Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: December 26, 2024 RE: Keymont Drive Pavement Rehabilitation Project Acceptance of Public Improvement PROJECT 5521000018 Dubuque All -America City ­ 2007.2012.2013 2017*2019 INTRODUCTION The attached resolution provides for the acceptance of the public improvement construction contract for the Keymont Drive Pavement Rehabilitation Project. BACKGROUND Keymont Drive east of Keyway Drive was previously constructed in 2009 as a sustainable subdivision. All of the pavement was constructed using permeable pavers. The homes were constructed using sustainable and energy efficient practices. The subdivision was developed in two phases. Keymont Drive was the first phase of the subdivision. Keymont Court was the second phase that was developed a couple of years later. Recently, the existing street pavers on Keymont Drive have been degrading and breaking down. Public Works has done a lot of maintenance of the pavers to maintain the street. The pavers have degraded to the point that the complete replacement of all the pavers in this phase is the most cost-effective way of fixing the pavement. The permeable pavers are an integral part of the storm water management of the street. Abutting property owners had complained about the state of the street pavement. Many chips and depressions had formed due to the degrading brick. This resulted in concerns for potential tripping hazards. Engineering staff talked to multiple contractors that install permeable pavers. This paver brand that was originally installed on Keymont Drive had material breakdown issues and is no longer produced. Other cities had similar issues with this paver. The contractors recommended using the same paver manufacturers the City of Dubuque uses in its green alleys. Page 212 of 366 DISCUSSION The Keymont Drive Pavement Rehabilitation Project was completed by Eastern Iowa Excavating and Concrete, LLC. in the final contract amount of $151,191.73 which is a 5.9% increase above the original contract amount of $142,733.36. The additional cost is due to adding golf cart rental to the project to facilitate resident access to their properties during construction. Many of the residents have mobility issues and it was discovered during the door-to-door conversations with residents they would need assistance getting to their cars parked on Keyway Drive. The overall cost of the project was much lower than originally budgeted because of lower -than -normal engineering costs related to design and construction administration. RECOMMENDATION I recommend that the City Council accept the Public Improvements and authorized the payment of $151,191.73 to Eastern Iowa Excavating & Concrete, LLC for the Keymont Drive Pavement Rehabilitation Project. Breitfelder City Clerk City of Dubuque, 50 W. 13" St. Dubuque, IA 52001 (563)589-4100 RESOLUTION NO. 3-25 ACCEPTING THE KEYMONT DRIVE PAVEMENT REHABILITATION PROJECT AND AUTHORIZING FINAL PAYMENT TO THE CONTRACTOR WHEREAS, the Public Improvement Contract for the Keymont Drive Pavement Rehabilitation Project (the Project) has been completed by the contractor, Eastern Iowa Excavating and Concrete LLC (Contractor), and the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $151,191.73-1 and WHEREAS, the Contractor has previously been paid $143,632.14, leaving a balance of $7,559.59; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Director of Finance and Budget is hereby directed to pay the balance of the retainage of $7,559.59 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa chapter 26.13.
