City Engineer Gus Psihoyos is recommending City Council set a public hearing date for
January 21, 2025, for the Central Avenue and White Street Corridor Traffic Study
Summary Report completed by Bolton & Menk, Inc.
This Summary Report will be a technical report that will document the analysis,
conceptual design layouts, planning -level cost estimates, preferred alternative
conceptual design, the potential implementation / phasing plan, and funding proposals
for Central Avenue and White Street corridors.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Central Avenue and White Street Corridor Traffic Study Summary Report
INTRODUCTION
This memorandum requests the City Council set a public hearing date for January 21,
2025, for the Central Avenue and White Street Corridor Traffic Study Summary Report
completed by Bolton & Menk, Inc.
BACKGROUND
Bolton and Menk, Inc. was hired by the City of Dubuque to study the one-way corridors
that are Central Avenue and White Street to create a design plan to reinvent the corridor
with a holistic lens. Engagement with the public and key stakeholders was crucial in
understanding the needs of the corridors, community and City Council. In November
2024, Bolton and Menk's preferred alternative, the Multi -Modal Alternative, that
addressed most of the priorities along the two corridors was supported by the City
Council. Bolton & Menk is now finalizing the Summary Report for the public hearing on
January 21, 2025.
DISCUSSION
This Summary Report will be a technical report that will document the analysis,
conceptual design layouts, planning -level cost estimates, preferred alternative conceptual
design, the potential implementation / phasing plan, and funding proposals for Central
Avenue and White Street corridors.
RECOMMENDATION
I respectfully request the City Council set a public hearing for January 21, 2025, for the
Central Avenue and White Street Corridor Traffic Study Summary Report.

SETTING DATE OF PUBLIC HEARING ON THE CENTRAL AVENUE AND WHITE
STREET CORRIDOR TRAFFIC STUDY SUMMARY REPORT
WHEREAS, Bolton and Menk, Inc. was hired by the City of Dubuque to study the
one-way corridors that are Central Avenue and White Street; and
WHEREAS, Engagement with the public and key stakeholders was crucial in
understanding the needs of the corridors and the community; and
WHEREAS, the Central Avenue and White Street Corridor Traffic Study Summary
Report presented at the Public Hearing will be a technical report that will document the
analysis, conceptual design layouts, planning -level cost estimates, preferred alternative
conceptual design, the potential implementation / phasing plan, and funding proposals for
Central Avenue and White Street corridors.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
SECTION 1. That the City Council shall conduct a public hearing on the Central
Avenue and White Street Corridor Traffic Study Summary Report in the City Council
Chambers at the Historic Federal Building, 350 W. 6th Street, Dubuque, Iowa on the 21 st
day of January 2025, beginning at 6:30 PM.
SECTION 2. That the City Clerk is hereby authorized and directed to publish notice
of the Public Hearing in the form attached hereto, according to law.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 21st day of January 2025, at 6:30 p.m., in the Historic Federal Building,
350 W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council at which
time interested persons may appear and be heard for or against the Central Avenue and
White Street Corridor Traffic Study Summary Report.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official City Council agenda will be
posted the Friday before the meeting and will contain public input options. The agenda
can be accessed at https://dubugueia.portal.civicclerk.com/ or by contacting the City
Clerk's Office at 563-589-4100, ctyclerk@cityofdubuque.org.
Written comments on the public hearing may be submitted to the City Clerk's Office by
email at ctyclerk@cityofdubuque.org or by mail to City Hall, 50 W. 13th St., Dubuque, IA
52001, before the scheduled hearing. The City Council will review all written comments
at the time of the hearing.
Documents related to the public hearing are on file in the City Clerk's Office and may be
viewed Monday through Friday between 8.00 a.m. and 5:00 p.m.
