Additionally, the City Council authorizes the City Manager, or his designee, may execute any further documents as required for the successful completion of this grant opportunity. Steger, Housing & Community Development Director DATE: December 12, 2024 RE: Lead & Healthy Home Program Grant Agreement Dubuque AFWfl aCity 2007-2012.2013 2017*2019 Introduction The purpose of this memorandum is to request the City Council's authorization of an agreement with the U.S. Department of Housing & Urban Development (HUD) for the use of $5,197,053 to administer the Lead and Healthy Homes Program. Background The City of Dubuque has been administering a Lead and Healthy Homes Program for over 30 years. This program assists residents in making their homes lead safe through remediation of the lead hazards in the home. The City of Dubuque submitted a Lead and Healthy Homes grant application in August 2024, to request $5,197,053 to continue this program for an additional 48-months. In late November 2024, the City of Dubuque was awarded these funds, and the City began negotiations with HUD to develop the agreement between HUD and the City of Dubuque for the use of the funds. Discussion The Housing & Community Development Department (HCDD) will administer this program, partnering with Visiting Nurses Association to help evaluate the health needs in the home. Requested Action I respectfully request City Council to accept the Lead and Healthy Homes Program Grant awarded to the City of Dubuque, and authorizing the Mayor to execute the agreement. Additionally, the City Council authorizes the City Manager, or his designee, may execute any further documents as required for the successful completion of this grant opportunity.
