PETITIONS AND COMMUNICA-
TIONS.
Petition of Standard Oil Co., asking
that the city pay the claim of said
company against the Dubuque Water
Works amounting to 3212.45, or in the
event of their inability to pay said
claim at the present time that a suffi-
cient tax levy by made to provide for
the payment of said claim with inter-
est thereon, was on motion referred to
the water works trustees.
Petition of Wm, L. Mullin, adminis-
trator of the estate of James Mullin,
deceased, asking that the assessment
of taxes for the years 1905 and 1.906 on
lots 181, 182 and 182a be reduced to a
valuation of $14,000 as fixed for the
year 1907 and that the treasurer be in-
structed to accent taxe:; accordingly
was on- motion referred to the city
assessor and committee of the whole.
Petition of Otto Schmid stating that
he is the owner of all of Lot 192, East
Dubuque Add., and asking that the
Treasurer be instructed to cancel all
the advertising charges in special as-
sessment levied against said Lot 192,
East Dubuque Add., at once so "that
he can pay the special assessment
without any further delay was, on
motion, received and filed.
Petition of the City Treasurer, Au-
ditor, Engineer and Assessor asking
that the City purchase a Burroughs
adding machine for use in their respec-
tive offices was, oh motion, referred to
the Committee of the Whole.

I hereby report to your honorable
body that Hon. Frank Carney, Police
and Fire Commissioner, has resigned
his position and his resignation' was
accepted in accordance with his wishes,
to take effect January 1st, 1908.
I have appointed Hon. John 'Treler
Police and Fire' Commissioner to suc-
ceed Mr. Carney and submit his ap-
pointment for your approval.

City Recorder Linehan presented and
read the printed notice, certified to by
the publisher, of the council's inten-
tion to levy a special assessment for
the construction of a sanitary sewer
in Kaufmann avenue from North Main
Regular Session, January 2, 1908
street to the west line of lot 8 in Cush -
ing's add. No remonstrance being -
filed and no one in the room objecting
to the levying of said special assess-
ment, the notice was, on motion, re-
ceived and filed.
City Recorder Linehan also pre-
sented and read the printed notice,
certified to by the publisher, of the-
council's intention to levy a special
assessment for repairing sidewalks
during the month of November, 1907.
No remonstrance being filed and no one-
in the room objecting to the levying
of said special assessment for repair-
ing of said sidewalks, the notice was,
on motion, received and filed.

Althauser avenue was presented and_
on motion was ordered opened as fol-
lows:
George L. Korman, building retain-
ing wall, including grading, per cubic
yard, $4.75.
On motion contract for building re-
taining wall was awarded to George -
L. Korman, and his bond placed at_
$100.00, and money to pay for said
improvement to be paid out of the
general expense fund.
Rules were suspended to allow Chas.
Hentrich and Peter Guenther permis-
sion to address the Council in refer-
ence to special assessment for con-
structing sanitary sewer in alley be-
tween Rhomberg and Lincoln avenue
from Middle avenue to Reed avenue
On motion the city engineer was in-
structed to remeasure the lots from
Ann avenue to Dock street and report .
to the committee of the whole.
REPORTS OF COMMITTEES.
Ald. McEvoy, chairman of the com-
mittee on sprinkling, reported that the-
sprinkling wagons were in need of
being repainted, and moved that the
recorder be instructed to advertise for
bids for repainting the sprinkling
wagons, said work to be finished by
March 15th, 1908. Carried.
Ald. Thomas, chairman of the com-
mittee on public grounds and build-
ings, reported that he had instructed
Joseph Geisler to repair the Leaks in
the roof of the Central Engine house
building, said work not to exceed the
sum of $50.00.
On motion the action of the chairman
of the committee on public grounds and
buildings was approved.
Ald. Clancy, chairman of the com-
mittee on fire, reported that the chief
of the fire department had taken one
of the fire horses out of service, and
moved that the matter of the dis-
posal of the fire horse be referred to
the chief of the fire department and
fire committee. Carried.
Ald. Clancy, chairman of the corn -
inittee of the whole, reported as fol-
lows:
Your committee of the whole, to
whom was referred the pay roll for
labor setting curb on Ninth street
amounting to $16.25, would respectfully
recommend that the City Treasurer lie
instructed to deduct said amount from
the warrants due the McCarthy Im-
provement company.
Also your committee of the whole
would respectfully recommend that
the city engineer lie and he is hereby
instructed to prepare a plat. and pro-
file showing a proposed grade on
Rosedale avenue from Willow street
to West Locust Street.
Also your committee of the whole,
to whom was referred the report of
the harbor M1a'ster relative to the un-
paid harbor rentals, wofild respectfully
recommend that said report be re-
ferred to the city attorney, with in-
structions to collect all such unpaid
rentals.
Also your Committee of the whole to
whom was referred the communica-
tion of the Martin - Strelau Co. relative
to the amount due it for coal furnished
the Rater ciepartnrent, Would respect-
fully recommend that the recommenda-
tion of City Attorney Kintzinger,
which is hereto attached and hereby
made a part of this report, be adopted.
The recommendation of the city at-
torney is -as folloiva:
• To the Honorable Chairman and Mem-
berS of the Committee of the Whole:
I would respectfully recommend that
the claim of the Martin - Strelau Co. be
referred to the Water Works Trustees,
with po'iver to recommend to this Coun-
cil what disposition shall be made of
this claim.

RESOLUTIONS AND MOTIONS.

Be it Resolved by the City Council
of the City of Dubuque, That the
name of the street recently opened
from Julien avenue to West Fifth
street, and called in the proceedings
had for the opening of said street Ox-
ford avenue, be and the same is here-
by changed; and be it further
Resolved, That said street be called
and known as Alta Vista street.
l3e it Purther Resolved, That the
name of Klingenberg street be chang-
ed to Hennepin street, the changes
aforesaid to take effect upon the
adoption of this ordinance.
Alcl. Closs moved the adoption of the
resolution.

Ald. Close moved that the matter of
change of names of Oxford avenue and
flingenberg street be referred to the
'Committee on Ordinances and City At-
torney to prepare an ordinance for said
change of names of streets. Carried.
Alen. Closs moved that the City En-
gineer be instructed to prepare three
maps, one showing the location of san-
itary sewers, one Showing the location
of arc lights and one showing the loca-
tion of water mains. Carried.
Alderman Thomas, chairman of the
Committee on Finance, offered the
following:
Whereas the contract heretofore en-
tered into by the 'City of Dubuque for
the improvement of a street as here-
inafter describes] has been completed,
and the 'City Engineer has computed
that the -cost and - expense of said im-
proveinehQ amount to $723.50. There-
fore, be it
Resolved by the City Council oT the
City of Dubuque, That to provide for
the 'cost of improving Adams avenue

from First avenue to the southerly
end of said Adams avenue by curbing,
guttering and macadamizing the same,
the Mayor be and he is hereby requir-
ed to execute and deliver to the City
Recorder, to by by him registered and
countersigned, three bonds of the de-
- nomination of two hundred dollars
each and one of one hundred twenty -
three and 50 -100 dollars, numbered
from 603 to 606 inclusive, dated Jan.
20th, 1908, payable on or before seven
years after the date thereof, and bear-
ing interest at the rate of five per cent.
per annum, payable semi - annually.

pleted, and the City Engineer has

vide for the cost of brick paving of
Ninth street from the east lot line
of Main street to the east line of
Pine street, the mayor be and he is
'hereby required to execute and de-
liver to the City Recorder, to be by
him registered and countersigned,
thirty -eight bonds of the denomination
of five hundred dollars each and one
of two hundred ninety -two and 53 -100
dollars, numbered from 564 to 602
incursive, dated January 20th, 1908,
payable on or before seven years
after the date thereof, and bearing
interest at the rate of five per cent
per annum, payable semi - annually.
Ald. Thomas moved the adoption of
the resolution.

sanitary sewer in the alley between
Rhomberg and Lincoln avenues from
Middle avenue to Reed avenue, the

to execute and deliver to the City
Recorder, to be by him registered
and countersigned four bonds of the
denomination of two hundred dollars
each and one of one hundred seventy -
nine and 78 -100 dollars, numbered
from 607 to 611 inclusive, dated Janu-
ary 20th, 1908, payable on or before
seven years after the date thereof,
and bearing interest at the rate of
five per cent per annum, payable semi-
annually.

Petition of J. D. Sullivan, adminis-
trator of the estate of Michael D.
Sullivan, deceased, asking that the
taxes for the years 1906 and 1907 be

being unable to pay the same, was
on motion granted and the treasurer
to be instructed accordingly.
Petition of Henrietta Gruenzig, own-
er of Lot 32 in B. Woods' Addition,
=asking that the taxes for the year 1907
on said lot be canceled, she being old
and her husband being an invalid and
old and unable to earn the support of
the family, the taxes were on motion

asking that they he granted exemp-
tion from taxes on said property, for
the year 1907, the taxes were on mo-
tion ordered to remain a lien on the
property and treasurer instructed not
to sell the property.
Petition of Toussaint - Trexler Co.

stating that they are willing to pay
the personal taxes assessed against
them for the year 1905 and asking
that their taxes for the year 1906 be
canceled, claiming that they went out
of business shortly after the assess-
ment was taken, was on motion grant-
ed and the treasurer to be instructed
to cancel the taxes for 1906 and to
accept the taxes for 1905 in full set-
tlement.
Petition of Mary McCauley asking
that the taxes for the year 1907 on
Lots 5 and 6 of sub- division of Min-
eral Lot 23 and 24, assessed to Mary
Barrett, her mother, be canceled, she
being a widow with four small chil-
dren and an aged and helpless mother
depending on her for their support,
was on motion granted and the treas-
urer to be instructed accordingly.
Petition of Mary Maroney asking
that the taxes for the year 1907 and
henceforth be exempt from taxation
on the S. 1 -2 of Lot 347 in East Du-
buque Add., she being old and a widow
and not able to earn enough to pay
said taxes, was'on motion granted for
1907 and the treasurer to be instruct-
ed accordingly.
Petition of Carrie E. Mink asking
that the treasurer be instructed to
accept $450.85, without interest, in
full settlement of special assessment
levied for the improvement of West
Third street, she being unable to pro -
cure money to pay special assessment
from the banks earlier, was on mo-
tion granted and the treasurer to be
instructed to accept $450.85 in full set-
tlement of said assessment, provided
payment is made at once.
Petition of Wm. L. Bradley asking
that the treasurer be instructed to
accept the original assessment, with-
out interest, assessed against City

Petition of International Brother-
hood of Electrical Workers, asking
that they be granted the use of the
Armory for the purpose of giving a
ball and electrical display was on mo-
tion referred to the committee on pub-
lic grounds and buildings with power.
Petition of Mrs. Mary Fritsche stat-
ing that she fell on an icy sidewalk in
front of Trexler's grocery store, thereby
breaking a bone in her left arm and
asking that she he allowed the sum of
$96.00 as damages for said injuries
was on motion referred to the commit-
tee on claims and the city attorney.
Petition of George Grundy et al. ask-
ing that North street be improved from
Grandview avenue westward for a dis-
tance of 800 feet was on motion grant-
ed and the engineer to be instructed to
prepare a plat and profile of the pro-
posed street.
Communication' from the Board of
Police and Fire Commissioners asking
that the council make provision for a
substantial increase in the salaries for
all positions in the fire department was
on motion referred to the committee of
the whole.
Claim df Edward Brunskill, guardian
of Myrtle Brunskill claiming damages
to the amount of $5,000.00 in behalf of
his daughter Myrtle Brunskill by rea-
son of her falling on the street apron
at the intersection of Asbury and St.
Ambrose streets was on motion re-
ferred to the committee on claims and
city attorney.
Claim of Edward Brunskill, father of
Myrtle Brunskill asking that the city
pay him $1,000.00 as damages sustained
by him by reason of his daughter fall-
ing on a street apron at the intersec-
tion of Asbury and St. Ambrose streets
was on motion referred to the commit-
tee on claims and city attorney.

REPORTS OF OFFICERS.
The annual report of the trustees of
the Carnegie -Stout Free Library was
presented and read, as follows:
REPORT OF TRUSTEES.
To the Mayor and Council of the City
of Dubuque:
Gentlemen: —In pursuance of the
provisions of the Library Laws of
the State, the Board of Trustees of
the Carnegie -Stout Free Public Library
herewith submit to you their report
for the past year.
During the year there was a change
in the position of Librarian of the
institution, Miss Bessie Sargeant Smith
after nearly five years of most ac-
ceptable service, having resigned to
accept a position in a larger institu-
tion at Utica, New York. Your Board
of Trustees feel that they have been
very fortunate in securing as her suc-
cessor Miss Lillian B. Arnold, of the
Indiana Public Library Commission,
who for eight months has been in
charge, and has fully demonstrated
her capacity to keep up the high stand-
ard maintained under her predecessor.
Her report is herewith submitted, and
will repay a careful perusal, as show-
ing the work of the institution in de-
tail.
There continues to be a gratifying
increase in the membership of the
Library, reaching during the year 10,-
792, an increase of 1,137. This shows
that nearly one in every three of the
inhabitants of the city, of reading age,
are identified with the Library and
are securing its benefits. Every ef-
fort will be made by courteous in-
vitation to secure a constant increase
in this most gratifying growth.
The number of books drawn from
the Library, the past year was 100,982,
an increase over the previous year of
2,997.
The number of volumes added to
the Library during the annual period
was 1,068.
The number of - volumes now in the
Library is 23,008, not including about
11,000 volumes of government docu-
ments.
The inventory- shows that 127 vol-
umes are missing. Probably most of
these will be found mislaid or will be
returned. But this Library, like most
other public libraries, will be found to
be a victim, to some extent, of book
pilferers.

grade and profile on the new street
called Alta Vista street from West
Fifth street to Julien avenue, and re-
port to the committee of the whole.
Special Session, January 30, 1908
Ald. McEvoy, chairman of the com-
mittee on printing, moved that the
City Recorder advertise for bids for
printing the index and binding 25
copies of the council proceedings for
the year 1907, bids to be presented to
the Council at the meeting February
6th, 1908. Carried.
Ald. Clancy presented the plat of Dr.
Alderson of Oxford Heights and moved
that the plat of Oxford Heights be
submitted to the City Engineer for ap-
proval and report to the committee
of the whole. Carried.

Mayor Schunk stated the special
meeting was called for the purpose of
appointing a Registration Board for
the Primary Election to be held in
February and the City Election to be
held in April, 1908, the City Attorney
having stated that the Board must be
appointed 3 weeks before the Primary
Election and the Board appointed by
the City Council in September, 1906,
were appointed only for the ensuing
year.
Also to take up and consider the
matter of the appointment of Judges
and Clerks for the Primary and City
Election.
Mayor Schunk presented and read
the names of the men who constituted
the Registration Board which was ap-
pointed in September, 1906, and stated
that on the advice of the City Attorney
in order to fill out the full period for
which they should have been appointed,
and for the reason that there is a pro-
vision in the law which says the Mayor
shall fill all vacancies on the Board,
he would appoint the Board of Regis-
trars for the coming election, as were
appointed in September,' 1906, and as
the law has a section stating that the
Registrars must be appointed by the-
City Council in order to cover all pos-
sible technicalities, asked that the
Council appoint the same Board Af
Registrars.
Ald. Closs moved ,that the list just
read by the Mayor and Board of Reg-
istrars as appointed by the Mayor be
apointed by the Council the Board of
Registrars for the coming Election.

cordance with an ordinance of the
City of Dubuque for repairing- side-
walks during the month of December,
1907, that a special assessment will be
levied for the expense thereof at the
regular meeting of the City Council to
be held January 16th, 1908, upon all lots
and parcels of land on said improve-
ment owned by you, being subject to
such special assessment. And you are
hereby notified to appear at said meet-
ing cf the City Council to be held on
January 16th, 1908, and show cause if
any you have, why said assessment

ling wagons, according to the speci-
fications now on file at the office of
the City Recorder. A certified check
of $50.00 on some Dubuque bank must
accompany each bid, as a guarantee
that the contract will be entered into
if awarded.
The city reserves the right to reject
