant
The grant furthers the goals of the Retail Program Standards described above and
which staff has been working on and meeting since 2012. Funding will be used to
provide a Retail Program Standards (RPS) Coordinator position, who would also serve
as supervisor of the Health Services Department Environmental Health Activity. The
RPS Coordinator will focus on continuous improvement or updating of procedures, staff

training, resource management, and creating a system for continuous quality
improvement for the food inspection activity.
