Van Milligen, City Manager SUBJECT: Application for EPA Brownfields Assessment Grant DATE: November 25, 2024 Economic Development Director Jill Connors is recommending City Council approval to apply for a 2025 round of EPA Brownfields Assessment Grant in an amount of $500,000. This grant does not have a match requirement and is anticipated to assist with assessments and planning for public and private properties in the North Port, South Port, and Washington Neighborhood. These areas are prime for infill development, including housing, commercial spaces, hospitality uses, and parks. Connors, Economic Development Director SUBJECT: Application for EPA Brownfields Assessment Grant DATE: November 18, 2024 INTRODUCTION This memorandum requests approval to apply for a 2025 round of EPA Brownfields Assessment Grant in an amount of$500,000. BACKGROUND EPA Brownfields grants have been indispensable in the redevelopment of Dubuque's downtown, bringing millions of dollars of assistance to the effort of assessing, planning, and implementing cleanup of contaminated property. Since 2002, Dubuque has successfully administered 8 EPA brownfields grants totaling $2,400,000 in EPA funds, in addition to local match. This has spurred hundreds of millions of dollars of investment in our downtown. We are currently in the final stages of expending the balance of an $800,000 EPA Brownfields Multipurpose grant. DISCUSSION The EPA has a round of brownfields assessment grants available which has no matching funds requirement. For this reason, despite not having completely spent down the current Multipurpose Grant, we intend to apply for a Brownfields Assessment Grant. The advantage of an assessment grant is that the funds can be used on both publicly- and privately-held property.
