INTRODUCTION
The purpose of this memo is to request a work session for students enrolled in the lowa
Jobs for America's Graduates (iJAG) at Stephen Hempstead High School, Dubuque
Senior High School, and the Alternative Learning Center (ALC). The goal is to have
these students present to the Mayor and City Council about their experience
participating in City Life.
DISCUSSION
City Life is a free program offered by the City of Dubuque Office of Shared Prosperity
and Neighborhood Support (OSPNS) to connect and engage citizens to their local
government. Semi-annually, once in the fall and once in the spring, up to twenty-five
(25) residents share experiences with other residents, visit City facilities and learn about
the various services departments provide. One outcome from City Life is to increase
residents' engagement in the city governance process. From this program, the hope is
that residents would feel empowered to join an open city board and/or commission to
help make Dubuque an equitable community of choice.
In addition to offering the program twice a year for adults, the OSPNS collaborates with
the Dubuque public high schools iJAG program during the spring. The partnership has
existed with the intention to extend City Life to area youth. For the past few years, we
have engaged up to fifty (50) students per program. This year the program is being
extended to two days and being offered to one hundred (100) students. iJAG's mission is
"to provide students with hands-on experiences that encourage their career exploration
and ultimately lead to work-based learning experiences". Students will be offered hands-
on engagement opportunities with various departments. This experience will be valuable
for the students as they prepare to join the workforce full- time.
