INTRODUCTION
This memo requests your approval to publish a Request for Proposal (RFP) and solicit
proposals for a Pet Licensing Service in the Health Services Department Animal Control
Activity.
BACKGROUND
PetData has provided pet licensing services for the city since 2009. At that time, they
were the only pet licensing system/service available. Citizens and staff have voiced
complaints for several years regarding the limitations of the current PetData system.
Current technology has outpaced the ability of PetData to meet the city's pet licensing
needs.
DISCUSSION
The City's current finance system, Tyler, was researched for the possibility of providing
pet licensing. After discussions, it was determined that Tyler would have to develop a
system for an additional cost. We are aware of several systems now available for Pet
Licensing for local governments and we have had preliminary demonstrations. From
this preliminary research, an RFP for Pet Licensing could provide options for improved
service to staff and customers.
The Pet Licensing RFP Committee membership consists of:

Kate Weidemann, Finance Department Accountant
The committee developed an RFP document to address the needs and desired features
for a pet licensing system.

Implementation Begins
Health Services Department staff have not done a current thorough analysis of what
resources would be necessary to discontinue contracting with a pet licensing system
and bring it back entirely in house, as it was prior to 2009. However, from past and
current experience, we know this would require additional staffing.
REQUESTED ACTION
Approve the Pet RFP for publication to solicit bids for a Pet Licensing Service.
