Van Milligen, City Manager FROM: Christopher Lester, Water Department Director Dubuque All -America City 2007-2012.2013 2017*2019 DATE: November 12, 2024 SUBJECT: Eagle Point Water Plant Supervisory Control and Data Acquisition (SCADA) Upgrade Award Construction Contract INTRODUCTION The purpose of this memorandum is to request award of the Eagle Point Water Plant Supervisory Control and Data Acquisition (SCADA) Upgrade to Westphal & Company of Dubuque, IA in the amount of $1,345,500.00. BACKGROUND The Dubuque Water Works, known as the Eagle Point Water Treatment Plant (WTP), treats and distributes on average 7 million gallons per day (MGD) through a distribution system comprised of over 330 miles of water main via a combined fourteen (14) storage tank and pump station sites. The WTP operators control and monitor the treatment and distribution of drinking water from the treatment plant via a SCADA or Supervisory Control and Data Acquisition system. The SCADA system is linked to each of the remote distribution system sites via radio communications from the WTP. Data collected from each of the remote sites is transmitted back to the WTP and the operators at the plant routinely interact with the SCADA system to make decisions on water production, storage, and overall supply to the distribution system including during emergency situations such as main breaks or fire events. The SCADA system is currently the only method of data collection used for informing the operating staff on what changes are occurring in the water supply and distribution system and how the operators need to respond. Beyond immediate operations, the SCADA system eliminates the need for manned operations at each remote site. It provides constant monitoring of tank and pump station operations. SCADA also provides a level of security with immediate reports of any security breaches or abnormal operating conditions. Having a reliable SCADA system also reduces the number of patrols and manned visits to each of the remote sites reducing overall costs. The current SCADA system has been in place since 1993 and the programming and operating system, RSLogix 500, is outdated and the hardware is no longer supported by the manufacture/vendor and will need to be replaced for continued WTP and remote operations. In addition, the existing hardware has reached its capacity for installing new infrastructure controls and devices required to communicate with tanks, towers, and pump stations. Page 1447 of 1454 DISCUSSION The Water Treatment Plant SCADA System Upgrade project provides for the replacement of the existing Supervisory Control and Data Acquisition (SCADA) hardware and software at the Eagle Point Water Treatment Plant and remote sites including the wells, pump stations, tanks, and towers. The programmable logic controllers (PLCs) and other major components of the existing SCADA system have become obsolete. Additionally, very little of the softening, filtering, and sludge treatment equipment at the WTP is currently monitored by SCADA. It is desirable to install an Ethernet network and add additional control panels in select locations within the WTP to connect important instruments and include provisions for future additions. The existing SCADA software at the WTP is not compatible with the software packages currently in use at the W&RRC. To improve efficiencies associated with problem solving or cross training of staff, it would be desirable for the replacement SCADA system WTP software to be compatible with, and possibly integrated into, the W&RRC SCADA system. Replacing the SCADA system at the WTP would not only replace outdated and obsolete equipment, hardware and software, it would also provide an opportunity to make operational efficiency improvements. While the current SCADA system is capable of collecting and reporting chlorine, pH, turbidity, flow, and pressure measurements at the WTP, with chlorine, tank elevations, pressures and intrusion alarms reporting back from the remote sites, there are additional monitoring possibilities. With added SCADA controls, new analyzers could be introduced to provide further on-line measurements including flow and pressure readings at the pressure reducing vaults, distribution system flow measurement reporting as part of a District Metered Zone program to reduce and detect leaks and main breaks, and research continues in the water industry, the possibility of on-line monitoring for the detection of contaminants in the distribution system. An additional benefit of a replacement SCADA system in coordination with the change from radio communications to fiber optic communication (the fiber optic project will be under a separate RFP) includes the option to enhance security at the remote sites. Such security measures would include the ability to add video cameras, motion detectors, contact switches, keypad entry devices and card readers, which can be interfaced directly to the SCADA system and provide live information back to the operators. The city selected Strand Associates through the public RFP process to complete the design, specifications and assist the city through the SRF loan application procedure. The Strand design team completed the design and bidding documents, and the city has received an approved Iowa DNR preliminary engineering report letter dated April 29, 2024. The scope and bidding documents were prepared, and the project was publicly bid. DISCUSSION Sealed bids for the Eagle Point Water Plant Supervisory Control and Data Acquisition (SCADA) Upgrade were received and publicly opened on October 17, 2024. Westphal & Company, Inc, of Dubuque, Iowa submitted the apparent low bid in the amount of $1,345,500.
